2018 Headlines (2) – Xi’s First Six Years: the Majestic Journey toward the Highest Common Denominator

The following is the gist (as I see it) of an article published by Xinhua online, on December 16. It centers around events and developments from the past six years, future challenges and intentions, and the role of CCP secretary general Xi Jinping in those events and intentions.

The article, put together by eleven authors, contains about 10,000 characters, which is unusually long even by Chinese online standards, but will certainly have found interested readers. The length of an article doesn’t deter a Chinese audience. Readers who don’t read Chinese but would like to get the big picture are advised to use Google Translate – it does a surprisingly decent job when translating from Chinese into English.

The paragraphs are interspersed with slogans – such as the most solemn memory is to create more glory, the sincerest commitment to the people is indefatigable struggle (对历史最郑重的纪念,是再创辉煌 / (对人民最真挚的承诺,是不懈奋斗), or reform looks like a problem, and must dare to lead all the more, or this is the resounding call to battle (改革难字当头,更需敢字当先 /  这是高亢激扬的出征号令).

Reform is complicated and sensitive, states the resounding call to battle, so how to prepare a good overall plan for a huge essay?

The project is big indeed: this is a thought (or ideological) innovation unprecedented in history (这是史无前例的观念革新). And you better take this literally, if you are a cadre in China, or wish to score well for other reasons. There is no mention of Deng Xiaoping, let alone Jiang Zemin or Hu Jintao. There isn’t even a mention of Mao (which might be understandable, given that reform and opening wasn’t his main theme anyway). As for Deng, there is a mention of some slogans that became part of his doctrines, but usually reaching further back in history, such as seeking truth in facts or liberating thought, as used in the Deng Xiaoping Theory (邓小平理论).

But there is, of course, a defining trip to the South.

Comrade Xi Jinping’s first inspection destination after taking the position of secretary general was Qianhai, Shenzhen. Facing this homeland where the first “cannon” of reform and opening had rung out, Xi Jinping issued judgment that “our country’s reform has entered the time of storming fortifications and has entered the deep-blue sea areas. He emphasized that “reform does not pause, and opening does not halt. The China of the next forty years is set to make the world feel a whole new level of respect for its new successes!”

All the pleasant reforms are completed. The delicious meat has been eaten, and what is still on the dishes are rather tough bones.

The answer to these challenges? There are as many answers as questions, and all from the new great helmsman himself.

For one, there is the Central Comprehensively Deepening Reforms Commission (中央全面深化改革委员会), preceded by a leading small group of a similar name () or Leading Small Group for Comprehensively Deepening Reform (LSGCDR) in December 2013:

For whatever reason, the enumeration ends there with ellipses, and turns to another topic – the CCP’s ninteenth national congress.

The article also addresses the “one country two systems” concept (limited to the Hong Kong-Zhuhai-Macau Bridge), Zhejiang’s one-stop service practice (最多跑一次), multiple-plans integration practice (多规合一) from Hainan and Ningxia, reform of medical care, medical insurance and pharmaceutical industry (三医联动) in Fujian province, and an internet court in Hangzhou, all referred to as innovation from the grassroots.

Reform of State-owned enterprises – a hard bone (硬骨头) – is described as the job of the top dog, and the C919 airliner, the Beidou Navigation system and the Fuxing Train group are presented are presented as state-enterprise achievements in a process of transforming “made in China” (中国制造) into “intelligently made in China” (中国智造).

Countryside development, deliberations on household registration reform (户籍制度改革的意见), and spiritual nourishment are also mentioned. As for the latter,

When the people’s yearning for a good life becomes the common goal of the struggle, when everyone’s participation, everyone’s greatest efforts, and everyone sharing in the fruits of these become the highest common denominator, then reform will converge into a profound and majestic power, and continue the composition of a magnificent chapter on a new era.

Looking at the world, there is no such governing party that can such a long-term plan as the CCP’s, there is no such country that can operate a steady process, step by step, the unremitting move toward reform’s objectives, and certainly not this nation ability to push open this great gate of opportunity, continuously turning the experience of reform into the reality of development.

Confucius Institute says: if the people work 364 days, let them have one day of joy, and quench their spiritual thirst with articles like this one. However, these are solemn, but also sober times. The armed forces’ modernization gets only two paragraphs (and it’s all about what Xi has done to make it happen), and only when the world is doing fine, China can also do fine (and only if China is doing fine, the world can do fine) – 世界好,中国才能好;中国好,世界才更好.

Seeking “Discourse Power”, Taipei plans to merge Radio Taiwan International, CNA, and Public Television

A short article on the website of Public Media Alliance, an international, UK-based association of public broadcasters, reported early this year that Taiwan’s ministry of culture was drafting legislation to integrate the country’s public television services (PTS), the Central News Agency (CNA) and Radio Taiwan International (RTI) “into one independent organisation”.

Since minister of culture Cheng Li-chun‘s appointment, a review of public broadcasting corporations have been conducted, and so far, the ministry of culture has, after communicating, consulting and engaging in dialog with Public Television Service Foundation, Chinese Television System, Central News Agency, Radio Taiwan International‘s boards of directors, labor union representatives, and experts and scholars, reached a consensus, completed a legislative draft, and announced it to the public today.

CNA also emphasized that union representatives were “invited to jointly participate in formulating the approach to integration, and actively protect the employees’ rights and interests” (將邀集工會代表共同參與整合辦法的訂定,積極保障員工權益).

This isn’t a particularly clear-cut definition of what union representatives may or may not be entitled do to exert influence in the process, but contary to Taiwan’s private sector, where they are extremely weak, unions do have a role to play in public institutions.

That said, the base for unionised work in those institutions may be much weaker than what mere numbers suggest. For example, the only permanent employee at RTI’s German-language service in 2013 was the head of the department herself, according to the station’s German listeners club, while a number of further members of the department were freelancers.

Taiwan’s Commercial Times (工商時報) reported on Friday that the draft should be sent to the Executive Yuan (basically the cabinet of ministers and chief commissioners) in October, reach the Legislative Yuan by the end of the year, and pass its third reading in June next year.

Overall, about 1,400 employees will be affected, of which 800 work for public television, with revenues of 2,000,000,000 two billion NT dollars for public television, 500 million NT dollars for Central News Agency and Radio Taiwan International combined, and 1.4 billion NT dollars for Chinese Television System. The combined budget was nearly 3.6 billion NT dollars last year.

The Commercial Times:

Cultural minister Cheng Li-chun emphasized that as Taiwan was facing the digital age and market competition, it lacked a cultural propagation strategy on a national level. Also, the existing content was lacking propagation channels, and there was a serious imbalance for incoming and outgoing international culture. Similarly, because of insufficient budgets, legislature and integration, public media were unable to play their propagation role, let alone mastering the power of speech [or discourse power] internationally. Therefore, the ministry of culture wanted to promote the “public media law” for the integration into a public media platform, following NHK’s [Japan’s public radio and television] role as an up-and-coming Asian public broadcaster.

Indeed, according to the CNA article on Thursday, the ministry of culture intends to

Internationally, they will not only be able to share Taiwanese culture with the world, but can also become the world’s most trusted newly emerging public media in Asia.

Apart from the domestic services, NHK also runs Japan’s international media units. Under the name of “NHK World – Japan”, they “intend to establish wider global recognition for the service’s Japanese roots in advance of the Tokyo 2020 Olympic and Paralympic Games”.

China has taken a similar approach earlier this year, blending domestic broadcasting with international broadcasting.

In its report on Thursday, CNA claims that board members of the media organisations, managers, and union representatives involved had all expressed approval and support 贊同與支持) for the draft at an information meeting on the same day. That could be true: journalists tend to be fans of reflecting ethnic diversity and affirmation, and the ministry of culture also offers more features in its draft that may be convincing. Apart from (apparently) including some kind of labour director in the planned new board, the term of every board member is said to be four years, with appointments*) of half of the body every two years.

If that helps to avoid resignations of the kind reported in October 2008, when the Ma administration took office, that should help to build trust among employees, and the public.

A long-running Taiwan Blog is closing

Michael Turton announced closure of The View from Taiwan sixteen days ago. The blog had its drawbacks, but it will hopefully remain online, as an archive of pan-green views, information, and dogmatism – and as a rare collection of photos, showing everyday life in Taiwan.

There are too few English-language windows on Taiwan, and it is bad news that The View isn’t posting anymore.

Promising Profits: Syria’s Nation (Re)building Propaganda

Following America and Russia, China has announced its interest in playing a greater role in Syria, TRT Ankara‘s Chinese service reported on February 12. China’s ambassador in Damascus, Qi Qianjin (齐前进),

said that China wanted to play a greater role in solving the Syria crisis. The diplomat told Xinhua that “the time has come to focus on the development and reconstruction of Syria. I believe that in this course, China can provide more help to the Syrian people and government, and play a bigger role.”

The Syrian communications minister had previously said that Syria’s transportation network, once restored, could become a railroad extending to China.

The war in Syria is by no means over, and Turkey itself plays no small role in keeping it alive. According to Syrian foreign radio ORTAS‘ German service on Friday, that day marked the 27th day of “the Turkish regime’s barbarian aggression against the Syrian town of Afrin”. According to the same news broadcast, the Syrian government and the Kurdish “people’s defence units (or protection units, YPG, Volksverteidigungseinheiten)” had agreed to have the Syrian army stationed in Afrin. Both ORTAS and Xinhua quoted Rezan Heddo, a media advisor of the Kurdish People’s Protection Units (YPG), as saying that “Afrin is a Syrian city”.

German news magazine Der Spiegel reported on Sunday night that “of all things”, “dictator Assad’s army is coming to the aid of Afrin region.”

At the same time, Syrian media accuse the US of trying to prolong the war. In its “News and Views” program of February 4, Syrian foreign radio’s English service noted that [27′ 40”]

It is pretty clear that the regional and international powers … do not have a desire to reach a political solution, but, in accordance with their interests in Syria, and for achieving them, those foreign sides try to prolong their war against Syria to give them a chance to extend their presence in the Syrian land under the pretext of combatting terrorism or preserving the alledged national security, as Turkey is claiming to justify its aggression on the Syrian territory.

That said, the Syrian media depict the situation as one where powers hostile to Damascus will prolong, but never win the war. This has been Damascus’ propaganda approach for some time. On October 4 last year, an ORTAS commentary in German claimed that the end of the war was approaching [6’52”]:

Nobody but some hateful or uneducated people can deny this truth. All conditions on the ground and their political consequences are emphasizing that the end of the struggle against terror and terrorist gangs is a matter of time. Aggravations here or there, the committing of crimes by the terrorist gangs is only this terror’s death struggle, carried to Syria from the outside.

It was time to rebuild the country, the same commentary said [08’58”]:

It is clear that the world has begun to think of the post-war situation in Syria, especially concerning a political settlement by dialog among the Syrians themselves. According to that, the Syrians think and talk about reconstruction of the facilities destroyed during the war. The talk in some concerned states, regarding reconstruction and a preparedness to contribute to this mission, is currently “hip”, even in some states that enormously contributed to the destruction of Syria.

Nation-building propaganda is nothing new in Syria. Before the war, too, posters portraying President Bashar al-Assad adorned not only public buildings, but many shops and retail stores, too, some combined with the depiction of a fingerprint in the colors of the Syrian flag, apparently suggesting that there was a genetic link between the people and the regime, in accordance with Syria’s nature. However, at least in Aleppo, you would usually find those posters at the doors of better-off neigborhoods.

But if an era of reconstruction should be upon Syria – depending on which areas are considered sustainably safe by domestic and foreign investors -, the narrative that is shaped by Damascus is beginning to show, as described there by a retired US Army officer:

Nation building can involve the use of propaganda or major infrastructure development to foster social harmony and economic growth.

Reconstruction and “dialog” aren’t only aiming at positive dynamics within Syria, but abroad, too. Syria’s officials and media have sent clear signals to friends and enemies abroad. Newsagency SANA reported on September 30 last year that

China’s Special Envoy for Syria Xie Xiaoyan affirmed that his country would support efforts for reconstruction and rebuilding infrastructure in Syria.

Xiaoyan’s remarks came in a seminar held in Beijing University titled “Rebuild Syria,” during which he called on the Chinese companies to participate in the reconstruction.

For his part, Ambassador of Syria in Beijing Imad Mustafa said that Syria seeks to form a joint strategic vision with China and will not wait for the end of the war to begin reconstruction, noting that the priority in that field will be given for companies from friendly countries.

Early in October, Syrian president Bashar al-Assad told a delegation led by Russian deputy minister for energy Kirill Molodtsov that [00’41”]

it was obvious that those states that had stood with the Syrian people during its war against terror would be entrusted with the task of reconstruction.

Beijing must have been glad to hear that, too. But TRT Ankara’s report – see beginning of this post – is correct in that China is trying to avoid “American resentment”. For sure, Beijing isn’t asking for it.

Also in September last year, Chinese foreign-policy newspaper Huanqiu Shibao quoted Beijing’s Middle-East envoy Xie Xiaoyan (解晓岩) as saying that he had heard suggestions about reconstructions during his visits both to Russia and Syria:

The situation has improved, but first, the country needs to be stabilized, and comprehensive cease-fire agreements are necessary. It is hard to imagine that war should be conducted on the one hand, and roads should be repaired on the other. What is repaired on one day, may be destroyed one day later. But the fact that war still continues doesn’t mean that the parties couldn’t think about rebuilding and reconstruction. China has sufficient industrial capabilities and is preparing for active involvement in this process.

However, Xie also said that

China is the world’s second-largest economy, but it can’t do the rebuilding alone. Reports say that reconstruction is going to cost two to three hundred billion Dollars. Therefore, not only China, but countries of the region and of the international community, too, should make joint efforts to achieve Syria’s reconstruction.

中国是世界第二大经济体,但中国独自无法完成重建工作。据有关报道,重建需要大约2000至3000亿美元资金。 因此,不仅是中国,本地区国家和整个国际社会都应共同努力,实现叙利亚的重建。

In a number of ways, China is well-positioned to draw the lion’s share from post-war profits – once the war is really over, or limited to a few marginal conflict zones. While Russia certainly spearheaded military support for Damascus, and while Beijing rather tried to hedge its bets, Russia may not have those industrial capabilities that Xie Xiaoyan ascribes to his own country.

Western economic powers may prove to be essential in one or another aspect of reconstruction, but Damascus is likely to maintain its position that countries that propped it up during the crisis, and during foreign aggression, should profit most.

That doesn’t mean that China would be extremely popular in Syria – although the war may have helped its soft power there. When former Chinese chief state councillor Wen Jiabao referred to the Arab people as good friends, good partners and good brothers, regional elites, rather than entire populations, came to mind. Wen made his statement about Sino-Arab friendship while Hosni Mubarak was still Egypt’s president, and Wen himself may have cherished a memory of Chinese relations with a – then nationalist rather than islamist – Arabia of the 1950s.

Syria’s regime may be the last (and maybe the only lasting) representative of that cherished past.

19th CCP National Congress Editorial: “A Smile in the World of the Dead”

According to Huanqiu Shibao, Wang Dehua (王德华) is an internet public sentiment analyst. He is also a regular columnist for the paper.

The following is a translation of his editorial published on October 21, the fourth day of the CCP’s 19th national congress. Links within blockquotes added during translation.

The 19th national congress report1) has come up with the major judgment that “socialism with Chinese characteristics is entering a new era”. The words of the “new era” appeared 36 times in secretary general Xi Jinping’s three-and-a-half-hours report. This is a historic turning point, and we are its fortunate witnesses.

十九大报告作出“中国特色社会主义进入新时代”重大判断。“新时代”一词,在习总书记约三个半小时的报告中一共出现36次。这是历史性的转折点,我们是幸运的见证者。

For 200 years since 1840, the Chinese nations has gone through one-hundred years of deliverance, one-hundred years of rejuvenation, centering around the question as to how free China from an environment where it had been “the sick man of Asia”, been trampled upon, and been bullied and humiliated. The China of the not-too-distant past ate every medicine and every ideology to save itself, but turning to any doctor one could find only led to the outcome of “remaining unacclimatized”.

With the sound of gunfire, from the October Revolution came Marxism. The Mao Zedong era solved the problem of Chinese people taking beatings, and the Deng Xiaoping era solved the problem of Chinese people going hungry. Singapore’s “Lianhe Zaobao” said in a commentary that “socialism with Chinese characteristics has entered a new era, which means that the Chinese nation has come from standing up and getting rich to the great leap of getting strong”.

毛泽东时代,解决了中国人的挨打问题;邓小平时代,解决了中国人的挨饿的问题。新加坡联合早报评论称,“中国特色社会主义进入新时代,意味着中华民族“迎来了从站起来、富起来到强起来的伟大飞跃”。

Fang Zhimin, too, may now carry a smile on his face in the world of the dead.

“欢歌将代替了悲叹,笑脸将代替了哭脸,富裕将代替了贫穷。康健将代替了疾苦,智慧将代替了愚昧,友爱将代替了仇杀,生之快乐将代替了死之悲哀,明媚的花园,将代替凄凉的荒地”……方志敏烈士在《可爱的中国》一文中描绘的“可爱的中国”的“新时代”已经到来,他也可以含笑于九泉了。

There are many interpretations of how the Chinese nation has come from national peril to national rejuvenation. The main principle is that the fate of the nation and the individual are intimately interlinked. During the miserable decade of a century, without a country there was no home2). When the country is strong, I am strong, when the motherland is prosperous, I am prosperous. History has shown time and again that only with the Communist Party, China can be rescued, and only with the Communist Party, China can develop.

中华民族从民族危亡到国家复兴,无不深刻诠释一个道理,国家的命运从来与个人的命运息息相关。在那个悲惨的年代,没有国哪有家;祖国强,我强;祖国富,我富。历史一再证明,只有共产党才能救中国,才能发展中国。

History is a mirror. The pendulum has swung back for the motherland. Heaven is not going to throw down meat pies. Rather, this is the outcome of our forefathers and our own efforts. Political Time Check (Febr 2017): “Synchronized Efforts”

The following is a translation of an article published by the “People’s Daily”, online and in its printed edition, on February 14 this year, by an author named Zhao Zhenyu (赵振宇). Links within blockquotes added during translation.

“A leading cadre’s time of reign is limited, and even more limited is the time he works in the same place. As leading cadres, we must, in the spirit of strife from dawn to dusk, cherish time just the more, make use of this limited time, to do practical and good things for the masses.” During the past few days, when I reviewed secretary general Xi Jinping’s discussion of time, I felt the style of pragmatic and careful work again, and experienced again the time civilization, which is indispensible to the era of pursuing the Chinese dream.

“一个领导干部,在位的时间是有限的,在一个地方工作的时间更有限。我们每一个领导干部都要以‘只争朝夕’的精神,倍加珍惜在位的时间,充分利用这有限的时间,多为群众办实事、办好事。”近日重温习近平总书记关于时间的谈话,再次感受到务实、精细的工作作风,体会到逐梦时代不可或缺的时间文明。

The seasons come and go, untouched by the words that try to describe them. In the beginning, time was an abstract concept, and something hard to grasp. When the forefathers of humankind began to record things by tying knots, measuring time was still something people strived to understand and to master, and became a criterion of civilisational expansion and progress. Of course, in history, people from ancient times formed an awareness of time under the impression of “work from sunrise and to rest after the sunset”, and they developed an attitude that appreciated time, by “attributing little value to a jade ring, but great importance to a single ray of light”. They were careful “not to miss the farming season, so as to reap the harvest in due course”. Time culture, with its connotations of understanding and cherishing time and respecting punctuality, reminds us to scientifically master time, and to effectively use time.

天不言而四时行,时间最初是一个抽象而难以把握的概念。从人类先祖结绳记事开始,定量化的时间才被逐渐认识和掌握,成为文明拓进的一个向度。当然在历史上,古人很早就形成了“日出而作,日入而息”的时间意识,形成了“贱尺璧而重寸阴”的惜时态度,形成了“不违农时,谷不可胜食也”的守时观念。以识时、惜时、守时为内涵的时间文明,提醒我们科学把握时间、有效利用时间。

No blossoming dream can occur without irrigation, and no civilizational advancement can do without the helping hand of time. Time pushes ahead without turning back, and any waste of time amounts to affecting a society’s civilization negatively. Time is the material that forms life, and wasting other peoples’ time means nothing less than scheming murder. In particular, it is the context of “infinite time” and “finiteness of life” that magnifies the value of time and the significance of struggle. That’s why Marx said that all savings ultimately amounted to saving time. As we enter the modern era of milliseconds and microseconds, the architectures-dream value of time becomes yet more apparent. Only by conserving time culture and renovating the notion of time, can we surge forward to enrich human life, and gallop into the realms of dreams.

From the venturing cry of “ten thousand years are too long, seize the day, seize the hour” to the firm exploration of “Development is the unyielding argument”, and to the magnificent journey of “reform does not stall, opening up does not stop”, time culture on the national level has amply broken new ground of meaning. We must continue to cultivate this kind of time consciousness. In reality, there is no action of reform and development without a time frame. When it comes to structural reform of production capacities and supply, it is true that resisting forces remain strong, and policies to enable access to pure resources, clean energy etc. comes at high costs, but if we can’t resolutely and decisively implement reform, we may lose the exceptionally favourable opportunity of economic transformation. As for realizing the key issue of moderate prosperity, to seize the opportunity that time provides us with, from an insightful position, is exactly the best attitude to welcome the future.

从“一万年太久,只争朝夕”的创业呐喊,到“发展才是硬道理”的坚定探索,再到“改革不停顿、开放不止步”的壮丽征程,国家层面时间文明充满开拓进取意味。今天,我们仍然需要培育这样的时间意识。现实中,各项改革发展举措,莫不有时间窗口。去产能、去库存等供给侧结构性改革任务固然阻力重重,置备污染净化设备、普及清洁能源等治霾之策固然成本高企,但我们现在如果不能毅然决然地落实改革,就可能丧失经济转型的绝佳时机。对冲刺在实现全面小康关键一程上的中国而言,把握时间给予的机遇,正是眺望前路、迎向未来的最好姿态。

International Press Review: Huanqiu Shibao “quotes” German newspaper on Social Credit System

The following is a translation from Huanqiu Shibao‘s international press reviews. Links within blockquotes added during translation.

Germany’s “Süddeutsche Zeitung” in an article on May 23, titled digital plan will change Chinese for the better. China is trying some new things. One of these is social credit digitalization. In the coming three years, China will carry out the “social credit system” plan. Social credit rating will change Chinese peoples’ sincerity for the better.

德国《南德意志报》5月23日文章,原题:数字计划让中国人变得更好  中国正尝试一些全新的事物。社会信用数字化就是其中之一。在未来3年里,中国将实施“社会信用体系”计划。信用评价将让中国人的诚信变得更好。

This means that in the future, there will be a “social credit office” and a sincerity app, assessing if a citizen is honest. Based on the social credit data it will be decided if a citizen can board a plane. Those who always cross the street on a crosswalk and pay their bills in time will be rewarded. For others, who cheat in the higher education exams, or download bootleg movies, their bad social credit will lead to serious consequences.

这意味着未来将有“信用办公室”和诚信App,来评估一个公民是否诚实。而信用电子数据将决定一个公民是否可以登机。那些总走斑马线、及时支付所有账单的人,将得到奖励。而另一些人,如果他们在高考上作弊,或下载盗版电影,其不良的信用将造成严重的后果。

Reportedly, the coastal city of Rongcheng will serve as a testing ground for the “social credit system”. This city hasn’t only established a social credit management structure, but has also defined a social credit standards system, from triple-A to D. If citizens in Rongcheng allow their dog to defecate on public lawns, or if they spread “rumors” on social networks, they will receive punishment by downgrading.

据悉,中国海滨城市荣成市是“社会信用体系”的试点城市。这个城市不仅建立了信用管理机构,还制定了社会信用评价标准体系,等级从“AAA”到“D”不等。在荣成市,如果市民让宠物狗在公共草坪上拉屎,或者在社交网络传播“谣言”,都将受到信用降级惩罚。

According to Chinese plans, the “social credit system” will be implemented nation-wide in 2020. It’s goal, according to the government’s wish: Trustworthy people shall fly freely in the sky, and people with shortcomings in trustworthiness will be “unable to move”.

按照中国的计划,“社会信用体系”将在2020年首次在全国实施。其目标,按照政府的意思:讲信用的人应该自由地在天空下翱翔,而信用缺失的人将“寸步难行”。

Imagine this – in an omniscient, all-perceptive world, a digital system may know you even better than you know yourself.  By means of algorithms, it can help you to do better, and to become more honest. The account by Huanqiu Shibao is no precise reproduction of what Strittmatter wrote – if based on this German-language original. Strittmatter himself based much of his short article on statements by a professor Zhang from Beijing -the  “Imagine-this”-sentence, for example, is originally a quote from the professor, who isn’t mentioned by Huanqiu.

And what is completely left out of the Huanqiu translation is Strittmatters rather succinct roundup: “A dictatorship that reinvents itself, digitally.”

One could think that the translator simply missed the scoff in the original  – but hardly so once the most critical remark is   left out altogether. There must be another plan for even more perfect sincerity at work. Something like this:

If the international press doesn’t work in line with the people’s wishes, the Chinese nation will build itself a more sincere international press review, in line with China’s national conditions.

Huanqiu Editorial on Hague ruling: “The Chinese People will inevitably support the Government”

The following is a translation from an editorial published online by Huanqiu Shibao. It refers to today’s (Tuesday’s) decision by the Permanent Court of Arbitration.

The terms used in this translation may not be accurate legal language, be it because of my limited translation skills, be it because of the nature of the article which may be more about purposeful agitation and reassurance, than about legal issues.

The arbitration court’s result on the South China Sea arbitration case, announced in the afternoon Beijing time, is even more extreme, more shameless, than predicted by many, and may be rated as “the worst version” people could imagine, and we believe that Chinese people in their entirety will resent this illegal ruling, and the peace-loving global public will also be absolutely astonished about the arbitration court’s seriously partial approach which will very likely add to regional tensions.

南海仲裁案仲裁庭北京时间12日下午公布了仲裁结果,它比之前很多人预测的更加极端、无耻,堪称是人们可以想象的“最坏版本”,相信全体中国人都会为这一非法裁定感到愤慨,世界爱好和平的公众也会对仲裁庭这一严重偏袒一方,并且很可能加剧地区局势紧张的做法而十分诧异。

According to an unofficial translation, this arbitration result, by denying the nine-dotted line, acts drastically against China’s sovereignty within [this line], and also denies its historical foundation. It denies that there were any exclusive economic zone around any of the Spratly Islands which amounts to denying the Taiping Island its due status. It also openly claims that the [artificial] extension of the islands were without legal legitimacy, denouncing China for obstructing the Philippines’ economic activities within the nine-dotted line, and denouncing China’s interception of Philippine vessels can only exacerbate maritime tensions.

根据一个非官方的中文翻译版本,这一仲裁结果借助否决南海九段线内中国主张权益来对其做了釜底抽薪,而且否定它的历史依据。它否定南沙群岛中任何一岛有专属经济区,这等于否定了太平岛的应有地位。它还公然宣称中国在南沙扩建岛礁不具有合法性,指责中国拦阻菲律宾在九段线内开展经济活动,指中国拦截菲律宾船只加剧了海上紧张。

If one goes by this ruling, the maximum that would remain for China in the Spratly Islands would be a few isolated spots, no exclusive economic zones, and even some territorial waters linking the islands and reefs could be denied. In large part, the Spratlys would be covered by Philippine and Vietnamese exclusive economic zones.

如果按照这一裁决,中国在南沙群岛最多只剩下一些孤立的点,既无专属经济区,甚至可能连岛礁周围的一些领海都将被剥夺。而南沙海域大部分将被菲律宾和越南的专属经济区覆盖。

It would also mean that Chinese construction on these islands and reefs could not be continued, and if the Philippines and Vietnam had sufficient power, they could carry out “demolitions” of already existing Chinese construction. From here on, all maritime resources would be the Philippines’ and Vietnam’s; China’s economic activities and all other activities would have to withdraw from that area.

This is a brazen denial of China’s territorial sovereignty and maritime interests. The United Nations Convention on the Law of the Sea doesn’t apply for the standards and adjustments of territorial sovereignty – this should be one of the main principles of international conventions and treaties. Now, by this contentious redefinition [my understanding of the line – may be wrong – JR], this comes full circle by delimiting the dispute with this forcible ruling, this is shameless overstepping of authority and abuse of authority, and cruel trampling on the United Nations Convention on the Law of the Sea and for the entire international law system.

这是对中国领土主权和海洋权益的悍然否定。联合国海洋法公约不适用于领土主权的调整和规范,这是该公约缔约时的首要原则之一。现在仲裁庭通过对这些争端的再定义,兜了个圈子对中菲领土和海洋划界争端强行裁决,这是无耻的越权和滥权,是对海洋法公约以及整个国际法体系的粗暴践踏。

Not only China’s government, but the entire Chinese society will never accept this “arbitration result”. We will show an unwavering attitude of non-participation and non-acceptance, and nobody should think that anything would shake us.

不仅中国政府,整个中国社会都决不可能接受这一“仲裁结果”,我们对仲裁“不接受、不参与”的态度坚定不移,谁都休想撼动我们。

The so-called “arbitration result” is wasted paper, but if America, Japan and other countries will use it to exert actual military and political pressure on China, the Chinese people will inevitably support the government as it fights back. We firmly believe that when China’s law enforcement is embattled, China’s military force will not remain silent when their appearance is needed.

所谓“仲裁结果”就是废纸一张,但美日等国如果利用它向中国施加现实军事政治压力,中国人民必将支持政府予以针锋相对的回击。相信中国的执法力量严阵以待,中国的军事力量同样不会在需要他们站出来时沉默。

We hope that China’s reasonable activities of all kinds will not be affected in any way, and we also hope that Chinese society, in the face of all storms and waves, including geopolitical provocations, will maintain their determination, and let the daily affairs of this country continue as normal. We believe that the government is able to meet these challenges and to make us believe in this country’s strength will guarantee the unmoved continuation of our correct path.
