Obituary: Sin Un-ho, 1941 – 2020

Sin Un-ho (Korean: 김정은, Chinese: 申云浩), a North Korean lyricist, died on Monday, according to a Korean Workers’ Party central committee communiqué, published by Uriminzokkiri, a website apparently based in Shenyang, Liaoning province. According to the communiqué (and Google Translate), he “tragically died” from heart failure.

Not known for funny stuff: Sin Un-ho

Sin was born in Pongchon County, now North Korea, on January 17, 1941, also according to the a/m online sources. He is described as a prolific librettist of “Juche music”, and probably best known for the text to the “Song of General Kim Jong-il”.

The country’s official news agency KCNA, in a newslet on Wednesday, referred to him as

a talented soldier writer loved by the people under the care of the Party. He held firm the writing pen of the revolution for years and created lots of noted lyric lines and poems of high ideological and artistic value. They included immortal revolutionary hymn “Song of General Kim Jong Il” reflecting the demand of the times and the desire of the people, which made great contributions to the development of Juche-oriented literature and art. US support for Taiwan’s diplomatic alliances “uncompromisingly opposed” by FMPRC

Otherwise, it would inevitably be met with a resolute Chinese counterattack.

中新社北京3月27日电 (黄钰钦)针对美方签署涉台消极法案,中国外交部发言人耿爽27日在例行记者会上表示,中方强烈敦促美方纠正错误,不得实施该法,不得阻挠各国同中国发展关系。否则,必将遭到中方坚决反击。

A reporter asked, the American president signed the “Taiwan Friendship International Protection and Strengthening Initiative” bill [into legislation]. How does China comment on this?

有记者提问,美国总统签署了“台湾友邦国际保护及加强倡议法案”。中方对此有何评论?

Geng Shuang replied that America’s so-called “Taipei bill” seriously violated the one-China principle and the rules of the Sino-American Three Communiqués, goes against international law and the fundamental standards of international relations, and interfered in domestic Chinese politics. China expressed intense resentment and uncompromising opposition against this.

耿爽回应称,美方所谓“2019年台北法案”严重违反一个中国原则和中美三个联合公报规定,违背国际法和国际关系基本准则,干涉中国内政。中方对此表示强烈不满和坚决反对。

He pointed out that worldwide, 180 countries had established diplomatic relations with China, with America having established diplomatic relations with China on the basis of the one-China policy as early as 41 years ago. The above-mentioned bill demands the obstruction of other countries sovereign countries’ developing normal national relations. This is undisguised hegemonial logic.

他指出,世界上已有180个国家同中国建交,美国自己早在41年前就在一个中国原则基础上同中国建交,上述法案却要求阻挠其他主权国家同中国发展正常国家关系,这是赤裸裸的霸权主义逻辑。

Geng Shuang emphasized that the Taiwan issue concerns China’s sovereignty and territorial integrity, and China’s core interests. China’s government and people determination and volition to defend their core interests is rock-solid. We strongly urge America to correct its mistake and not to implement that legislation, and not to obstruct any country’s development of ties with China. Li Keqiang: Unlike SARS, COVID-19 is unlikely to disappear all of a sudden

Li Keqiang pointed out that while the national epidemic situation with Wuhan as the main battleground had basically been blocked by now, the risk of sporadic transmission cases and local epidemic outbreaks continues to exist, and in addition, there was a major epidemic globally. The situation therefore remained complicated and serious. By data patterns established by epidemiologists at home and abroad, by trends scientifically researched and judged, it is widely believed that this time’s epidemic is unlikely to disappear all of a sudden, like SARS did at that time. We must therefore be mentally prepared for still more difficult and lasting prevention and control.

李克强指出,当前,以武汉市为主战场的全国本土疫情传播已基本阻断,但零星散发病例和局部暴发疫情的风险仍然存在,加之疫情在全球出现大流行,形势依然复杂严峻。国内外流行病学专家通过建立各类数据模型,对疫情走势进行科学研判,普遍认为,此次疫情不大可能像当年SARS那样突然消失。因此,我们必须做好更加艰巨、更加持久的疫情防控思想准备。

“We can see from the current epidemic situation that that national and foreign experts’ analysis is scientifically founded,” the chief state councillor  said. He said that “this has made the prevention and control work more serious and challenging for us. Although the domestic epidemic situation has been basically blocked by now, that doesn’t mean that there won’t be further sporadic cases of infections spreading. We must resolutely contain the local outbreaks of epidemic situations by practically carrying out the measures of ‘early detection’, ‘early reporting’, ‘early quarantine’, and ‘early treatment’, and keep it from breaking out on an even larger scale.”

“从当前疫情形势看,国内外专家们的分析是有科学依据的。”总理说,“这为我们防控工作提出了更加严峻的挑战。虽然目前国内本土疫情传播已基本阻断,但这并不意味着零星散发病例就不再出现。必须把‘早发现、早报告、早隔离、早治疗’的防控措施落实到位,坚决遏制疫情在局部、甚至更大范围再次爆发。”

Li Keqiang pointed out that currently, most regions continued to report zero new daily confirmed cases, and this was, of course, was what the masses expected. However, one had to bear in mind that statistical data had to be true and accurate and there had to be no strives to report zero cases by concealment and omission.

李克强指出,目前全国大部分地区连续数日新增确诊病例零报告,这当然是人民群众期盼的。但要切记,疫情统计数据一定要及时真实准确,千万不能为追求零报告而瞒报漏报。

Li Keqiang emphasized that prevention and control of infections must always maintain the principles of seeking truth in the facts, openness, and transparency. That way, the masses could develop a more vigilant and active consciousness for being on their guard, and in turn, this wold be beneficial to preventive and control measures to be in place, thus keeping the epidemic situation from emerging once again.

李克强强调,传染病防控必须始终坚持实事求是、公开透明的原则,这样人民群众就会增加警惕性和主动防范的自觉性,反过来这也有利于防控措施落实到位,进而防止疫情出现反弹。

Taiwan: COA Relief Efforts for Pork Industry

The following is a translation of a news item published by Fishery Radio Station (渔业广播电台, FRS), in Kaohsiung, Taiwan, on March 17, 2020. Links within blockquotes added during translation. FSR operates a medium transmitter in Baisha, Penghu main island (the Penghu Islands are also known as Pescadores Islands). FSR reportedly also retransmits programs from Radio Taiwan International‘s (RTI) Indonesian service.  As of 2019, 22,000 Indonesians reportedly worked on Taiwanese fishing boats, often under violations of their rights as employees.

The Council of Agriculture will also follow the example of short-term sales of leafed vegetables in the domestic market, popularize the use of home-grown pork in rural schools’ lunches, and increase unscheduled supplies of home-grown pork to the army, starting on March 16. Deputy commissioner Chen also pointed out that currently, the Council of Agriculture was also coordinating a reduction in pigs supplies by Taiwan Sugar Corporation, and a stop in supplies to the meat market*), to let prices rise again. New Diplomatic Normal: “Give your esteemed Country’s Voters an Explanation”

The following is a translation published by Guanchazhe online (观察者网, Shanghai) on Monday, covering a Facebook post written by China’s ambassador to Kazakhstan, Zhang Xiao (张霄).

Diplomats, and especially Chinese diplomats, are usually the last officials who like to become noisy, but the times are changing, and so are the demands on them. The recent behavior of Chinese ambassadors, most notoriously the one to Sweden, Gui Congyou, should probably not be seen as populism, at least not in a classical sense.

Such explosions aren’t temper tantrums. They are attempts to intimidate other stakeholders, preferably smaller countries. Charm offensives aren’t completely out, but mostly restricted to “friendly” countries like Cambodia, Myanmar, or Pakistan.

Therefore, we should probably think of this as beauty contests on Xi Jinping’s catwalk – the new diplomatic normal, prescribed by the center. (A recall of Chinese ambassadors will just lead to another guy doing his best, so waste no time on it.)

Zhang Xiao’s facebook post, and Zhao Lijian‘s Tweet (referred to in the following Guanchazhe article) are somewhat different from Gui Congyou’s in that they apparently aren’t trying to pressurize a smaller country, but rather to excel in a global opinion struggle, and to impress their superiors.

As some of America’s high-ranking officials and members of the House of Representatives have repeatedly talked about a “China virus” as a way to use it as a stigma, another Chinese diplomat strikes back on social media abroad.

US Center for Disease Control and Prevention director previously conceded that Americans who died from influenza had in fact suffered from COVID-19 pneumonia, and after this matter had been exposed, foreign ministry spokesman Zhao Lijian had written five tweets in a row on Twitter in the evening of March 12, both in Chinese and English, fuming at America that you owe us an explanation!

In his tweet, Zhang Xiao shouted at America’s government: In the early stages of COVID-19 pneumonia epidemic, what did you do? Zhang Xiao also attacked American data for not being transparent. He said that the American government had been confident that health officials’ warnings were lies, claiming that the situation was under control. By now, the COVID-19 virus had already spread into more than 40 US states, and you are losing your head out of fear right away.

According to CNN’s latest reports, combined data from the respective US state governments and the CDC say that in 49 states, Puerto Rico, the US Virgin Islands and Washington D.C. had at least 3,482 confirmed cases of COVID-19, of who at least 65 people had died. West Virginia remained the only state without confirmed cases.

Closing, Zhang Xiao explained that America’s government, as a result of its negligence in epidemic prevention, wasted the time China had gained for the world, and urged the US not to continue this kind of meaningless trick, because politicizing the virus would make the situation worse.

The virus is awful, even the strongest countries of the world won’t be able to withstand its blow. We must always remember not to expectorate into the well (not to do stupid things).

Earlier,  high-ranking American officials and Members of the House of Representatives had, in disregard of WHO appeals, deliberately talked about a “China virus” as a way to use it as a stigma. According to a report on the Chinese embassy to Kazakhstan’s website, Zhang Xiao had forcefully stated his dislike of American politicans’ ridiculous statements as early as on March 9, saying that the COVID-19 virus had torn off America’s cold-blooded, hypocritical and arrogant mask.*)

此前,美国部分高官、议员多次无视世卫组织呼吁,故意将新冠肺炎污名化为“中国病毒”。据中国驻哈萨克斯坦大使馆网站报道,早在3月9日,张霄就在脸书力怼美国政客的荒谬发言,称新冠病毒撕下了美国冷血、虚伪和傲慢的面具。

Moreover, countering the so-called “virus’ orgin” controversy, foreign ministry spokesman Geng Shuang said in a reply on a regular press conference on March 13 that “we notice that recently, there have been discussions about the source of the virus. Individual high US government officials and Members of Congress are using this as a pretext for all kinds of false and irresponsible remarks to discredit and to attack China, to which we are resolutely opposed. In fact, the international community including America, have different views of the virus’ origin. China has always taken the view that this is a scientific issue and that we need to listen to scientific and professional opinions.”

A Violator of the Central Committee’s Eight-Point Frugality Code

The following is a translation of a “People’s Daily” notice, published on Friday, concerning the results of an investigation of Dai Zigeng, a journalist and party cadre. The South China Morning Post had reported on the opening of the investigation last year.

It is hard to tell how factual – and if factual, how unusual – the offenses Dai is accused of actually are. Certainly, his cultural role (not least in founding Beijing News / 新京报) seems to suggest that he was a comparatively liberal offical.

Taiwan’s Anti-Infiltration Act (反滲透法): an Attempt to Translate

A word of warning: this is a try to get an understanding of Taiwan’s anti-infiltration law – it seems that there is no English translation of it online yet. However, I am no lawyer, my language skills are far from perfect, and this attempt to translate the Chinese-language original is nothing the reader should rely on.

Enacted and promulgated full text of twelve articles, to be in effect from day of promulgation.
制定公布全文 12 條;並自公布日施行

Article 1
第 1 條
To guard against infiltration and meddling by enemy forces from outside our borders, to ensure national security and social stability, to protect the Republic of China’s sovereignty and its free democratic constitutional order, this law is specifically formulated.
為防範境外敵對勢力之滲透干預,確保國家安全及社會安定,維護中華民國主權及自由民主憲政秩序,特制定本法。

Article 2
第 2 條
Definition of this law’s wording:
本法用詞定義如下:
1, Enemy forces from outside our borders: refers to countries, political entities or groups at war or in military confrontation with our country.
一、境外敵對勢力:指與我國交戰或武力對峙之國家、政治實體或團體。
This also applies to countries, political entities or groups which advocate the use of non-peaceful means to harm our country’s sovereignty.
主張採取非和平手段危害我國主權之國家、政治實體或團體,亦同。
2, Sources of infiltration:
二、滲透來源:
(1) Enemy forces governments outside our borders and their affiliated organizations, institutions or dispatched persons.
(一)境外敵對勢力之政府及所屬組織、機構或其派遣之人。
(2) Enemy forces political parties or other organizations, groups or dispatched persons making demands for political goals.
(二)境外敵對勢力之政黨或其他訴求政治目的之組織、團體或其派遣之人。
(3) All organizations, institutions and groups which are established or essentially controlled by the organizations, institutions and groups [mentioned] in the two previous items.
(三)前二目各組織、機構、團體所設立或實質控制之各類組織、機構、團體或其派遣之人。

Article 3
第 3 條
No one must receive instructions, be entrusted or receive financial support, be donated to, or have funds provided for referendum-related activities2), from or by infiltration sources.
任何人不得受滲透來源之指示、委託或資助,捐贈政治獻金,或捐贈經費供從事公民投票案之相關活動。
Offenders against these rules will be sentenced to prison terms up to five years and up to 10 million NT$.
違反前項規定者,處五年以下有期徒刑,得併科新臺幣一千萬元以下罰金。

Article 4
第 4 條
No one must receive instructions, be entrusted or receive financial support from or by infiltration sources, for activities covered by article 43 of the Presidential and Vice Presidential Election and Recall Act, or article 45 of the Civil Servants Election And Recall Act.
任何人不得受滲透來源之指示、委託或資助,為總統副總統選舉罷免法第四十三條或公職人員選舉罷免法第四十五條各款行為。
Offenders against the aforementioned rules will be sentenced to prison terms up to five years and up to 10 million NT$.
違反前項規定者,處五年以下有期徒刑,得併科新臺幣一千萬元以下罰金。

Article 5
第 5 條
No one must receive instructions, be entrusted or receive financial support from or by infiltration forces to carry out activities as under article two of the Lobbying Act.
任何人不得受滲透來源之指示、委託或資助,進行遊說法第二條所定之遊說行為。
Offenders against the aforementioned rules will be sentenced to fines of more than 500,000, and up to five million NT$.
違反前項規定者,處新臺幣五十萬元以上五百萬元以下罰鍰。
Offenders against the first rule3), lobbying on issues concerning defense, diplomacy and mainland affairs and national security or state secrets, will be sentenced to up to three years in prison and a NT$ 5 million fine.
違反第一項規定,就國防、外交及大陸事務涉及國家安全或國家機密進行遊說者,處三年以下有期徒刑,得併科新臺幣五百萬元以下罰金。
Fines concerning the second rule are in correspondence with article 19 of the Lobbying Act.
第二項所定之罰鍰,由遊說法第二十九條規定之機關處罰之。

Article 6
第 6 條
Any person receiving instructions, being entrusted or receiving financial support from or by infiltration sources to contravene Criminal Code article 149 to 153, or the Assembly and Parade Act’s articles 31 shall have his sentence increased by one half.
任何人受滲透來源之指示、委託或資助,而犯刑法第一百四十九條至第一百五十三條或集會遊行法第三十一條之罪者,加重其刑至二分之一。

Article 7
第 7 條
Offenders who receive instructions, being entrusted or receiving financial support from or by infiltration forces and contravene Presidential and Vice Presidential Election and Recall Act Chapter 5 or Civil Servants Election And Recall Act Chapter 5, shall have their sentences increased by one half.
受滲透來源之指示、委託或資助,而犯總統副總統選舉罷免法第五章、公職人員選舉罷免法第五章或公民投票法第五章之罪者,加重其刑至二分之一。

Article 8
第 8 條
Legal persons, groups or other institutions in contravention of articles 3 to 7, will have the persons in charge be punished, and these legal persons, groups or institutions will be fined with amounts as stipulated by the respective articles.
法人、團體或其他機構違反第三條至第七條規定者,處罰其行為負責人;對該法人、團體或其他機構,並科以各條所定之罰金或處以罰鍰。

Article 9
第 9 條
Infiltration sources handling activities as of articles 3 to 7 or which instruct, entrust or financially support others to contravene articles 3 to 7 will be cut off based on the respective articles.
滲透來源從事第三條至第七條之行為,或指示、委託或資助他人從事違反第三條至第七條之行為,依各該條規定處斷之。
This also applies to any person receiving infiltration sources’ instructions, who are entrusted or financially aided by them, or who pass such instructions, missions or financial aids on to others.
任何人受滲透來源指示、委託或資助而再轉指示、委託或資助者,亦同。

Article 10
第 10 條
Offenders who turn themselves in or who confess during investigations or court hearings, shall have their punishment reduced. Those who turn themselves in and prevent major damage to national security or interests shall be exempted from punishment.
犯本法之罪自首或於偵查或審判中自白者,得減輕或免除其刑;自首並因而防止國家安全或利益受到重大危害情事者,免除其刑。

Article 11
第 11 條
All levels of government organs with cases contravening articles 3 to 9 should actively transfer their cases to, or inform, the prosecutors office, or police and justice administration, for investigation.
各級政府機關知有違反第三條至第九條之情事者,應主動移送或函送檢察機關或司法警察機關偵辦。

Article 12
第 12 條
This law comes into effect on the day of its promulgation.
本法自公布日施行。

2. Background

Fourteen minutes before “CPC News Website” (i. e. “People’s Daily”) published the appointment and removal notices, “China News Service”, a “state-level” news agency, published an article with details about the removed cadres’ alleged shortcomings.
