Political Time Check (Febr 2017): “Synchronized Efforts”

The following is a translation of an article published by the “People’s Daily”, online and in its printed edition, on February 14 this year, by an author named Zhao Zhenyu (赵振宇). Links within blockquotes added during translation.

“A leading cadre’s time of reign is limited, and even more limited is the time he works in the same place. As leading cadres, we must, in the spirit of strife from dawn to dusk, cherish time just the more, make use of this limited time, to do practical and good things for the masses.” During the past few days, when I reviewed secretary general Xi Jinping’s discussion of time, I felt the style of pragmatic and careful work again, and experienced again the time civilization, which is indispensible to the era of pursuing the Chinese dream.

“一个领导干部,在位的时间是有限的,在一个地方工作的时间更有限。我们每一个领导干部都要以‘只争朝夕’的精神,倍加珍惜在位的时间,充分利用这有限的时间,多为群众办实事、办好事。”近日重温习近平总书记关于时间的谈话,再次感受到务实、精细的工作作风,体会到逐梦时代不可或缺的时间文明。

The seasons come and go, untouched by the words that try to describe them. In the beginning, time was an abstract concept, and something hard to grasp. When the forefathers of humankind began to record things by tying knots, measuring time was still something people strived to understand and to master, and became a criterion of civilisational expansion and progress. Of course, in history, people from ancient times formed an awareness of time under the impression of “work from sunrise and to rest after the sunset”, and they developed an attitude that appreciated time, by “attributing little value to a jade ring, but great importance to a single ray of light”. They were careful “not to miss the farming season, so as to reap the harvest in due course”. Time culture, with its connotations of understanding and cherishing time and respecting punctuality, reminds us to scientifically master time, and to effectively use time.

天不言而四时行,时间最初是一个抽象而难以把握的概念。从人类先祖结绳记事开始,定量化的时间才被逐渐认识和掌握,成为文明拓进的一个向度。当然在历史上,古人很早就形成了“日出而作,日入而息”的时间意识,形成了“贱尺璧而重寸阴”的惜时态度,形成了“不违农时,谷不可胜食也”的守时观念。以识时、惜时、守时为内涵的时间文明,提醒我们科学把握时间、有效利用时间。

No blossoming dream can occur without irrigation, and no civilizational advancement can do without the helping hand of time. Time pushes ahead without turning back, and any waste of time amounts to affecting a society’s civilization negatively. Time is the material that forms life, and wasting other peoples’ time means nothing less than scheming murder. In particular, it is the context of “infinite time” and “finiteness of life” that magnifies the value of time and the significance of struggle. That’s why Marx said that all savings ultimately amounted to saving time. As we enter the modern era of milliseconds and microseconds, the architectures-dream value of time becomes yet more apparent. Only by conserving time culture and renovating the notion of time, can we surge forward to enrich human life, and gallop into the realms of dreams.

一切梦想的花开,都离不开时间的浇灌,一切文明的进阶,都离不开时间的助力。时间总是不可逆转地向前推进,对时间的浪费,不啻对社会文明的怠慢甚至贻误。时间是组成生命的材料,浪费别人的时间无异于谋财害命。尤其在“无限的时间”与“有限的生命”的语境下,更凸显出时间的宝贵、奋斗的意义。所以马克思说,一切节约归根到底都是时间的节约。当时代的车轮驶入以毫秒、微秒计时的现代社会,时间的筑梦价值更加显现。涵养时间文明,刷新时间观念,我们才能激荡出彩人生、驰骋梦想国度。

From the venturing cry of “ten thousand years are too long, seize the day, seize the hour” to the firm exploration of “Development is the unyielding argument”, and to the magnificent journey of “reform does not stall, opening up does not stop”, time culture on the national level has amply broken new ground of meaning. We must continue to cultivate this kind of time consciousness. In reality, there is no action of reform and development without a time frame. When it comes to structural reform of production capacities and supply, it is true that resisting forces remain strong, and policies to enable access to pure resources, clean energy etc. comes at high costs, but if we can’t resolutely and decisively implement reform, we may lose the exceptionally favourable opportunity of economic transformation. As for realizing the key issue of moderate prosperity, to seize the opportunity that time provides us with, from an insightful position, is exactly the best attitude to welcome the future.

从“一万年太久,只争朝夕”的创业呐喊,到“发展才是硬道理”的坚定探索,再到“改革不停顿、开放不止步”的壮丽征程,国家层面时间文明充满开拓进取意味。今天,我们仍然需要培育这样的时间意识。现实中,各项改革发展举措,莫不有时间窗口。去产能、去库存等供给侧结构性改革任务固然阻力重重,置备污染净化设备、普及清洁能源等治霾之策固然成本高企,但我们现在如果不能毅然决然地落实改革,就可能丧失经济转型的绝佳时机。对冲刺在实现全面小康关键一程上的中国而言,把握时间给予的机遇,正是眺望前路、迎向未来的最好姿态。

International Press Review: Huanqiu Shibao “quotes” German newspaper on Social Credit System

The following is a translation from Huanqiu Shibao‘s international press reviews. Links within blockquotes added during translation.

Germany’s “Süddeutsche Zeitung” in an article on May 23, titled digital plan will change Chinese for the better. China is trying some new things. One of these is social credit digitalization. In the coming three years, China will carry out the “social credit system” plan. Social credit rating will change Chinese peoples’ sincerity for the better.

德国《南德意志报》5月23日文章,原题:数字计划让中国人变得更好  中国正尝试一些全新的事物。社会信用数字化就是其中之一。在未来3年里,中国将实施“社会信用体系”计划。信用评价将让中国人的诚信变得更好。

This means that in the future, there will be a “social credit office” and a sincerity app, assessing if a citizen is honest. Based on the social credit data it will be decided if a citizen can board a plane. Those who always cross the street on a crosswalk and pay their bills in time will be rewarded. For others, who cheat in the higher education exams, or download bootleg movies, their bad social credit will lead to serious consequences.

这意味着未来将有“信用办公室”和诚信App,来评估一个公民是否诚实。而信用电子数据将决定一个公民是否可以登机。那些总走斑马线、及时支付所有账单的人,将得到奖励。而另一些人,如果他们在高考上作弊,或下载盗版电影,其不良的信用将造成严重的后果。

Reportedly, the coastal city of Rongcheng will serve as a testing ground for the “social credit system”. This city hasn’t only established a social credit management structure, but has also defined a social credit standards system, from triple-A to D. If citizens in Rongcheng allow their dog to defecate on public lawns, or if they spread “rumors” on social networks, they will receive punishment by downgrading.

据悉,中国海滨城市荣成市是“社会信用体系”的试点城市。这个城市不仅建立了信用管理机构,还制定了社会信用评价标准体系,等级从“AAA”到“D”不等。在荣成市,如果市民让宠物狗在公共草坪上拉屎,或者在社交网络传播“谣言”,都将受到信用降级惩罚。

According to Chinese plans, the “social credit system” will be implemented nation-wide in 2020. It’s goal, according to the government’s wish: Trustworthy people shall fly freely in the sky, and people with shortcomings in trustworthiness will be “unable to move”.

按照中国的计划,“社会信用体系”将在2020年首次在全国实施。其目标,按照政府的意思:讲信用的人应该自由地在天空下翱翔,而信用缺失的人将“寸步难行”。

Imagine this – in an omniscient, all-perceptive world, a digital system may know you even better than you know yourself.  By means of algorithms, it can help you to do better, and to become more honest. The account by Huanqiu Shibao is no precise reproduction of what Strittmatter wrote – if based on this German-language original. Strittmatter himself based much of his short article on statements by a professor Zhang from Beijing -the  “Imagine-this”-sentence, for example, is originally a quote from the professor, who isn’t mentioned by Huanqiu.

And what is completely left out of the Huanqiu translation is Strittmatters rather succinct roundup: “A dictatorship that reinvents itself, digitally.”

One could think that the translator simply missed the scoff in the original  – but hardly so once the most critical remark is   left out altogether. There must be another plan for even more perfect sincerity at work. Something like this:

If the international press doesn’t work in line with the people’s wishes, the Chinese nation will build itself a more sincere international press review, in line with China’s national conditions.

Huanqiu Editorial on Hague ruling: “The Chinese People will inevitably support the Government”

The following is a translation from an editorial published online by Huanqiu Shibao. It refers to today’s (Tuesday’s) decision by the Permanent Court of Arbitration.

The terms used in this translation may not be accurate legal language, be it because of my limited translation skills, be it because of the nature of the article which may be more about purposeful agitation and reassurance, than about legal issues.

The arbitration court’s result on the South China Sea arbitration case, announced in the afternoon Beijing time, is even more extreme, more shameless, than predicted by many, and may be rated as “the worst version” people could imagine, and we believe that Chinese people in their entirety will resent this illegal ruling, and the peace-loving global public will also be absolutely astonished about the arbitration court’s seriously partial approach which will very likely add to regional tensions.

南海仲裁案仲裁庭北京时间12日下午公布了仲裁结果,它比之前很多人预测的更加极端、无耻,堪称是人们可以想象的“最坏版本”,相信全体中国人都会为这一非法裁定感到愤慨,世界爱好和平的公众也会对仲裁庭这一严重偏袒一方,并且很可能加剧地区局势紧张的做法而十分诧异。

According to an unofficial translation, this arbitration result, by denying the nine-dotted line, acts drastically against China’s sovereignty within [this line], and also denies its historical foundation. It denies that there were any exclusive economic zone around any of the Spratly Islands which amounts to denying the Taiping Island its due status. It also openly claims that the [artificial] extension of the islands were without legal legitimacy, denouncing China for obstructing the Philippines’ economic activities within the nine-dotted line, and denouncing China’s interception of Philippine vessels can only exacerbate maritime tensions.

根据一个非官方的中文翻译版本,这一仲裁结果借助否决南海九段线内中国主张权益来对其做了釜底抽薪,而且否定它的历史依据。它否定南沙群岛中任何一岛有专属经济区,这等于否定了太平岛的应有地位。它还公然宣称中国在南沙扩建岛礁不具有合法性,指责中国拦阻菲律宾在九段线内开展经济活动,指中国拦截菲律宾船只加剧了海上紧张。

If one goes by this ruling, the maximum that would remain for China in the Spratly Islands would be a few isolated spots, no exclusive economic zones, and even some territorial waters linking the islands and reefs could be denied. In large part, the Spratlys would be covered by Philippine and Vietnamese exclusive economic zones.

如果按照这一裁决,中国在南沙群岛最多只剩下一些孤立的点,既无专属经济区,甚至可能连岛礁周围的一些领海都将被剥夺。而南沙海域大部分将被菲律宾和越南的专属经济区覆盖。

It would also mean that Chinese construction on these islands and reefs could not be continued, and if the Philippines and Vietnam had sufficient power, they could carry out “demolitions” of already existing Chinese construction. From here on, all maritime resources would be the Philippines’ and Vietnam’s; China’s economic activities and all other activities would have to withdraw from that area.

This is a brazen denial of China’s territorial sovereignty and maritime interests. The United Nations Convention on the Law of the Sea doesn’t apply for the standards and adjustments of territorial sovereignty – this should be one of the main principles of international conventions and treaties. Now, by this contentious redefinition [my understanding of the line – may be wrong – JR], this comes full circle by delimiting the dispute with this forcible ruling, this is shameless overstepping of authority and abuse of authority, and cruel trampling on the United Nations Convention on the Law of the Sea and for the entire international law system.

这是对中国领土主权和海洋权益的悍然否定。联合国海洋法公约不适用于领土主权的调整和规范,这是该公约缔约时的首要原则之一。现在仲裁庭通过对这些争端的再定义,兜了个圈子对中菲领土和海洋划界争端强行裁决,这是无耻的越权和滥权,是对海洋法公约以及整个国际法体系的粗暴践踏。

Not only China’s government, but the entire Chinese society will never accept this “arbitration result”. We will show an unwavering attitude of non-participation and non-acceptance, and nobody should think that anything would shake us.

不仅中国政府,整个中国社会都决不可能接受这一“仲裁结果”,我们对仲裁“不接受、不参与”的态度坚定不移,谁都休想撼动我们。

The so-called “arbitration result” is wasted paper, but if America, Japan and other countries will use it to exert actual military and political pressure on China, the Chinese people will inevitably support the government as it fights back. We firmly believe that when China’s law enforcement is embattled, China’s military force will not remain silent when their appearance is needed.

所谓“仲裁结果”就是废纸一张,但美日等国如果利用它向中国施加现实军事政治压力,中国人民必将支持政府予以针锋相对的回击。相信中国的执法力量严阵以待,中国的军事力量同样不会在需要他们站出来时沉默。

We hope that China’s reasonable activities of all kinds will not be affected in any way, and we also hope that Chinese society, in the face of all storms and waves, including geopolitical provocations, will maintain their determination, and let the daily affairs of this country continue as normal. We believe that the government is able to meet these challenges and to make us believe in this country’s strength will guarantee the unmoved continuation of our correct path.

The Mass Line and the Common Netizens: Where You go, We will go (to Listen to You and to Correct You)

An apparently centrally compiled news article on Tuesday, published or aired by Xinhua newsagency and CCTV‘s Xinwen Lianbo evening news among other media outlets, provided details from a Central Leading Group for Internet Security and Informatization conference in Beijing on Tuesday morning. The session was chaired by Xi Jinping (referred to in the article in his capacities as secretary-general, state chairman, central military commissions chairman, and central lading group for internet security and informatization group leader), and the list of attendants included both his informatization group deputy leaders Li Keqiang and Liu Yunshan, other leading party members, and/or experts or stakeholders like Wu Manqing (吴曼青, a Chinese Academy of Engineering fellow as well as a chief engineer at China Electronics Technology Group Corporation), and Jack Ma (马云), Alibaba Group CEO.

As China Media and Copyright notes, the full text of Xi Jinping’s speech wasn’t published, but the blog, apparently run by a Dutch Master of Chinese studies, provides a full translation of the a/m news article. The newsarticle had also caught the attention of The Independent and Reuters.

Xi Jinping pointed out that our country has 700 million netizens; this is an extraordinary number, and an extraordinary achievement. Our country’s economic development has entered a new normal, the new normal requires new drivers, and the Internet can have great potential in this area. We must strive to promote the converged development of the Internet and the real economy, let information flows drive technology flows, financial flows, talent flows and material flows, stimulate the optimization of resource allocation, stimulate the increase of productivity of all factors, and let it play a positive role in promoting innovation and development, transforming economic development methods, and adjusting economic structures.

习近平指出,我国有7亿网民,这是一个了不起的数字,也是一个了不起的成就。我国经济发展进入新常态,新常态要有新动力,互联网在这方面可以大 有作为。要着力推动互联网和实体经济深度融合发展,以信息流带动技术流、资金流、人才流、物资流,促进资源配置优化,促进全要素生产率提升,为推动创新发 展、转变经济发展方式、调整经济结构发挥积极作用。

Xi Jinping pointed out that we must build a good online ecology, and give rein to the network’s role in guiding public opinion and reflecting the popular will. To realize the “Two Centenaries” struggle objective, it is necessary that all of society acts with one heart in all aspects, and it is necessary that the people of all ethnicities in the entire nation think in the same direction, and devote their energies in the same direction. Netizens come from among the common people, once the common people went online, popular sentiment also went online. Wherever the masses are, there our leading cadres must go as well. All levels’ Party and government bodies, as well as leading cadres, must learn how to march the mass line through the network, regularly go online to look around, understand what the masses think and want, collect good ideas and good suggestions, and vigorously respond to netizens’ concerns, relieve their doubts and dispel their worries. Much of the news article reflects comments by Xi Jinping about global competition and China’s position there, and even expresses an interest in foreign talents, in that not only we welcome foreign Internet enterprises, as long as they abide by our country’s laws and regulations, but

We must establish flexible talent incentive mechanisms, let talent making contributions feel a sense of achievement and a sense of gain. We must build talent structures and systems with global competitiveness. Regardless of from which country or region they come, as long as they are excellent talents, they will be usable to us.

要建立灵活的人才激励机制,让作出贡献的人才有成就感、获得感。要 构建具有全球竞争力的人才制度体系。不管是哪个国家、哪个地区的,只要是优秀人才,都可以为我所用。

And Tang Xujun (唐绪军), head of the news and propagation research institute at the Chinese Academy of Social Sciences, counted himself lucky to have been there, as he wrote in an article for People’s Daily:

I was fortunate to attend the Internet Security and Informatization conference chaired by secretary-general Xi Jinping, and, with my own ears, listen to secretary-general Xi Jinping’s important speech, from which I benefitted. As an internet and new media researcher, I was deeply impressed by secretary-general Xi Jinping’s elaboration detailed remarks concerning the construction of a good internet ecology and guidance of public opinion, and [the internet’s] reflection of the popular will.

有幸参加了4月19日习近平总书记主持的网络安全与信息化工作座谈会,亲耳聆听了习近平总书记的重要讲话,受益匪浅。作为互联网和新媒体的一个研究者,我对习近平总书记关于要建设网络良好生态,发挥网络引导舆论、反映民意作用的阐述印象深刻。

What is the popular will? Although academic views of the definition of popular will are varied, with different emphasis, there is this fundamental consensus: the popular will is the masses’ public expression, in particular places at particular times, of basically unanimous viewpoints and opinions concerning particular public affairs. [Popular will] is a form of democracy.

It’s democracy. Only when you let the people supervise government, the government will not dare to become compacent. Only when people assume responsibilities, the problem of good governance dying with its founder will no longer emerge. From there onwards, all generations of CCP leaders have always emphasized the mass line of listening to the voice of the people, and to undertake great work to investigate and research its manners. [This last sentence is my very vague and hardly accurate translation of what it probably means – JR.]*)

Since the CCP’s 18th national congress, the CCP’s central committee with Xi Jinping as the secretary-general, mass line education and practice has become a more important starting point for the new era’s state affairs management, with the people at the center, listening to the popular will, and being in tune with the popular sentiment.

中国共产党是以马克思主义为指导的中国工人阶级的先锋队,其宗旨是全心全意为人民服务,因此她没有自己的私利。早在1945年,毛泽东在答黄炎培关于 中国共产党如何跳出中国历史上历代王朝兴亡周期率问题时就指出:“我们已经找到新路,我们能跳出这周期率。这条新路,就是民主。只有让人民来监督政府,政 府才不敢松懈。只有人人起来负责,才不会人亡政息。”从那以后,中国共产党的历代领导人都始终强调“倾听人民的呼声”“大兴调查研究之风”“走群众路 线”。党的十八大以来,以习近平为总书记的党中央更是以“群众路线教育实践活动”作为新时期治国理政的抓手,一切以人民为中心,听从民意、顺应民情。

Tang tries to reconcile the variety of opinions expressed on the internet with the party’s goals by basically re-stating Xi Jinping’s demand that it is necessary that the people of all ethnicities in the entire nation think in the same direction, and devote their energies in the same direction (see blockquotes further above), and that cadres listen to online opinions.

The internet being the biggest variable (最大变量) party cadres face, the internet must be “embraced” to achieve the “postitive energy” [do a browser search →there] mentioned by Xi Jinping, writes Tang.

All the same, Tang seems to like his secretary-general better than the internet and, in perfect internet-ecological terminology, expresses his misgivings about the latter:

This particular feature of the internet [that everyone can be a communicator] has greatly widened individuals’ and all kinds of societal organizations’ channels of expression. Any individuals’ or groups’ information and opinion can disseminate quickly and broadly, and even exceed the disseminational and expressonial powers of traditional media. A tiny event can become big through the internet, and an incident with great influence on the real world, and some grass swaying in the wind online may affect social stability online.

互联网的这种特性,极大地拓宽了个人及各种社会组织的表达渠道,某些个体和团体的信息传播与意见表达可以更迅捷地广泛扩散,甚至具有乃至超过传统媒体 的传播力和表达力。一个微小的事件通过互联网的放大,有可能成为现实中的一个影响巨大的事件,线上的风吹草动也可能影响到线下的社会稳定。

The answer? The main point in “guidance of public opinion” by the respective party and government levels, according to Tang, is to seize (issues? movements?) in a timely manner, while they are still small (因此,各级党和政府应对网上民意、引导网络舆论最重要的就是要做到“及时”, 抓早抓小).

Countless incidents in recent years have restated one lesson over and over again: delayed responses have lead to loss of control. Another point is categorized treatment [of online events]. The demands from the masses are various. There are reasons for all of them – the constructive and interest-led ones, the ridicule, and the angry ones. As service providers, all party and government levels must have a focused “fitting key” [for all situations], to respond in an appropriate way.

Huang said,

The people form the government; the government is the nation’s body. A new path lies ahead and it belongs to the people. The people build their own nation; everyone has a role to play. The government should pay attention to the people and the political party should perform its duty to its utmost and govern with virtue. We will not follow in the footsteps of those before us who have failed. The problem of a good system of governance ceasing to function after its initiator’s death can be avoided. We’ve already discovered a new path. We can break out of this cycle. This new path belongs to the people. The government will not become complacent only if it is under the supervision of the people. If everyone takes responsibility, a good system of governance will prevail.

Monument Policies (1): Poland

As Poland celebrates 1,050 years of Christianity in Poland, the country’s right-wing government is pushing the country’s European heritage as the EU steps up its criticism, writes Deutsche Welle (DW), Germany’s international media platform. The news article seems to reflect the general angle of the German press on Polish current affairs quite well, although  milder than some German-language reports, even at DW itself, where a headline in February read Polen: Muslime unerwünscht (“Muslims unwelcome”, a choice of words that triggers memories of “Jews unwelcome”, a notice on many German doors, especially once the Nazis had come to power. Dirty German history at Poland’s expense, in only two words.

Not all is well between Brussels and Warsaw, as an article by DW correspondent Barbara Wesel reflected in December, after the Polish government’s attack on the country’s supreme court, and its state media:

Polen is the biggest net recipient of EU funding in all of Europe. And Warsaw is wrong if only sees the European capital as the main cashier’s window. From there, obligations accrue, too. The number one obligation is to observe the rules of the club. If Jarosław Kaczyński believes he can impudently defy them, he needs to be disabused. Unfortunately, there are barely ways of imposing official financial sanctions, but maybe all sorts of mistakes can be found in future Polish project proposals… Rudeness like that of the Law-and-Justice party chief needs to be answered with rudeness.

Polen ist der größte Netto-Empfänger von EU-Fördermitteln in ganz Europa. Und Warschau irrt, wenn es in der europäischen Hauptstadt nur die Hauptkasse sieht. Daraus erwachsen auch Verpflichtungen. Erste Pflicht ist auf jeden Fall, die Regeln des Clubs einzuhalten. Wenn Jaroslaw Kaczynski glaubt, er könne sich frech darüber hinweg setzen, muss er eines Besseren belehrt werden. This kind of creative anger – probably indicative of the general mood among the political class in the City of Brussels – is a somewhat unpleasant sight, especially when Germans wield the financial club. Nothing is forgotten in Poland: no pressure, no words, which above all shouldn’t come from German mouths, will dissuade us, German news magazine Der Spiegel quoted Jarosław Kaczyński in January.

Kaczyński’s policies may be facing widespread opposition in Poland by now – but with comments like these, he may be able to reach some of his opponents, too.

Brussels and Berlin seem to understand that. While wide swathes of German press coverage is pulling Polish policies to pieces, German and EU diplomacy remain … well … diplomatic.

And the real dark clouds, from Warsaw’s point of view, are gathering in the West, from the direction of another complicated neighbor. That would be Russia. When it comes to the Katyn massacre, for years, “the blame for the killings was alternately attributed to the Germans and the Russians”, a Radio Poland continuity announcement informed the station’s listeners on Wednesday (7th minute), Poland’s official day of remembrance. The report that followed the announcement was more accurate, stating that the Soviet Union (the Soviet NKVD) had been responsible.

In the same broadcast, German journalist Boris Reitschuster is interviewed (20th minute) about his latest book (to be published on Friday, April 15) about Putin’s Secret Army. (Whatever may be said about the book (in terms of reliability or otherwise), conservative press people appear to be fans, while liberal and leftist publications don’t display nearly as much fascination.)

There was no official mention of the tragedy in Poland during the communist rule nor much was said in the West, which is also guilty of concealing evidence of the Stalinist crime,

Radio Poland said on Wednesday.

Maybe it’s this mood that defines the current mission of Polish remembrance policies: 500 monuments to the Soviet soldiers, who drove the German Wehrmacht out of Poland in 1944/1945, are scheduled to be demolished (CNBC) or removed (Newsweek).

It’s not the first action of this kind, but it is now reportedly the Polish state Institute for National Remembrance (INR) that calls on regional authorities to dismantle the monuments. It could become a comprehensive measure.

And at the same time, Polish media discuss the positive symbols that shall replace those from the communist era. A Radio Poland press review, still on April 13:

Back to Rzeczpospolita now which claims that President Lech Kaczyński, who was killed in the plane crash in Russia six years ago, deserves a dignified memorial in the Polish capital. Having in mind, however, deep divisions in Polish society surrounding the circumstances of the crash, it is not a good idea to erect such a memorial in front of the presidential palace, as is proposed by the Law and Justice Party. The Rzeczpospolita columnist thinks that hospitals, schools and libraries built from public funds and named after the late president would be a better way of remembering President Kaczyński, and of bridging the divides within Polish society.

The presidential palace in Warsaw may have to wait for its copy, but this what the presidential memorial might look like.

Taiwan Election Data, the Changes, and the ROC Convergence

Wrote a bio of sorts in a German blogpost about president-elect Tsai Ing-wen last Saturday, as it seems to me that in the English-language press, there’s lots of coverage about the Taiwan elections, sometimes beyond the mere “conflict with China” issues. In most of Germany’s media, Taiwan would hardly emerge even on election days, if it wasn’t for China’s “claims” on the island.

What looks notable to me is the voter turnout in the January 16 elections: 66.27 per cent, compared with 76.04 percent in 1996, 82.7 percent in 2000, 80.28 percent in 2004, 76.33 percent in 2008, and 74.38 percent in 2012, according to the Central Election Commission (CEC), quoted by CNA. Also notable: the general trends in the pan-blue and pan-green shares in the presidential elections.

Usually, I’m surprised to find out how time flies. But in this case, it strikes me as odd how big change can be within “only” two decades, from 1996 to 2016. Also, no DPP candidate has ever drawn as many votes – inabsolute numbers – as Tsai Ing-wen has last Saturday. This would seem to suggest that some of the reasons for the record-low in turnout could lie in the KMT’s performance during the election campaigns. An uncertain number of people who’d normally support the KMT may have seen no sense in voting for Eric Chu, or any KMT candidate, for that matter.

Frozen Garlic, a blogger in Taiwan who has been doing a lot of number crunching during the past week, probed district-level turnout data in “blue” and “green” districts this week, and found some clues there that would support this guess.

There were, however, nearly 1.6 million voters who chose James Soong who is more China-leaning than the average KMT candidate. Soong only fared better in 2000, under what might be carefully described as exceptional circumstances.

Another notable first – in the parliamentary elections, that is – is the emergence of the “New-Power Party” – they’ve actually overtaken James Soong’s People-First Party there  (seats: 5 – 3; votes: 6.1 percent – 5.5 percent).

What does this tell about the KMT? The party remains a force to be reckoned with, for – reportedly – being one of the world’s richest political parties, and for its connections within Taiwan’s elites and civil society, big business, as well as for connections to China, and to America. But how “Chinese” can the KMT remain if it wants to remain competitive? Probably not as Chinese as incumbent president Ma Ying-jeou.

China’s accusation until December (by quoting the KMT, that is) that Tsai Ing-wen rejects the 1992 Consensus has become old news. Literally, she said in an interview with the Liberty Times on Thursday that

In 1992, the two parties [the Straits Exchange Foundation and China’s Association for Relations Across the Taiwan Straits] from the two sides communicated and negotiated through an approach of mutual understanding and “seeking common ground while shelving differences,” and I understand and respect this historical fact. Thinking about it, while there have been big changes during the past twenty years, there’s been a remarkable convergence toward what Taiwan and the outside world commonly refer to as the “status quo” – the KMT and the DPP used to be further apart in the past, not only in terms of public support or votes, but in terms of their respective international concepts, too.

One day after Tsai’s election, China’s Taiwan Affairs Office had announced that it would continue to use the 1992 Consensus and oppose any Taiwan independence activities in cross-strait relations, as quoted by Radio Taiwan International (RTI). And on Monday, former U.S. Deputy Secretary of State William Burns, during his stay in Taiwan, met with incumbent president Ma Ying-jeou, the defeated KMT presidential candidate Eric Chu, and Tsai Ing-wen, who reportedly said that [t]he U.S. anticipates seeing a successful political transition.

There is continuity in Taiwan’s foreign policy: Cindy Sui, the BBC‘s (occasional) Taiwan correspondent pointed out on election day that it was Tsai who, in 2003 and in her capacity as the Mainland Affairs Council chairperson during president Chen Shui-bian‘s presidency, made a case for further legalizing trade and communications links with China.

Tsai, as opposition leader, also took a fairly public measure on Taiwan’s (or the Republic of China’s) national day on October 10, 2011, saying that the vast majority of Taiwanese today could acknowledge that “Taiwan simply is the Republic of China”, as the two have merged, for a new life in Taiwan.

“Foreign Marxists”: the Virtues of Socialism with Chinese Characteristics

The following is a translation from a People’s Daily article, published online on July 27, and by the paper’s printed edition on July 24 this year. Links within blockquotes added during translation.

There’s a great likelihood that this translation contains errors. The translator, i. e. this blogger, has no idea about the concepts involved here.

In the wake of China’s great economic and social achievements, some foreign Marxist scholars’ research focuses on socialism with Chinese characteristics. Most of them praise China’s great achievements and hold an affirmative attitude towards China’s path, China’s theory, and China’s system. Some also researched the causes for China’s successes in depth, as you can improve by accepting experience from elsewhere1). To develop 21rst-century China’s Marxism, we should pay attention to foreign Marxist scholars’ China research, and from this, we should absorb and learn what is useful, while keeping the initiative ourselves in making use of it.

随着我国经济社会发展取得巨大成就,一些国外马克思主义学者将研究聚焦于中国特色社会主义。他们大多赞赏中国取得的巨大成就,对中国道路、中国理论、中国制度持肯定态度,有的还深入研究了中国成功的原因。他山之石,可以攻玉。发展21世纪中国的马克思主义,应关注国外马克思主义学者对中国的研究,从中吸收和借鉴有益的东西,以我为主、为我所用。

Adhere to the road that is in accordance with China’s national condition, the road that provides socialism with Chinese characteristics. The road that is meant to solve the major issues of the fate of the country’s perspectives, the fate of the nation, and the well-being of the people, is to develop 21rst-century China’s Marxism. Nottingham University’s tenured professor and National University of Singapore’s East Asian Institute director Zheng Yongnian2) believes that the successes after New China‘s establishment and particularly during the more than 30 years of reform and opening up, are the results of China taking a road in accordance with its national situation, a road in possession of socialism with Chinese characteristics. This road of development has distinct Chinese characteristics, and can be referred to as the Chinese model. The Chinese model is a combination product [?] of international optimal experience [?] and China’s own practice, showing both global and Chinese qualities. The initiator of the “Beijing Consensus”, renowned American China issues expert Joshua Cooper Ramo, believes that through hard work, own-initiative innovation and bold practice, figured out a development model in accordance with its own country’s national condition, a model clearly superior to the already embattled Latin American model.3) Renowned foreign Marxist scholar Samir Amin believes that China’s path has innovated from the beginnings of the PRC’s establishment, and that if China does not adhere to socialism with Chinese characteristics, the only result would be mere capitalism, and the fate of many countries bears testimony that this could only be a tragedy. Member of the Japanese Communist Party’s politburo standing committee, Fang Jingfu4), also said that the Chinese model is a matter that is still under development. It substance is socialism built through the market, coexisting with capitalism, a path found from competition, a new, peaceful road.

坚持走符合中国国情、具有中国特色的社会主义道路。道路关乎国家前途、民族命运、人民幸福,是发展21世纪中国的马克思主义要解决的首要问题。英国诺丁汉大学终身教授、新加坡国立大学东亚研究所所长郑永年认为,新中国成立后尤其是改革开放30多年来取得的成就,是中国走了一条符合中国国情、具有中国特色的社会主义道路的结果。这种发展道路具有鲜明的中国特色,可以称之为中国模式。中国模式是国际最优经验和中国本身实践相结合的产物,既有世界性,也有中国性。“北京共识”的首倡者、美国著名中国问题专家乔舒亚·库珀·雷默认为,中国通过艰苦努力、主动创新和大胆实践,摸索出一条适合本国国情的发展模式,这种模式显然优于已经陷入危机的拉美模式。著名国外马克思主义学者萨米尔·阿明认为,中国道路从中华人民共和国建立开始就已经是独创性的,如果中国不坚持社会主义道路,其结局就只能是纯粹的资本主义,许多其他国家的命运已经证明这只会是悲剧。日本共产党中央政治局常委绪方靖夫也提出,中国模式是一个还在形成发展过程中的事物,其实质就是通过市场建设社会主义,是一条在与资本主义并存、竞争中寻找到的道路,是一条新的和平之路。

Setting out from a perspective beyond capitalism and adhering to, and developing, the theoretical system of socialism with Chinese characteristics. The system of socialism with Chinese characteristics is the latest result from the sinicisation of Marxism. To adhere to and to develop the theoretical system of socialism with Chinese characteristics is the central proposition of developing 21rst-century China’s Marxism. University of Tokyo emeritus professor Makoto Itoh believes that what constitutes socialism with Chinese characteristics is mainly state ownership of the land, the concept of “state ownership of means of production as the main feature” and “diversification of management”, a “consultative type of industrial relations” [or labor-capital relations], etc.. He also points out that the foundations of an economy developed by a theoretical system of socialism with Chinese characteristics will be a market economy with public ownership as the mainstay, with a greater significance of China’s economic system in the 21rst century. Arif Dirlik, a longtime left-wing scholar researching Chinese issues, believes that socialism with Chinese characteristics has some sort of inherent perspective beyond capitalism, and a particular urge to avoid a return to capitalism. The theoretical value of socialism with Chinese characteristics isn’t in current importance for the globalizing economy, but in its efforts to provide some kind of alternative experience to the global capitalist system.

从超越资本主义的视界出发坚持和发展中国特色社会主义理论体系。中国特色社会主义理论体系是马克思主义中国化的最新成果。坚持和发展中国特色社会主义理论体系,是发展21世纪中国的马克思主义的核心命题。东京大学名誉教授伊藤诚认为,中国特色社会主义理论的构成主要有“土地国有”“生产手段的公有为主体与经营管理的多样化”“协商型的劳资关系”等。他还指出,中国特色社会主义理论未来发展的经济基础是以公有制为主体的市场经济,中国经济体制在21世纪将具有更重要的意义。长期研究中国问题的左翼学者阿里夫·德里克则认为,中国特色社会主义具有一种内在超越资本主义的视界,并具有寻求避免回到资本主义的特质。中国特色社会主义的理论价值,不在于它目前在全球经济中的重要性,而在于它正努力为资本主义世界体系提供一种替代经验。

The system of socialism with Chinese characteristics is the essential institutional warrant for progress in contemporary China’s development. To adhere to and to perfect the system of socialism with Chinese characteristics is an important task for the development of 21rst-century development of Chinese Marxism. Vladimir Popov, an international economic researcher at the Russian State Economics Institute5), says that “China’s institutional abilities” or socialist system guaranteed that China, during the global economic crisis, maintained a superb expressive power. A major Global system theory representative, Giovanni Arrighi, believes that there are three main systemic reasons for China’s many successes in achieving more than thirty years of rapid economic growth: reform and opening up, unhampered accumulation and deep societal roots. French scholar Tony Andreani points out that the system of socialist market economy represents China’s national condition and systemic advantages. One was China’s status in the primary stage of socialism which was to continue for at least another fifty years. A second advantage was that the economic characteristic of this primary stage of socialism was that public ownership would maintain a dominant position in the economy, with a leading role to play. And a third was that China China would retain state planning and governmental macro-economic control, the role of which, even while exercised by indirect tools, was very powerful. And fourthly, China needed to take the national condition of the country into consideration, with its socialism needing Chinese characteristics.

着眼于彰显社会主义的优越性坚持和完善中国特色社会主义制度。中国特色社会主义制度是当代中国发展进步的根本制度保障。坚持和完善中国特色社会主义制度,是发展21世纪中国的马克思主义的重大课题。俄罗斯国家经济学院国际经济研究生院院长弗拉基米尔·波波夫说,中国“国家的制度能力”即社会主义制度,保证了中国在经历世界经济危机的时候依然可以有出色的表现力。世界体系理论的主要代表人物乔万尼·阿里吉认为,中国30多年成功实现经济高速增长的制度原因主要有三个方面:改革开放、无剥夺的积累与深刻的社会根源。法国学者托尼·安德烈阿尼指出,社会主义市场经济体制体现了中国的国情和制度优势:一是中国当前仍处于社会主义初级阶段,这个初级阶段至少要延续半个世纪。二是中国社会主义初级阶段的经济特点是公有制在经济中占主体地位、发挥主导作用。三是中国仍然保留国家计划和政府的宏观调控,只不过是通过间接手段进行,但其作用十分强大。四是中国必须考虑本国的特殊国情,其社会主义的发展需具有中国的特点。

The discussions of China’s path, China’s theory, and China’s system by foreign Marxists are mostly friendly, objective, and also of enlightening significance. In the development of 21rst-century Chinese Marxism, these views and points of view can be used as a reference system, to continuously strengthen confidence in the path, theories and system, absorb the rationalization proposals they contain, adhere to and broaden the road of socialism with Chinese characteristics, adhere to and develop the theoretical system of socialism with Chinese characteristics, adhere to and bring to perfection the system of socialism with Chinese characteristics, and constantly broaden the range of sinicisation of Marxism.

国外马克思主义学者关于中国道路、中国理论、中国制度的这些论述,大都是友善的、客观的,也是有启示意义的。发展21世纪中国的马克思主义,可以把这些看法和观点作为一个参考系,进一步坚定道路自信、理论自信、制度自信,吸收其中包含的合理化建议,坚持和拓展中国特色社会主义道路、坚持和发展中国特色社会主义理论体系、坚持和完善中国特色社会主义制度,不断开拓马克思主义中国化新境界。
