In an online article, possibly the one referenced by “Huanqiu Shibao”, a BuzzFeed author that President Zelensky would probably prefer to keep the Ukrainian arms manufacturer out of “a larger Washington–Beijing power game” and find an investor “from a country other than the US and China”, but also points out the pressures from Washington, previously concerning “investigating” Biden business in Ukraine, now concerning Motor Sich.

While the Motor Sich saga appears to be continuing, at least until next month, Ukraine’s vice premier Dmytro Kuleba showed interest in economic cooperation with China, saying that the COVID-19 outbreak had delayed such cooperation, Radio Ukraine International reported on Friday morning (UTC).

“We need investment and we have to launch new industrial facilities. We could already be discussing this with China” [hadn’t there been the epidemic outbreak],

Kuleba was quoted as saying.

RTI’s Spanish Programs (apparently) return to Shortwave

Radio Taiwan International‘s Spanish service informs that there will be test transmissions in Spanish from February 23 through 26, from 01:00 to 01:30 UTC, on 9490 kHz for South America, and from 03:00 to 03:30 UTC on 9500 kHz for Cuba and Central America. Correct reception reports will be confirmed with a QSL card.

Test broadcasts appears to suggests that RTI’s Spanish department is following the French service, which announced a resumption of its programs (for Europe and North Africa) earlier this month.

Chinese Academic on WSJ Reporters’ Expulsion: Butts have to be spanked

The following is a translation of an opinion article by Yang Hanyi, a regular columnist with the internet newsmagazine Guanchazhe Online (aka “Observer”), and researcher at the Shanghai Spring and Autumn Development Strategy Institute.

Guanchazhe is privately-run, according to this Wiki, and seems to be replacing “Huanqiu Shibao” as a voice for post-1990 fenqings, plus indignant little emperors of all ages.

Yang’s article goes far beyond the WSJ “incident” – and this probably reflects the political motivation behind revoking the three press credentials. It appears to reflect Beijing’s frustration with American sanction policies, the murder of Qasem Soleimani, and the demonstrations in Hong Kong (blamed on the West), among others. It also tries to sketch a roadmap of how to deal with the press in future.

However, Guanchazhe notes that the article’s content is only the opinion of the author, and not written on behalf of the platform.

Yang’s article describes news media as rather low-cost “mouthpieces of national interests” with a frequently high impact on international public opinion and politics, while America hardly found a way to compete with Huawei. And while an old-style empire’s embarrassing situation was understandable, and while one could even appreciate the comical nature of foreign medias’ blackening of China, butts that deserved a spanking still needed to be spanked (但好笑归好笑,屁股该打还是要打的).

It continues with a tour of American crimes and double standards (perceived or real – you decide from case to case), from a recently announced obligation for China’s state or party media to register as foreign agents or diplomatic missions in the US, to an NBA executive’s support of Hong Kong’s democracy movement (instigating chaos elements in HK / 怂恿乱港分子), the publication of a coronavirus-China-state-flag cartoon in Denmark, the WSJ’s sick-man-of-Asia statement, and inconsistencies in measures against anti-semitic or anti-black messages online while lacking protection of China against being being scolded.

The “Charlie Hebdo” massacre is broached, too, and so is responsibility as the other side of the coin (freedom being the other one).

Has the “WSJ” published free speech which insults Chinese? Yes. Must it be held responsible for publishing such remarks? Yes.

The article then refers to Singapore as a place to learn from, when dealing with “misreporting”, citing a lawsuit by Lee Kuan Yew against the Far Eastern Economic Review‘s editor-in-chief as an example – according to the author, that was in 1989 -, and a case against the Asia WSJ, also in Singapore, in 1991, about contempt of court.

Yang on the other hand cites Beijing’s “unreliable entities list” as a conceivable tool.

*) There are probably two aspects to this accusation. One could be the US sanctions regime against Iran (and maybe also against North Korea, even if China officially supports those), and another would be a widely held belief that there is a rift between the US and the rest of the West about how to interact with China.

China Media Group and the Coronavirus: Independent Television quotes China Media Group’s inspiring News

The following is a translation of an article published by People’s Daily, on January 29.

A few explanations to make it more readable:

China Media Group is a  state-owned Chinese multi-media, multi-language conglomerate, resulting from a merger of China Central Television (CCTV), China Radio International (CRI) and China National Radio (CNR, or, in Chinese, Central People’s Broadcasting Station/CPBS). All these flags are still up in the national media landscape, but under the “Media Group’s” more or less centralized control. China Radio International’s last director Wang Gengnian reportedly retired in 2018 from his now obsolete job, and Yan Xiaoming, who used to head the domestic CPBS radio service, became the new organization’s deputy director. Shen Haixiong became China Media Group’s first director (and party secretary).

The level of China Media Group’s international “successes” can’t be measured from the People’s Daily article. However, it may count as an indicator of the pressures under which the state-owned media giant has to justify its budget. The CPC has become more demanding of the propaganda industry after Xi Jinping became the party’s secretary general, and less tolerant of fiefdom’s within the propaganda structures.

Raising Taiwan’s Profile: RTI’s French Programs return to Shortwave

Radio Taiwan International (RTI) has – at least partly – reversed a decision announced early in 2018, which had cut the French department’s shortwave programs. To prepare the French programs’ return to the airwaves, test transmissions will be carried out on several days this month, and on March 1 – details there.

The transmitter site used by RTI will be Kostinbrod, Bulgaria, which already airs RTI programs in German and in Russian. The transmissions in French will target both western Europe and northern Africa, according to the French service’s mailbag program of February 15. They quote the new management of RTI as stating that the station needs to use all means of communications available to raise Taiwan’s profile. Spanish was also mentioned as a candidate to return to shortwave, but I couldn’t make out if this referred to a firm decision (my French isn’t very good).

As far as the new management is concerned, RTI published some information in 2019, and so did other Taiwanese media.

According to Focus Taiwan (CNA English), the new director-general*) is Chang Cheng (張正), a media worker and broadcasting host, and founder of “4-way news”, an online and once-a-month paper publication with a focus on Taiwan’s migrant communities. He was voted in for RTI during the first half of 2019, after “a public selection process,” conducted by the external broadcaster”for the first time.” According to them, they sort of called for bids:

Radio Taiwan International’s previous director-general Shao Li-chung left office on January 31 [2019], and RTI carried out a public bidding and formed an assessment and selection team, including former government information office chief Su Cheng-ping, professor Hu Yuan-hui and Lo Shi-hung of National Chung Cheng University, assistant professor Wang Yae-wei of Chengchi University’s College of Communication, Upstream-Downstream webpage founder Feng Hsiao-fei, Taiwan Alliance for Advancement of Youth Rights and Welfare secretary-general Yeh Ta-hua, RTI board of directors’ chairman, as well as seven experts who were members of the board of directors.

RTI made the decision public on June 11, but at the time, the decision was still awaiting approval from the board of directors and the Executive Yuan (i. e. Taiwan’s government).

I find it confusing that there would still be a director-general at all, plus a board of directors, because about a year and a half ago, plans for RTI (plus CNA and Public TV) seemed to point into a different direction.

But what matters most to listeners like me is the opportunity to switch on the radio and to listen.

COVID-19, new Diagnostics, statistical Effects, and some Leap of Faith

China’s explanation that a jump in the number of new COVID-19 infections can be explained with new diagnostic methods is meeting with a leap of faith in official Kiev. Radio Ukraine International, via WRMI on February 14 (Febr 13 local time in the US) reported in its “Ukrainian Perspective” program that

[a]s of February 13, 60,331 confirmed cases of the novel corona virus COVID-19, including 1,369 lethal cases, have been registered worldwide. The Ukrainian health ministry attributes the [ .. not readable] increase in the number of COVID-19 cases to a new diagnostic method deployed in the Hubei province. In addition to the test and specific symtoms screening, the method includes computer-assisted lung tomography to help detect pneumonia caused by the virus. So far, there have been no confirmed laboratory cases in in Ukraine, the health ministry reported on Thursday.

The report also quotes Ukraine’s prime minister, who addressed the issue of evacuating Ukrainians from Hubei province, and possible health risks for Ukraine that needed to be ruled out when the evacuations were carried out.

German television’s flagship news program “Tagesschau”, with a status in Germany comparable to “Xinwen Lianbo’s” in China, also attributed the rise in statistically recorded cases to the new diagnostic measures in a report on Thursday, but took a more distanced stance in the second part of the report, when addressing “revised diagnostic results” (“überarbeitete” Diagnoseergebnisse) announced by Hubei’s provincial government.

According to his explanations, 17 national governments and 1 international organization had relevant medical supplies to China, including Austria, Brazil, the Republic of Congo (Congo-Brazzaville), Costa Rica, the Czech Republic, Denmark, Ecuador, Estonia, Kenya, Kyrgyzstan, Latvia, Norway, Palestine, Qatar, Saudi Arabia, Serbia, Slovenia, and the United Nations Population Fund.

He said that the governments of Chile, Equatorial Guinea, North Korea, the Maldives, Mongolia, Myanmar, Vanuatu, and the United Nations’ institutions in China had also given China financial and material support. Many people from many countries’ societies, from all walks of life, overseas Chinese, Chinese-invested companies, Chinese overseas students etc. had also given a lot of support in a number of ways.

German embassy to Taiwan reportedly affirms country’s measures against new corona virus disease

The German Institute Taipei, i. e. Germany’s embassy there, but it must not be called an embassy because the Chinese don’t like that, has affirmed prevention and treatment work of the new corona virus (COVID-19), according to Radio Taiwan International (RTI). The diplomatic mission published the statement on Thursday (Febr 13).

It reportedly says that although the island was close to the source of the virus, Taiwan had so far managed to keep the number of confirmed cases low, and to avoid a large-scale outbreak of the disease. Given the dangerous situation, the German mission thinks of the measures taken as a model [of how to deal with it].

聲明表示,儘管距離病毒的發源地很近,台灣截至目前仍成功維持較少的確診個案,並且避免疫情的大爆發。針對這樣危險的疾病,台灣所採取的措施,足以為模範。

The statement is also quoted as saying that if Taiwan could be involved with the relevant international organizations, this would be beneficial for the world, as it could obtain important information quickly, and because it could share its experience with other countries.

聲明最後指出,如果將台灣納入相關國際組織,這對全球都有利,一方面能夠迅速獲取重要資訊,另一方面則能與他國分享自身的經驗。
