Zhang Kaiyuan, 1926 – 2021

Zhang Kaiyuan (章开沅) was born in Wuhu, Anhui Province, on July 8, 1926, with ancestry mainly in Zhejiang province. According to Xinhua, he studied at Nanjing Jinling University before leaving for the “Zhongyuan Liberated Area”.  Zhongyuan stands for the “Central Plains”, both a geographical and historical term, and particularly contested for its historical aspects. Zhang apparently didn’t complete his studies before leaving Nanjing. He is said to have been a pioneer of Xinhai Revolution research in the 1950s, and of the Nanjing Massacre (1937/38) in the late 1980s, after finding that an American teacher from his alma mater’s history department had saved Chinese citizens during the massacre. He started teaching at Central China Normal University in 1959, and became the university’s president in 1985.

One of his more famous quotes appears to be that

“scholarly research isn’t about charming the talk of our times, but to search real knowledge for later generations. It has become the past with a full stop to it, and a never-ending journey.”

Zhang was a member of the Communist Party of China. He died on May 28, aged 94 (or, by the Chinese way of counting, 95).

The following is a translation of an excerpt from an editorial by “People’s Daily” of June 7 (Sunday). The statistics used in the article had been given by Chinese foreign minister Wang Yi during a press conference last month. At present, humankind is going through the most serious global public health crisis since the end of World War 2. After arduous and extraordinary efforts, after paying a huge price and after bearing major sacrifices, China has effectively brought the new corona pneumonia epidemic under control, and protected the lives, safety and health of the people. China has shown an attitude based on openness, transparency and sense of responsibility all along, by promptly informing the World Health Organization about the epidemic, releasing the virus gene sequence information right away, by sharing prevention, control and treatment experience with all sides and without retaining anything, and has done its best to provide countries in need with support and help. By the last third of May, China has provided nearly 150 countries and four international organizations with emergency aid, dispatched 26 medical expert groups to 26 countries in urgent need, held health experts video conferences with 170 countries and, under the precondition of assured quality, worked as hard as possible to produce scarce medical treatment products and equipment, among them 56.8 billion face masks and 250 million protective garments. This has been the greatest global humanitarian relief operation in the history of New China1), and international figures have pointed out that China’s holding fast to the concept of human destiny community2) is a display of high degree of responsibility, and that it deserves high praise from the international community.

Chinese Academic on WSJ Reporters’ Expulsion: Butts have to be spanked

The following is a translation of an opinion article by Yang Hanyi, a regular columnist with the internet newsmagazine Guanchazhe Online (aka “Observer”), and researcher at the Shanghai Spring and Autumn Development Strategy Institute.

Guanchazhe is privately-run, according to this Wiki, and seems to be replacing “Huanqiu Shibao” as a voice for post-1990 fenqings, plus indignant little emperors of all ages.

Yang’s article goes far beyond the WSJ “incident” – and this probably reflects the political motivation behind revoking the three press credentials. It appears to reflect Beijing’s frustration with American sanction policies, the murder of Qasem Soleimani, and the demonstrations in Hong Kong (blamed on the West), among others. It also tries to sketch a roadmap of how to deal with the press in future.

However, Guanchazhe notes that the article’s content is only the opinion of the author, and not written on behalf of the platform.

Links within blockquotes added during translation.

On February 19, a spokesman of China’s foreign ministry announced at a press conference that from that day onwards, the credentials of three Beijing reporters of America’s “Wall Street Journal” would be revoked. In peoples’ memory, this is the first time in the decades of reform and opening up that the government has handed down an “edict of expulsion” against several reporters of the same medium at the same time.

I’d just like to say: “well done”.

As is well known, this incident started with the “WSJ”‘s publication of a flow of racism and prejudice, “China is the real sick man in Asia”, slandering the Chinese government’s and peoples’ great efforts to resist the new coronavirus epidemic. Once this was published, many netizens rushed forth the the “WSJ”‘s social media accounts and denounced the racism. America’s nationwide broadcaster NBC, in a report, also criticized the “WSJ”‘s headline as it could create fear, anxieties, and a hostile mood. Foreign ministry spokesperson Hua Chunying, on February 6, named the author and criticized his arrogance, prejudice and ignorance. But facing the stern message of the Chinese side, [the WSJ] then turned to summoning the pretense of freedom of the press and of speech. For a while, the author said that the choice of the headline was freedom of editing, for a while they said that they had meant to refer to the Ottoman Empire without malign intentions, and even that [The remaining accusations are beyond my translation skills, but this article may reflect all or some of them]. Do they really believe that people don’t know those things behind western media?

In recent years, everyone has clearly seen America’s so-called great-power competition, not only in correct and fitting words in national defense strategy papers, not only by openly kidnapping the international community with domestic laws*), not only by telling the world with an honest face that we “tell lies, cheat and steal”, not only trampling on international conventions for the protection of diplomats by public assassination, but also by carrying a gun and a stick on a somewhat concealed battlefield which is the battle of public opinion.

Yang’s article describes news media as rather low-cost “mouthpieces of national interests” with a frequently high impact on international public opinion and politics, while America hardly found a way to compete with Huawei. And while an old-style empire’s embarrassing situation was understandable, and while one could even appreciate the comical nature of foreign medias’ blackening of China, butts that deserved a spanking still needed to be spanked

It continues with a tour of American crimes and double standards (perceived or real – you decide from case to case), from a recently announced obligation for China’s state or party media to register as foreign agents or diplomatic missions in the US, to an NBA executive’s support of Hong Kong’s democracy movement (instigating chaos elements in HK / 怂恿乱港分子), the publication of a coronavirus-China-state-flag cartoon in Denmark, the WSJ’s sick-man-of-Asia statement, and inconsistencies in measures against anti-semitic or anti-black messages online while lacking protection of China against being being scolded.

The “Charlie Hebdo” massacre is broached, too, and so is responsibility as the other side of the coin (freedom being the other one).

Has the “WSJ” published free speech which insults Chinese? Yes. Must it be held responsible for publishing such remarks? Yes.

The article then refers to Singapore as a place to learn from, when dealing with “misreporting”, citing a lawsuit by Lee Kuan Yew against the Far Eastern Economic Review‘s editor-in-chief as an example – according to the author, that was in 1989 -, and a case against the Asia WSJ, also in Singapore, in 1991, about contempt of court.

Yang on the other hand cites Beijing’s “unreliable entities list” as a conceivable tool.

____________

Note

*) There are probably two aspects to this accusation. One could be the US sanctions regime against Iran (and maybe also against North Korea, even if China officially supports those), and another would be a widely held belief that there is a rift between the US and the rest of the West about how to interact with China.

The Two Meetings, and how Red History re-educated Yang Liwei

The following is a translated excerpt from “People’s Daily” online, published there on March 9, during the “two meetings”, i. e. the “National People’s Congress” and the “Chinese People’s Political Consultative Conference” sessions earlier this month.

The term “re-education” has never left the Chinese language – there has always been “re-education” in the PRC, even though the use of the term may have peaked during Maoism.

Host: Hello everyone, this is People’s Daily online’s video interview. Today, we have run into Chinese People’s Political Consultative Conference’s committee member and space-flight hero Yang Liwei. Hello, Yang laoshi. First of all, a question that everyone is particularly interested in, how has your past year of duty been?

Yang Liwei: First of all, by being able to enter the big family of the Political Consultative Conference I have learned and seen many things, because following my participation in last year’s two meetings, especially when attending the meeting, I took the path of a committee member, and by doing so, we from the manned space flight can do good propaganda, and at the same time make the space flight third generation’s selection situation known. As it happens, we have just completed the pre-selection of third-generation astronauts, under everyone’s attention. From here, a completely new work can be touched upon. Following this kind of getting in touch, I like and love this big family more and more, the CPPCC is really good, with people from different trades coming across each other and conducting exchanges which helps you to understand a lot. Especially last year I have participated in many CPPCC activities, going out and conducting investigation and research left a really deep impression on me.

Host: To which kind of impression can you think back now, for example, that was very deep?

Yang Liwei: We studied and researched the old revolutionary area of Jiangxi, conducting research themed “protection and use of red resources”. Apart from that, after getting to the old revoltionary areas, we looked at the area’s development, and at the same time received a very good re-education of the Red Army of that time, leaving a really very deep impression on us. Before, it could all be seen on the media, but this time’s personal experience, to see these things, spells reeducation to me.

No kidding – it’s a real astronaut

In this process, because we were in touch with the old revolutionary area’s common people, between the lines and idioms they used, besides from red genes and revolutionary continued tradition, as astronauts, I also met many children there. They were very interested in space flight. In this process, after recognizing us, they were really happy, and also, very small children all knowing made me feel gratified. Actually, when you think deeply about what forty years of reform and opening have brought to this country, because of all kinds of development of differing degrees, allows us to even better make contact with the common people, and the common people understanding us better. So, by doing some study and research, I got to know from my own experience how to maintain and how to increase efficiency of this method, how to improve our participation in the management of state affairs, and how to implement it better. Practical study and research is the best way. So, last year, especially by this process, many members still have some interaction, especially with an online app opened by the CPPCC for members. By using modern technology, on this platform, you will understand many members’ proposals and advice quite well, and the information is very helpful at our work. So, this year, apart from my job, I should say that what influenced me most has been this work.

Headlines 2017 (2) – Li Xuewen

Li Xuewen (黎学文), a writer from Guangzhou, was arrested on December 19China Change, a website focused on news and commentary related to civil society, rule of law, and rights activities in China, reported earlier this month. China Change also published a personal statement by Li Xuewen (same page, following the article).

According to the website, Li was arrested for having attended

a seaside memorial in Xinhui, Guangdong, on July 19, 2017, four days after the eventual death of China’s most known dissident and Nobel Peace Prize laureate Liu Xiaobo. At least a dozen or so people took part in it, ten have been detained and then released “on bail.”
[…]
Li Xuewen believes that he was recognized by China’s sophisticated surveillance and facial recognition system.

Liu Xiaobo had died of liver cancer on July 13 this year, still serving an 11-years sentence for “inciting subversion of state power”.

China Digital Times wrote in May that Li Xuewen moved to Guangzhou from Beijing, in 2016, after losing a publishing job in the Chinese capital in 2014 due to alleged official pressure.

Liu Xiaobo’s widow Liu Xia who is under house arrest in Beijing, apparently without any official charges against her, was reportedly granted an excursion into the city on Christmas Eve with her younger brother, who visited from Hong Kong.

Apparently earlier on the day of his arrest, Li Xuewen took part in an exchange of messages on Twitter, about the importance of giving equal emphasis to morality, and to utility. His message refers to the memory of late dissidents like Liu Xiaobo, and Yang Tongyan. My Chinese isn’t good enough to translate Li’s tweet into English, but this is the wording:

CNA: Zhu Rongji backs Xi Jinping Thoughts in rare public appearance

Main Link: Zhu Rongji backs Xi Jinping Thoughts in rare public appearance, CNA/RTI Taipei, Nov 4, 2017. Links within blockquotes added during translation.

____________

Former Chinese chief state councillor Zhu Rongji, who has rarely appeared publicly after his retirement, had a meeting with foreign guests on Monday afternoon (Oct 30), when he made a rare mention of politics, backing the Xi Jinping Thoughts, and expressing that this was the program of action in the CCP’s leadership of all of China.

According to the official website of Tsinghua University’s School of Economics and Management, Zhu Rongji, in his capacity as the first dean who ever lead the school, met members of the School’s advisory board, including Apple CEO Tim Cook.

Zhu Rongji said during the meeting that he had recently attended the CCP’s 19th National Congress. “This time’s congress took place at the stage of determining victory in the comprehensive building of a moderately well-off society. This important congress was held at a defining moment of the development of socialism with Chinese characteristics.”

He said that “a string of major achievements” had been made politically, theoretically and practically, that elections had produced “a new generation of central collective leaders with [comrade] Xi Jinping as the core”, and that “Xi Jinping’s major thoughts for a new era of socialism with Chinese characteristics” had been established.

Zhu Rongji also mentioned that “Xi Jinping’s thoughts for the new era of socialism with Chinese characteristics are the most recent achievement of sinicization of Marxism, the political propaganda and guiding action principles of our party as it unitedly leads all nationalities into the new era and as it develops socialism with Chinese characteristcs.”

Zhu Rongji lives a mostly secluded life after his retirement in 2003, and has made only very few public appearances. Mainland Chinese media also repeatedly reported that after retiring, Zhu Rongji had said that “without office and without planning politics, the most important principle is not to talk about work.” Zhu Rongji’s public discussion of political issues is really a rare sight.

It is worth noting that according to a Xinhua newsagency report, CCP secretary general Xi Jinping also met members of the Tsinghua School of Economics and Management advisory board’s overseas members, and Chinese entrepreneurs who are also members, at the Great Hall of the People. Both meetings [with Zhu and Xi] even appeared to be accompanied by almost exactly the same staff.

Among them were Chinese state council vice chief councillor Liu Yandong, Ma Kai, CPPCC vice chairman Chen Yuan, and [central] People’s Bank of China governor Zhou Xiaochuan. Only CCP general office director Ding Xuexiang was an additional participant in the meeting with Xi Jinping.
