This was also the case last night:  Hong Kong people from all walks of life condemn foreign forces’ interference in Hong Kong’s affairs / Hong Kong must not tolerate incitement of trouble by foreign forces / Xinhua quoted: In- and outside forces ganging up to shamefully harming Hong Kong.

In the process of Hong Kong’s extremist forces’ demonstrations becoming more and more violent, the involvement of Western forces, too, becomes more and more obvious. And that’s not all. These extremists have noticed that the strategic contest between China and America is intensifying, that Washington spares no effort to find levers and to put pressure on China. They actively exploit the opportunity and squeeze the ocean with their own importance, but also make every effort to display their usefulness in squeezing China.

These people have wild ambitions: to turn Hong Kong into a special field of the strategic game between China and the US, to help maximize Washington’s and the West’s influence grow in Hong Kong, to “balance” the basic law’s “one country” content and to minimize “one country, two systems”, even hollow the term out and make it lose any real substance, turning Hong Kong’s high degree of autonomy under the “two systems” into actual independence.

There have always been traitors in the game between China and the outside world, and even appeared at critical moments of such standoffs. Apart from working as immediate forces for outside forces invading and suppressing China, but also helped to break the internal unity of Chinese people and help foreign forces to brainwash the Chinese. Jimmy Lai’s and Martin Lee’s structures are small. They are only seeking their own and a small group’s benefit, but what they betray is the great objective of the Chinese nation. With American and Western forces, they build an alliance to pin China down, and what they have in common is that they lose their head because of material greed.

During his visit to the US in May this year, Martin Lee met with Pompeo, Pelosi, and others. Media coverage reflected that he clearly discussed the use of opposition against the “fugitives extradition” bill for tactics to strike at Hong Kong’s social order. Although “veteran” oppositionals like him and Jimmy Lai have lost their leadership role in the demonstrations against the bill, they still make every effort to freeload on the [protesters’] short-lived enthusiasm, fishing for ill-gotten political gains, and continuing their role as traitors.

What kind of external benefit links his company’s capital has with American and Western capital is believed to be Jimmy Lai’s underpants which he doesn’t dare to show.

To bring Hong Kong into the focus of Chinese-American games is also treason to the benefit of seven million Hong Kongers. America hasn’t any authority over Hong Kong, and outside regular trade links with Hong Kong, it won’t invest great resources into encouraging “democracy”. Freeloading for itself and its closest allies is Washington’s policy now. Washington’s only use for Hong Kong in this game with China is to mess Hong Kong up as an international financial center, to destroy harmony between mainland society’s harmony with Hong Kong, and to add any kind of trouble to pin down Beijing.

The Central Committee of the Communist Party of China, the Standing Committee of China’s National People’s Congress, the State Council of the People’s Republic of China and the Standing Committee of the Chinese People’s Political Consultative Conference declare in deep sorrow that the outstanding member of the Chinese Communist Party, the time-tested, loyal warrior of Communism, distinguished proletarian revolutionary, politician, splendid leader of the party and the state, member of the Communist Party of China’s 12th Central Committee’s Politburo, Party Secretariat Secretary, Member of the 13th, 14th, and 15th Central Committee Politburo, former Chief State Councillor, and head of the 9th National People’s Congress Head of Committee, Comrade Li Peng, has died in Beijing on July 22, 2019, after medical treatment had been unsuccessful. He was aged 91.

Comrade Li Peng was born in Chengdu, Sichuan update, July 28: as a Sichuanese from Chengdu, in October 1928. He was born into a revolutionary family, with his father heroically dying a martyr while [Li Peng] was a child. In his early years, he was influenced by his family, took up revolutionary ideology on his own initiative, and threw himself into the revolutionary cause. in March 1941, he came to Yan’an to take part in revolutionary work, receiving revolutionary theoretical, scientific and cultural education, and joined the CCP in November 1945. During the war of liberation, he followed the party organization’s call and rushed to the frontline, serving as a technician at Jinchao Electric Company, at the Harbin Oil and Grease Factory, and party branch secretary. In September 1948, he went to the Soviet Union, to study there in accordance with the party’s arrangements. After his return to China in 1955, he asked for a job at the grassroots on his own initiative, serving as deputy director and chief engineer at Fengman Power Plant, as chief engineer at the Northeast electric power administration, as the dispatch office’s bureau chief, and as Fuxin Electric Power Plant director. From 1966 to 1979, he was successively appointed acting secretary of Beijing Power Bureau’s party committee, director of the revolutionary committee, director and party secretary of Beijing Electric Power Administration. He was attacked during the “Cultural Revolution” period, but he adhered to the principles of the party spirit, of seeking truth in the facts, and to struggle. From April 1979, he was deputy minister for energy and both party leadership group member and the North China Power administration’s party secretary. Then he became minister for energy and party secretary, deputy minister for water resources and electric power and deputy party secretary, and creatively implemented the party strategy of “electric power first”, issued the appropriate development of electric power, ahead of his time, and promoted our country’s remarkable progress in power station construction, power-grid management and other fields. He was an outstanding leader in our country’s electric power industry, and an important pioneer of nuclear power.

李鹏同志1928年10月生,四川成都人。他出身革命家庭,幼年时父亲英勇就义,少年时期受家庭影响,主动接受革命思想,立志投身革命事业。1941年3月,他到延安参加革命工作,接受革命理论和科学文化知识教育,1945年11月加入中国共产党。解放战争时期,他响应党组织号召奔赴前线,历任晋察冀电业公司技术员,哈尔滨油脂厂协理、党支部书记。1948年9月,根据党组织安排到苏联留学。1955年回国后,他主动要求到基层工作,历任丰满发电厂副厂长、总工程师,东北电业管理局副总工程师、调度局局长,阜新发电厂厂长。1966年至1979年,历任北京供电局党委代理书记、革委会主任,北京电业管理局局长、党组书记。“文化大革命”期间,受到冲击,但他坚持党性原则,实事求是,进行斗争。1979年4月起,历任电力工业部副部长、党组成员兼华北电业管理局党组书记,电力工业部部长、党组书记,水利电力部副部长、党组副书记,他创造性地贯彻党中央“电力要先行”战略,提出电力适度超前发展,推动我国在电站建设和电力生产、电网管理等方面取得长足进步,是我国电力工业的杰出领导人、核电事业的重要开创者。

In June 1983, Comrade Li Peng became deputy chief state councillor, in September 1985 he became a member of the politburo at the 12th Central Committee’s fifth plenary session, and Party Secretariat Secretary. He was in charge of energy, transportation, key transportation building projects, took part in the development of the 7th Five-Year Plan guidelines, promoted the establishment of integrated communications and transportation system and fundamental construction organizational reform. In November 1987, Comrade Li Peng was chosen as member of the politburo and the politburo’s standing committee at the first plenary session of the 13th Central Committee, and during the same month, at the 23rd meeting of the National People’s Congress session, he was made acting Chief State Councillor. In April 1988, at the first session of the 7th National People’s Congress, he was made Chief State Councillor. He firmly implemented, managed, reorganized and deepened the guidelines of reform, explored new means and methods of macro-managing the national economy, and promoted our national economy’s breakaway from its predicaments and its entry into a new period of development. In the political disturbances of spring and summer 1989, with the firm support of the old proletarian revolutionary generation with Deng Xiaoping as their representative, Comrade Li Peng took a clear-cut stand, and together with the majority of the comrades at the politburo, he took firm measures to curb the unrest, to suppress counter-revolutionary rebellion, thus playing an important role in this fateful struggle concerning the party’s and the country’s future prospects.

In March, Li Peng didn’t serve as the National People’s Congress Standing Committee Chairman for another term. After retiring from the leadership position, he firmly endorsed and supported the party’s central committee with Hu Jintao as its secretary general, he firmly endorsed and supported the party’s central committee with Xi Jinping as the core, caring about the great cause of socialism with Chinese characteristics and firmly supporting the building of the party style, clean politics, and anti-corruption struggle.

International Experts bear Testimony to Intuitively-Felt Harmony in Xinjiang

Lots of China experts are there to help “the world learn more about the Chinese autonomous region while beating misinterpretations and distortions with hard facts.” According to Xinhua news agency, they hail from France, Qatar, Sri Lanka, and Egypt (English version). A Chinese version quotes the French scholar as saying that “by personal experience, one could intuitively feel multi-ethnic harmony in Xinjiang (… 通过亲身体验说,中国有56个民族,在新疆可以直观地感受到这种多民族融合).

China’s State Council published a white paper on historical matters concerning Xinjiang Uygur Autonomous Region in northwest China on Sunday.

The full white paper’s English version is only 19 pages long, and doesn’t address the issue of “reeducation” camps. It does, however, concern itself with the issue of slavery under the rule of the Turks, and the Uighurs’ liberation with support from Tang Dynasty troops.

You want to defend Democracy, Mr. Rasmussen? Introduce a dedicated Property Tax

In an op-ed for The Guardian, former NATO secretary general Anders Fogh Rasmussen calls on Europe to

stand up for Taiwan’s self-determination and treat it as a fully-fledged member of the alliance of democracies. In a globally interdependent world, failure to defend our values in east Asia and beyond will eventually lead to the erosion of those same values at home.

The headline – (Now Europe must defend Taiwan) – is more spectacular than Rasmussen’s actual text, where the man who led the West’s military alliance from summer 2009 to fall 2014 doesn’t exactly call for a formal military alliance with Taiwan. As far as military cooperation is concerned, his op-ed remains vague.

It does, however, make tangible demands, by citing American measures in support of Taiwan as examples for Europe, or by accusing European governments of allowing China to bully them into accept its version of Taiwan’s status. Rasmussen also encourages the European Union’s incoming leadership to start practical measures to strengthen Taiwan’s position economically.

Op-eds like these are icebreakers – this one doesn‘t touch on “taboo” issues, at least not yet. And it remains to be seen if Rasmussen is up to a stronger European voice and economic policy in Taiwan‘s favor, or to full military cooperation. If the latter is the case, the EU would have a long way to go – it is anything but a “Pacific player”.

In 2014, Rasmussen wrote an op-ed for the Telegraph which was built in a similar way. Back then, he drew on Russia‘s annexation of Crimea and demanded to “invest in defence of democracy.” Now, he is drawing on the obvious crash of China‘s “one-country-two-systems” policy in Hong Kong.

Is Rasmussen‘s op-ed good news? Basically, yes. Taiwan needs support indeed, and supporters don‘t need to be likeable, as long as their support is sustainable. But Rasmussen’s suggestion that perhaps it had been “naive to believe that this erosion of Hong Kong’s democracy was not inevitable” is cute. I don‘t think that Michael Heseltine, the UK’s trade minister back then, gave democracy in Hong Kong much thought when he had his arguments with  Chris Patten.

What seems to become apparent is a rift within Europe. China, obviously, would love to see an ever-more integrated European Union, provided that such a union would collectively sing the correct tune on Beijing‘s policies, and on Taiwan. In western Europe, bigger countries seem to be less concerned about China‘s – or Russia‘s, for that matter – role in Europe than smaller ones, especially the Netherlands, and Denmark. In eastern Europe, things may evolve differently.

Even if sympathetic with, or loyal to Taiwan, Europe‘s ordinary citizens need to be careful when it comes to utterances like Rasmussen‘s. For decades, China has counted as a huge business opportunity, and western companies were only too happy to throw their technology at it. That was in the interest of investors, but not necessarily in the interest of the European workforce. Now, who exactly is expected to invest in the defense of democracy? There isn’t only a rift between countries – there’s one between income groups, too.

As Rasmussen said, in a globally interdependent world, failure to defend our values in east Asia and beyond will eventually lead to the erosion of those same values at home. But the defense of democracy still starts at home.

If the EU – or single countries of it – want to strengthen Europe’s global military role, I have some words of advice for their  leaders, too. Introduce a meaningful property tax to just that end – one that is going to tax you. Show that you are serious about defending democracy.

Beijing invites Turkish delegation for fact-finding mission in Xinjiang, says Erdogan advisor

The following is a translation from a short news article on TRT Ankara‘s foreign radio website. On February 4, Amnesty International had published a press release, demanding “an international fact-finding mission to investigate credible allegations that up to one million Turkic Muslims are being arbitrarily detained in ‘political education’ camps across Xinjiang, a region in northwest China”. AI had addressed their demand to the UN Human Rights Council.

In a statement published on social media concerning President Erdogan’s China trip, Altun said that during Erdogan’s visit to China, all aspects of relations between Turkey and China had been discussed, including the Uyghurs.

The two leaders also decided to strengthen the ties [provided by] the gateway of the historic silk road between East and West.

Practical measures must be taken to promote anti-terrorism cooperation. China appreciates Mr. President’s repeated reiterations not  to allow any forces to engage in anti-Chinese separatist activities from Turkey, and attaches great importance to Turkey’s emphasis on supporting China’s strikes against terrorism. [China] hopes to strengthen cooperation with Turkey in the field of counter-terrorism.

In summer 2009, Recep Tayyip Erdoğan had reportedly referred to Beijing’s policies on Xinjiang as “a genocide. There’s no point in interpreting this otherwise”. Maybe he now sees a point in re-interpreting the situation.

Persevere with religions’ sinicization, Wang Yang tells “zhong zong he”

CCTV / Xinwen Lianbo — The first session of the fifth China Committee on Religion and Peace [CCRP, zhōngguó zōngjiào jiè hépíng wěiyuánhuì] was held in Beijing on July 3. Member of the CCP politburo’s standing committee and Chinese People’s Political Consultative Conference [CPPCC] chairman Wang Yang met with participants and gave a speech.

中国宗教界和平委员会第五届委员会第一次会议3日在北京举行。中共中央政治局常委、全国政协主席汪洋会见与会人员并讲话。

Wang Yang offered his congratulations on the successful convening and elections of a new leadership for the new “zhōng zōng hé” leading body. He pointed out that during the past five years, “zhōng zōng hé” had adhered to the party’s fundamental principle for religious work, fitted into the national diplomacy’s general working situation, complied with the objectives of “friendship, peace, development and cooperation”, actively and on its own initiative publicly proclaimed the true situation of religious freedom to the world and made active contributions to the building of an external environment that would be beneficial to our country’s development. The “zhōng zōng hé” has become an important window for the proclamation of China’s religious policies, and an important platform for the CPPCC’s foreign exchanges.

汪洋对会议的成功召开和选举产生的“中宗和”新一届领导班子表示祝贺。他指出,过去五年来,“中宗和”坚持党的宗教工作基本方针,配合国家外交工作大局,遵循“友好、和平、发展、合作”的宗旨,积极主动宣介我国宗教信仰自由的真实状况,为营造有利于我国发展的良好外部环境作出了积极贡献。“中宗和”已经成为宣介我国宗教政策的重要窗口,成为全国政协开展对外交往的重要平台。

Wang Yang emphasized that the new [i. e. fifth] “zhōng zōng hé” needed to have the new atmosphere of the new era, uphold the leadership of the CCP, conscientiously study and carry out the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, persevere with the direction of our country’s religions’ sinicization, and actively guide religion to better fit into socialist society. [“zhōng zōng hé”] needed to persevere with telling China’s story internationally, master religious policies, improve scholarly knowledge and self-cultivation, to tell China’s story in a language that foreigners understood and in a manner that was easy to accept. [There was a need to] improve China’s religious communities’ right to speak,1) and  a need to persist in strengthened self-building, in accordance with requirements of political reliability, religious attainment, moral character convincing to the masses and playing a role at the critical moment2),to cultivate and to bring up a strong team of religious talents, in order to contribute to boosting world peace and to promoting the building of a community of shared future for mankind.

汪洋强调,新一届“中宗和”在新时代要有新气象,要坚持中国共产党的领导,认真学习贯彻习近平新时代中国特色社会主义思想,坚持我国宗教中国化方向,积极引导宗教更好与社会主义社会相适应。要坚持在国际上讲好宗教的中国故事,掌握宗教政策,提高学识素养,以外国人听得懂的语言、容易接受的方式讲好中国故事,提高中国宗教界在国际上的话语权。要坚持加强自身建设,按照“政治上靠得住、宗教上有造诣、品德上能服众、关键时起作用”的要求,培养造就一支过硬的宗教界人才队伍,为促进世界和平,推动构建人类命运共同体作出应有贡献。

Secretary of the Secretariat of the Communist Party of China and Central Committee’s United Front Work Department director You Quan, CPPCC deputy chairman and secretary general Xia Baolong, and CPPCC deputy chairman Bagatur took part in the meeting.

中共中央书记处书记、中央统战部部长尤权,全国政协副主席兼秘书长夏宝龙、全国政协副主席巴特尔参加会见。

CPPCC deputy chairman and fourth [i. e. previous] “zhōng zōng hé” committee chairman Pagbalha Geleg Namgyai was re-elected as committee chairman and gave a written speech.

Updates: Huawei / Hong Kong / Taiwan

Heading into a few weeks of working at half speed, but while the muse keeps kicking me, I don’t feel like doing long translations yet of, say, the Bulgarian president’s visit to China. But the following two news items – neither of them really new – may remain interesting as summer moves on.

Huawei

Addressing concerns about a “kill switch” that could be added to Germany’s G5 infrastructure if Huawei were involved, the company’s Germany boss Dennis Zuo said in an interview with German daily Handelsblatt on February 20 that such a practice by Huawei would be technically impossible – only single components were supplied by any company.

Asked how Huawei would react if state or party demanded access, and if they actually had “a chance to say no”, Zuo said that Huawei would say no indeed – Huawei was owned by its staff, not by the Chinese state. Asked if they would go to court against the Chinese state, Zuo said that they wouldn’t do that, but “we would refuse [access] in any case” (“wir würden dies auf jeden Fall ablehnen”).

German Data Protection Commissioner Ulrich Kelber, also in an interview with Handelsblatt, pointed out that “the US itself once made sure that backdoor doors were built into Cisco hardware.”

Hong Kong / Taiwan

And Hong Kong’s Chief Executive Carrie Lam, in June, awarded Taiwan a democracy and rule-of-law prize, although a somewhat embittered one:
