Beijixing Nuclear Power website news: According to reporting of the website “World Nuclear News”, the CEO of Argentina’s national nuclear energy company (NASA), Antunez, has recently said that Argentina is seeking a new nuclear agreement with China and Canada.

Antunez said that negotiations with China on forming partnership relations with China that had been conducted from 2014 to 2017 would be reopened. Talks between the governments were to reach a new “financial plan”, after which a construction agreement would be signed. It was also expected that in the middle of next year, construction of the first “Hualong No. 1” unit would be started on the Atucha site.

Antunez said that the construction of a Candu pressurized heavy water reactor was considered an Argentine “national project”, to be constructed with Canadian participation and support. The site would probably be next to Atucha, but much of the project work would use national engineering resources as used before at Embalse, where Argentina had successfully refurbished and upgraded a Candu reactor. Argentina also plans to relaunch the Arroyito heavy-water production plant which, because of prior close-down, had led to the need of annual imorts of 25 tons of heavy water for Argentina.

Argentina currently has three pressurized heavy water reactors, Atucha-1, Atucha-2 and the Embalse heavy-water reactor, with a total installed capacity of 1641 megawatts. It is said that the newly-planned total installed capacity will be twice the existing total installed capacity. Also, NASA is currently installing a 25 megawatts CAREM-25 prototype unit in Atucha.

Xi Jinping’s Reply Letter to “Global Young Leaders Dialogue”

An organization named “Global Young Leaders Dialogue” has made it into the number-one headline¹⁾ of China People’s Broadcasting Station‘s morning news on Thursday.²⁾ The “Global Young Leaders Dialogue” is, by self-description, a “unique communication, education, and professional development platform for young achievers under the age of 45 with diverse regional, cultural, disciplinary, sectorial, and professional backgrounds across the globe”, “jointly initiated by the Center for China and Globalization (CCG) and the Academy of Contemporary China and World Studies (ACCWS)”.

The “Center for China and Globalization”, in turn, is a “think tank” devoted to the development of “a new narrative system” in track-II diplomacy (possibly not exactly the same, but similar to, “people-to-people diplomacy”.

The project appears to have formed a “partner” organization in Europe, too, the “Europe-Asia Center”, whose colors come across as somewhat EU-China-centered:

Fittingly, former President of the European Council Herman Van Rompuy sent them a “congratulatory letter”, too, dated August 5.

The project is probably some kind of “must-have”, not only among “people-to-people diplomacy” advocates, but in the view of the party leadership, too: cooptation stuff like this forms part of the imperial regalia. After all, the World Economic Forum runs a “Young Global  Leaders” project, too. German Green Party chancellor candidate, Annalena Baerbock, is among them.

But back to the Chinese copy of it.

The following is a translation from a letter reportedly sent by Xi Jinping, to the “Global Young Leaders Dialogue”.

Hello! I have received your letter. You all study, work, and live in China, and I am very glad that you now have the opportunity to deepen your knowledge and understanding of China through thorough travels and visits.
你们好！来信收悉。你们都在中国学习、工作、生活，这次有机会到各地深入走访，加深了对中国的认识和了解，我感到很高兴。

Just as you wrote in your letter, the Chinese people rely on their own wisdom and sweat to build a fertile and beautiful homeland on the earth of China, to create a civilization of many forms and colors, and to achieve the life of modest prosperity it has long yearned for. Happiness demands struggle. The most important thing is to be based on the national condition and to take one’s own road. Practice shows that the new Chinese-style road of modernization becomes ever broader and will help to develop better ourselves and thus benefit the world.

Guizhou Donkey: Make Yourself at Home

You can serve lousy food, provided that your guests aren’t used to anything better, or because you are their boss and they can’t choose. In either case, it will help when you serve that stuff in a cozy environment. Your guests can make themselves at home – mum cooks as badly as ever.

The same is true for “Huanqiu Shibao, the Chinese sister paper of the English-language “Global Times”. On July 21, they missed (probably sarcastically) a more innovative Western propaganda approach.

Several academics, the paper said, had stated in interviews that the U.S. and their allies, after failed campaigns concerning Hong Kong, Taiwan, or human rights, had now come up with accusations that China was behind cyber attacks. That was the Guizhou donkey’s weak trick.

Here’s the story in English, according to the Chinese online encyclopedia “Baike Baidu”.

Once upon a time, there were no donkeys in Guizhou. Nobody knew what a donkey was. Some day, a man took a donkey to Guizhou. He left it at the foot of a mountain. A tiger in the mountains saw the donkey from afar, heard it braying, and thought: “where does this monster come from? It looks awesome, and I’ll better keep a distance1

Some time passed during which the tiger saw the donkey walk to and fro and bray once in a while. Now the tiger thought: “pretty big pet, I don’t know what it can do, but let me see!”

The tiger approached the donkey unnoticed and touched it. The donkey became angry: “why the hell do you touch me?” Then he kicked with his hooves and missed the tiger two or three times. That’s how the tiger realized: “this donkey^*) can’t do anything but kick, he can’t do anything!”

So he opened his mouth to eat the donkey, but the terrified donkey shouted: “don’t get any closer, I can kick you!”

“Kicking people is all you can do,” laughed the tiger, “but I can eat people!” No sooner said than done.

That was turned into a proverb, describing how people manage with makeshift methods that aren’t special. In short: “the donkey’s skills are poor”!

In Chinese, that writes 黔驢技窮 (黔驴技穷, qiánlǘjìqióng), and qián, another word for Guizhou (maybe not exactly the same territory as what it is now), can also be found in a more classical version of the story (Chinese and English there).

So why does “Huanqiu Shibao” use this proverb?
a) “Huanqiu Shibao” skills are poor – they can’t do any better.
b) You mustn’t try to say anything better when it can be said in four characters.
c) It’s cozy (see introduction). No matter how stupid the message is, readers will remember Granny’s bedtime stories and find it trustworthy. They may even feel sort of tiger.
