Chinese Academic on WSJ Reporters’ Expulsion: Butts have to be spanked

The following is a translation of an opinion article by Yang Hanyi, a regular columnist with the internet newsmagazine Guanchazhe Online (aka “Observer”), and researcher at the Shanghai Spring and Autumn Development Strategy Institute.

Guanchazhe is privately-run, according to this Wiki, and seems to be replacing “Huanqiu Shibao” as a voice for post-1990 fenqings, plus indignant little emperors of all ages.

Yang’s article goes far beyond the WSJ “incident” – and this probably reflects the political motivation behind revoking the three press credentials. It appears to reflect Beijing’s frustration with American sanction policies, the murder of Qasem Soleimani, and the demonstrations in Hong Kong (blamed on the West), among others. It also tries to sketch a roadmap of how to deal with the press in future.

However, Guanchazhe notes that the article’s content is only the opinion of the author, and not written on behalf of the platform.

On February 19, a spokesman of China’s foreign ministry announced at a press conference that from that day onwards, the credentials of three Beijing reporters of America’s “Wall Street Journal” would be revoked. In peoples’ memory, this is the first time in the decades of reform and opening up that the government has handed down an “edict of expulsion” against several reporters of the same medium at the same time.

As is well known, this incident started with the “WSJ”‘s publication of a flow of racism and prejudice, “China is the real sick man in Asia”, slandering the Chinese government’s and peoples’ great efforts to resist the new coronavirus epidemic. Once this was published, many netizens rushed forth the the “WSJ”‘s social media accounts and denounced the racism. America’s nationwide broadcaster NBC, in a report, also criticized the “WSJ”‘s headline as it could create fear, anxieties, and a hostile mood. Foreign ministry spokesperson Hua Chunying, on February 6, named the author and criticized his arrogance, prejudice and ignorance. But facing the stern message of the Chinese side, [the WSJ] then turned to summoning the pretense of freedom of the press and of speech. For a while, the author said that the choice of the headline was freedom of editing, for a while they said that they had meant to refer to the Ottoman Empire without malign intentions, and even that [The remaining accusations are beyond my translation skills, but this article may reflect all or some of them]. Do they really believe that people don’t know those things behind western media?

众所周知,这起事件的起因是《华尔街日报》2月3日发表了一篇流淌着种族主义偏见的文章《中国是真正的“亚洲病夫”》,诋毁中国政府和人们抗击新冠疫情的努力。此文一发,大批网民涌至作者和《华尔街日报》社交媒体页面上留言指责种族主义。美国全美广播公司在报道中也批评《华尔街日报》的标题可能制造恐惧、焦虑和敌对情绪。中国外交部发言人华春莹更是于2月6日点名批评该文作者的傲慢、偏见和无知。但面对中方的严正交涉,他们又搬出新闻自由、言论自由的幌子,一会儿作者说起标题是编辑的自由,一会儿说我们没有恶意只是玩了个奥斯曼帝国的梗,一会儿说我们甚至以病夫自黑呢。如今中国采取惩罚措施,《华尔街日报》发行人威廉•刘易斯又甩的一手好锅,说评论部门惹的祸,不好怪到新闻记者头上来哟,真以为人们不知道西方媒体背后那些事呢?

In recent years, everyone has clearly seen America’s so-called great-power competition, not only in correct and fitting words in national defense strategy papers, not only by openly kidnapping the international community with domestic laws*), not only by telling the world with an honest face that we “tell lies, cheat and steal”, not only trampling on international conventions for the protection of diplomats by public assassination, but also by carrying a gun and a stick on a somewhat concealed battlefield which is the battle of public opinion.

近年来大家都看清了美国所谓的大国竞争,不仅名正言顺地写在国防战略报告里;不仅堂而皇之用国内法绑架国际社会;不仅正大光明地告诉世界“我们撒谎、欺骗、偷窃”;不仅践踏保护外交人员的国际公约公然行刺,也包括在另一片略微隐蔽的战场上夹枪带棒,这就是舆论话语的战斗。

Yang’s article describes news media as rather low-cost “mouthpieces of national interests” with a frequently high impact on international public opinion and politics, while America hardly found a way to compete with Huawei. And while an old-style empire’s embarrassing situation was understandable, and while one could even appreciate the comical nature of foreign medias’ blackening of China, butts that deserved a spanking still needed to be spanked (但好笑归好笑,屁股该打还是要打的).

It continues with a tour of American crimes and double standards (perceived or real – you decide from case to case), from a recently announced obligation for China’s state or party media to register as foreign agents or diplomatic missions in the US, to an NBA executive’s support of Hong Kong’s democracy movement (instigating chaos elements in HK / 怂恿乱港分子), the publication of a coronavirus-China-state-flag cartoon in Denmark, the WSJ’s sick-man-of-Asia statement, and inconsistencies in measures against anti-semitic or anti-black messages online while lacking protection of China against being being scolded.

The “Charlie Hebdo” massacre is broached, too, and so is responsibility as the other side of the coin (freedom being the other one).

Has the “WSJ” published free speech which insults Chinese? Yes. Must it be held responsible for publishing such remarks? Yes.

《华尔街日报》有没有发表侮辱中国人文章的言论自由?有。那它需不需要为发表这样的言论负责?需要。

The article then refers to Singapore as a place to learn from, when dealing with “misreporting”, citing a lawsuit by Lee Kuan Yew against the Far Eastern Economic Review‘s editor-in-chief as an example – according to the author, that was in 1989 -, and a case against the Asia WSJ, also in Singapore, in 1991, about contempt of court.

Yang on the other hand cites Beijing’s “unreliable entities list” as a conceivable tool.

*) There are probably two aspects to this accusation. One could be the US sanctions regime against Iran (and maybe also against North Korea, even if China officially supports those), and another would be a widely held belief that there is a rift between the US and the rest of the West about how to interact with China.

Erdogan said that connected by the ancient Silk Road, Turkish-Chinese friendship had a long history and was now strengthened further. The Prague city hall assembly unanimously passed a proposal today (December 12) to conclude a sister city agreement with Taipei. Mayor Zdeněk Hřib is likely to sign the agreement with Taipei mayor Ko Wen-je next month.

布拉格市議會今天(12日)無異議通過與台北市締結為姐妹市的提案,市長賀瑞普(Zdeněk Hřib)預計將在下個月與台北市長柯文哲簽署。

Prague city council discussed the proposal today, and because of a consensus between all governing coalition parties, a vote was taken right after a short explanation by mayor Hřib, with 39 votes in favor of the proposal, zero opposing it, and two abstentions.

布拉格市議會今天討論與台北市締結為姐妹市的提案,由於在聯合政府執政的各黨有共識,市長賀瑞普簡短說明後即直接進行表決,結果以39票贊成、零票反對、2票棄權的壓倒性高票通過。

Hřib had said after a city government meeting last week that he would officially sign a sister city agreement with Taipei mayor Ko Wen-je in January next year, to strengthen Prague’s cooperation and relations with Taipei in economics and trade, culture, tourism, education and in other fields. Besides, Prague’s Zoological Garden was hopeful to get a pangolin as a gift from Taipei.

Zdeněk Hřib only took office last year. In January this year he said that he wanted to remove the clause concerning the one-China policy, and Taiwan being an inseparable part of [China’s] territory, from the sister city agreement with Beijing. He also met with Tibetan exile government leader Lobsang Sangay on his own initiative, openly challenging [Czech] president Miloš Zeman’s pro-China policies with a stun grenade at Czech-Chinese relations.

賀瑞普(Zdeněk Hřib)去年底才上任,今年1月即宣布要廢除前任市長與北京締結的姐妹市協議當中有關一個中國政策和台灣是中國不可分割領土的條款,並在市府主動接見西藏流亡政府首長洛桑森格,公然挑戰總統齊曼(Miloš Zeman)的親中政策,為捷克和中國關係投下震撼彈。

According to Hřib, he had done an internship in Taiwan as a student and got a good impression of Taiwan, referring to himself as a “Taiwan fan”. He also visited Taiwan in March, had a meeting with President Tsai Ing-wen, and tested the water for concluding a sister-city status.

In fact, Hřib’s friendly conduct towards Taiwan also reflects, to a certain degree, dissatisfaction among Czech society with China.

In 2016, Chinese state chairman Xi Jinping visited Prague for the first time and pledged large-scale investment. As expected, Hřib’s actions were answered with Chinese retaliation. In April this year, at an annual meeting at the Czech trade and industry ministry, Taiwan’s representative to the Czech Republic was, for the first time, forced to leave the venue under pressure from China’s ambassador.

Of course, in history, people from ancient times formed an awareness of time under the impression of “work from sunrise and to rest after the sunset”, and they developed an attitude that appreciated time, by “attributing little value to a jade ring, but great importance to a single ray of light”. They were careful “not to miss the farming season, so as to reap the harvest in due course”. Time culture, with its connotations of understanding and cherishing time and respecting punctuality, reminds us to scientifically master time, and to effectively use time.

天不言而四时行,时间最初是一个抽象而难以把握的概念。从人类先祖结绳记事开始,定量化的时间才被逐渐认识和掌握,成为文明拓进的一个向度。当然在历史上,古人很早就形成了“日出而作,日入而息”的时间意识,形成了“贱尺璧而重寸阴”的惜时态度,形成了“不违农时,谷不可胜食也”的守时观念。以识时、惜时、守时为内涵的时间文明,提醒我们科学把握时间、有效利用时间。

No blossoming dream can occur without irrigation, and no civilizational advancement can do without the helping hand of time. Time pushes ahead without turning back, and any waste of time amounts to affecting a society’s civilization negatively. Time is the material that forms life, and wasting other peoples’ time means nothing less than scheming murder. In particular, it is the context of “infinite time” and “finiteness of life” that magnifies the value of time and the significance of struggle. That’s why Marx said that all savings ultimately amounted to saving time. As we enter the modern era of milliseconds and microseconds, the architectures-dream value of time becomes yet more apparent. Only by conserving time culture and renovating the notion of time, can we surge forward to enrich human life, and gallop into the realms of dreams.

一切梦想的花开,都离不开时间的浇灌,一切文明的进阶,都离不开时间的助力。时间总是不可逆转地向前推进,对时间的浪费,不啻对社会文明的怠慢甚至贻误。时间是组成生命的材料,浪费别人的时间无异于谋财害命。尤其在“无限的时间”与“有限的生命”的语境下,更凸显出时间的宝贵、奋斗的意义。所以马克思说,一切节约归根到底都是时间的节约。当时代的车轮驶入以毫秒、微秒计时的现代社会,时间的筑梦价值更加显现。涵养时间文明,刷新时间观念,我们才能激荡出彩人生、驰骋梦想国度。

From that time on, this familiar timecheck became a reference for peoples’ coming and going. Achieving the goals of the struggles for the Chinese dream and of the “two two-hundreds”, on this brave march forward and the center’s*) strategic dispositons and reform guidelines equally depend on synchronization by Beijing time. All regions, all departments, and all units, in the process of reform and development, are united in action, in unanimous efforts. Connection with the center*) by synchronization and example guarantee that our ideology and our actions serve as rules, and only this enables the entire nation’s chessboard implementation of cooperation, to rise to the cohesive effect of “pearls falling into a jade plate”.

“嘀嘀嘀……北京时间×点整。”1970年12月15日,国家授时中心开始向全国进行短波广播标准的北京时间。从那时起,这个耳熟能详的报时声成为人们出入起居的时间参照。实现中国梦、实现“两个一百年”的奋斗目标,在这条奋进之路上,中央的战略部署和改革方针,同样是我们需要不断对表的北京时间。各地区、各部门、各单位,在改革发展中同中央步调一致、力度一致,一以贯之地与中央对表、看齐,确保我们的思想与行动都以此为准,才能产生“全国上下一盘棋”的落实合力,起到“大珠小珠落玉盘”的聚合效果。

From the venturing cry of “ten thousand years are too long, seize the day, seize the hour” to the firm exploration of “Development is the unyielding argument”, and to the magnificent journey of “reform does not stall, opening up does not stop”, time culture on the national level has amply broken new ground of meaning. We must continue to cultivate this kind of time consciousness. In reality, there is no action of reform and development without a time frame. When it comes to structural reform of production capacities and supply, it is true that resisting forces remain strong, and policies to enable access to pure resources, clean energy etc. comes at high costs, but if we can’t resolutely and decisively implement reform, we may lose the exceptionally favourable opportunity of economic transformation. As for realizing the key issue of moderate prosperity, to seize the opportunity that time provides us with, from an insightful position, is exactly the best attitude to welcome the future.

从“一万年太久,只争朝夕”的创业呐喊,到“发展才是硬道理”的坚定探索,再到“改革不停顿、开放不止步”的壮丽征程,国家层面时间文明充满开拓进取意味。今天,我们仍然需要培育这样的时间意识。现实中,各项改革发展举措,莫不有时间窗口。去产能、去库存等供给侧结构性改革任务固然阻力重重,置备污染净化设备、普及清洁能源等治霾之策固然成本高企,但我们现在如果不能毅然决然地落实改革,就可能丧失经济转型的绝佳时机。对冲刺在实现全面小康关键一程上的中国而言,把握时间给予的机遇,正是眺望前路、迎向未来的最好姿态。
