Lai said that facing an international climate that wasn’t good, changes in local politics and the threats of authoritarianism, the country, the government, individuals and companies could all display the wisdom of the rabbit. That would surely help to overcome an unpromising outset and turn it into a lucky process, to get through difficult times and for the people  to lead better lives.
國家、政府、個人、公司都可以學習發揮兔子的智慧,必定可逢凶化吉、度過難關,也讓人民過更好的生活。

Vice President Lai said among the twelve zodiac animals, the rabbit ranked fourth. It belonged to the 4th eartly branch. So this is the beginning of the day, full of hope. This was the hopeful year of the rabbit, the festival was symbolized by the character for “Spring”, and one could look forward to saying Goodbye to things that hadn’t worked as one wished for, and to hope for a prosperous year for everyone.

賴副總統說,兔子的生肖排名第4,在地支屬卯,時辰是一天的開始,也是充滿希望。今年是充滿希望的兔年,節慶則對應「春」字,期盼揮別以往的不如意,希望今年大家都興旺。

Protests: Don’t stirr Trouble, Comrade Jiang

The party leadership might be concerned that Jiang Zemin’s death could lead from public mourning to an idolization of the deceased leader, and to more protests from there (rhymes with “past leaders were better than you guys at the top”).

Also, the party may want to serve a reminder of what it can do if it considers its rule threatened (rhymes with June 4, 1989).

While the current protests are heavily censored, June 4, 1989 was mentioned in yesterday’s main evening news, in a read-out Jiang Zemin obituary, even if n ot as “liu-si”, but rather as ījiǔbājiǔ nián chūn xià zhī jiāo:

As mayor and as municipal party secretary of Shanghai, Comrade Jiang Zemin led the cadres and masses in Shanghai to raise their spirits and to daring exploration, promoting great breakthroughs in Shanghai’s opening-up and its socialist modernization. The development and opening-up of Pudong was taking shape, he promoted party-building, and the building of spiritual civilization and of society saw major progress. In 1989, at the 13th Central Committee’s fourth plenary session, Comrade Jiang Zemin was elected into the politburo’s standing committee, and the central committee’s general secretary. The same year, the 13th central committee’s fifth plenary session made  Jiang Zemin should become chairman of the party’s central military commission.  In 1990, at the 7th National People’s Congress’ third session, he was elected chairman of the People’s Republic of China’s central military commission.

Tendencies: Germany’s next China Policy

China didn’t feature prominently in Germany’s 2021 federal election campaign – at least not at the surface.
Somewhat underneath, and not really overreported in the German media, are donations and sponsorships that benefitted the political parties – or one or two of them – in the run-up to the Bundestag elections on September 26.
The picture, according to statista.de (quoting Germany’s federal parliament administration and only recording donations of more than 50,000 Euros):

CDU/CSU (center-right): 3,340,860 Euros
FDP (neoliberal): 2,055,454 Euros
Greens (ecological): 1,790,548 Euros
AFD (right-wing, neoliberal): 100,000 Euros
SPD (social democrats): 50,000 Euros

This is not the full picture, of course. Donations from 10,000 to 50,000 Euros will probably only appear in the political parties’ annual accounts, likely to be published around a year and a half after they happen.
Also, [Update, Oct 8: committed event] “sponsoring” [of party congresses, for example] amounts don’t need to be published in detail – there is no way of knowing who donated, and which amounts.
Still, the above-50,000 statistics give us an idea: the social democrats were considered dead in the water. That, at least, was a general belief into August this year, and that’s as far as the statistics go. Some corporations and lobby organizations may have tried to make up for their negligence when the SPD began to soar in the opinion polls.
Before we get to the China issues, let’s take a look at the 50,000-plus donations in relation to the actual votes for the parties.

This doesn’t mean that the SPD wouldn’t like to get donations, and grassroot donations can make a difference too, but it is obvious that the industry didn’t bet on the social democrats and the left party.

China issues in the campaign

Hong Kong’s political activist Ray Wong, now living in German exile, German sinologist David Missal and other activists and human rights groups put a “China elections check” online for those who were interested in the party’s positions concerning China.
They asked each political party represented in Germany’s incumbent federal parliament, the Bundestag, eight questions, and according to the organizers, only the AFD didn’t respond.
That said, the CDU/CSU were “neutral” on seven out of the eight statements.
All eight statements can be considered a demand Missal, Wong and the organizations supporting the project would subscribe to.

Outlook

At least for now, the CDU/CSU’s chances of heading (or even just joining) a government coalition have deminished, as both the FDP and the Greens are currently moving closer to the SPD, with some unfriendly noise especially from the CSU, the CDU’s Bavarian sister party.
This would mean that exactly the three parties that find most common ground with the Wong/Missal statements would be in government.
The picture would become much friendlier for pro-China lobbyists if the tide turned again,in favor of the CDU/CSU.
The proof of the pudding is the eating, and the industry will almost certainly become more generous with its donations to the Social Democrats, but for those who want to see a government with clear-cut positions on Chinese crimes against human rights, the trend isn’t looking bad.
The CDU/CSU didn’t really care, and documented that publicly.

Hong Kong Security Secretary: “Terrorism breeding in HK, iron fact”

The following is a translation of an RTHK (Radio Television Hong Kong) report on yesterday’s LegCo security panel session. Translated off the cuff. If you find mistakes, please let me know.

Police have said that from last year to now there have been 14 cases involving explosives, four cases of genuine arms, and 76 arrested, of who 30 had already been prosecuted. Security Bureau secretary John Lee Ka-chiu said that this illustrated that local terrorism was breeding in Hong Kong. He emphasized that counter-terrorism was a responsibility of the entire population, and called on the public to cooperate in law enforcement. The authorities would strike with the strictest laws.

警方說,去年至今出現14宗涉及爆炸品及4宗真槍的案件,共拘捕76人,30人已被檢控。保安局局長李家超說,顯示本土恐怖主義正在香港滋生,強調反恐是全民責任,呼籲公眾配合執法,當局會以最嚴厲的法律打擊。

At the Legislative Council’s Panel on Security meeting, John Lee Ka-chiu said he believed that in various violent [events] there had been financial funding organizations and assistance, such as supplies of helmets, gas masks, weapons and umbrellas, etc., and there had been cases where such material had been provided from ranks behind to the first lines. John Lee Ka-chiu described great numbers of resources, and a lot of related material left behind on the streets after insurrection. He believed that because of the authorities’ recent effective strikes, and maybe because of decreasing funding from abroad, such equipment had been reduced in recent violent incidents.

在立法會保安事務委員會會議上,李家超說,相信在不同暴力中都有資金提供組織及支援,例如提供頭盔、防毒面罩、武器和雨傘等,亦出現將有關物品由後方提供到前方的情況。李家超形容資源很多,而在暴動過後很多有關物品留在街上,他相信由於當局近期有效打擊,又或者是外來資金減少,近期暴力事件中,有關裝備已減少。

Legislative Council member Claudia Mo Man-ching asked the authorities to provide evidence for the cases mentioned, and asked if the authorities had been part of terrorism in the Yuen Long July 21 incident of last year. John Lee Ka-chiu retorted that the other side should not trivialize the violence and added that evidence would be seen in court, describing this as an iron fact.

Chinese Academic on WSJ Reporters’ Expulsion: Butts have to be spanked

The following is a translation of an opinion article by Yang Hanyi, a regular columnist with the internet newsmagazine Guanchazhe Online (aka “Observer”), and researcher at the Shanghai Spring and Autumn Development Strategy Institute.

Guanchazhe is privately-run, according to this Wiki, and seems to be replacing “Huanqiu Shibao” as a voice for post-1990 fenqings, plus indignant little emperors of all ages.

Yang’s article goes far beyond the WSJ “incident” – and this probably reflects the political motivation behind revoking the three press credentials. It appears to reflect Beijing’s frustration with American sanction policies, the murder of Qasem Soleimani, and the demonstrations in Hong Kong (blamed on the West), among others. It also tries to sketch a roadmap of how to deal with the press in future.

However, Guanchazhe notes that the article’s content is only the opinion of the author, and not written on behalf of the platform.

On February 19, a spokesman of China’s foreign ministry announced at a press conference that from that day onwards, the credentials of three Beijing reporters of America’s “Wall Street Journal” would be revoked. In peoples’ memory, this is the first time in the decades of reform and opening up that the government has handed down an “edict of expulsion” against several reporters of the same medium at the same time.

As is well known, this incident started with the “WSJ”‘s publication of a flow of racism and prejudice, “China is the real sick man in Asia”, slandering the Chinese government’s and peoples’ great efforts to resist the new coronavirus epidemic. Once this was published, many netizens rushed forth the the “WSJ”‘s social media accounts and denounced the racism. America’s nationwide broadcaster NBC, in a report, also criticized the “WSJ”‘s headline as it could create fear, anxieties, and a hostile mood. Foreign ministry spokesperson Hua Chunying, on February 6, named the author and criticized his arrogance, prejudice and ignorance. But facing the stern message of the Chinese side, [the WSJ] then turned to summoning the pretense of freedom of the press and of speech. For a while, the author said that the choice of the headline was freedom of editing, for a while they said that they had meant to refer to the Ottoman Empire without malign intentions, and even that [The remaining accusations are beyond my translation skills, but this article may reflect all or some of them]. Do they really believe that people don’t know those things behind western media?

众所周知,这起事件的起因是《华尔街日报》2月3日发表了一篇流淌着种族主义偏见的文章《中国是真正的“亚洲病夫”》,诋毁中国政府和人们抗击新冠疫情的努力。此文一发,大批网民涌至作者和《华尔街日报》社交媒体页面上留言指责种族主义。美国全美广播公司在报道中也批评《华尔街日报》的标题可能制造恐惧、焦虑和敌对情绪。中国外交部发言人华春莹更是于2月6日点名批评该文作者的傲慢、偏见和无知。但面对中方的严正交涉,他们又搬出新闻自由、言论自由的幌子,一会儿作者说起标题是编辑的自由,一会儿说我们没有恶意只是玩了个奥斯曼帝国的梗,一会儿说我们甚至以病夫自黑呢。如今中国采取惩罚措施,《华尔街日报》发行人威廉•刘易斯又甩的一手好锅,说评论部门惹的祸,不好怪到新闻记者头上来哟,真以为人们不知道西方媒体背后那些事呢?

In recent years, everyone has clearly seen America’s so-called great-power competition, not only in correct and fitting words in national defense strategy papers, not only by openly kidnapping the international community with domestic laws*), not only by telling the world with an honest face that we “tell lies, cheat and steal”, not only trampling on international conventions for the protection of diplomats by public assassination, but also by carrying a gun and a stick on a somewhat concealed battlefield which is the battle of public opinion.

近年来大家都看清了美国所谓的大国竞争,不仅名正言顺地写在国防战略报告里;不仅堂而皇之用国内法绑架国际社会;不仅正大光明地告诉世界“我们撒谎、欺骗、偷窃”;不仅践踏保护外交人员的国际公约公然行刺,也包括在另一片略微隐蔽的战场上夹枪带棒,这就是舆论话语的战斗。

Yang’s article describes news media as rather low-cost “mouthpieces of national interests” with a frequently high impact on international public opinion and politics, while America hardly found a way to compete with Huawei. And while an old-style empire’s embarrassing situation was understandable, and while one could even appreciate the comical nature of foreign medias’ blackening of China, butts that deserved a spanking still needed to be spanked (但好笑归好笑,屁股该打还是要打的).

It continues with a tour of American crimes and double standards (perceived or real – you decide from case to case), from a recently announced obligation for China’s state or party media to register as foreign agents or diplomatic missions in the US, to an NBA executive’s support of Hong Kong’s democracy movement (instigating chaos elements in HK / 怂恿乱港分子), the publication of a coronavirus-China-state-flag cartoon in Denmark, the WSJ’s sick-man-of-Asia statement, and inconsistencies in measures against anti-semitic or anti-black messages online while lacking protection of China against being being scolded.

The “Charlie Hebdo” massacre is broached, too, and so is responsibility as the other side of the coin (freedom being the other one).

Has the “WSJ” published free speech which insults Chinese? Yes. Must it be held responsible for publishing such remarks? Yes.

The article then refers to Singapore as a place to learn from, when dealing with “misreporting”, citing a lawsuit by Lee Kuan Yew against the Far Eastern Economic Review‘s editor-in-chief as an example – according to the author, that was in 1989 -, and a case against the Asia WSJ, also in Singapore, in 1991, about contempt of court.

Yang on the other hand cites Beijing’s “unreliable entities list” as a conceivable tool.

Note

*) There are probably two aspects to this accusation. One could be the US sanctions regime against Iran (and maybe also against North Korea, even if China officially supports those), and another would be a widely held belief that there is a rift between the US and the rest of the West about how to interact with China.

Erdogan said that connected by the ancient Silk Road, Turkish-Chinese friendship had a long history and was now strengthened further. Stun grenades on Zeman’s Unsinkable Aircraft Carrier: Prague and Taipei establish sister-city relations

The Prague city hall assembly unanimously passed a proposal today (December 12) to conclude a sister city agreement with Taipei. Mayor Zdeněk Hřib is likely to sign the agreement with Taipei mayor Ko Wen-je next month.

布拉格市議會今天(12日)無異議通過與台北市締結為姐妹市的提案,市長賀瑞普(Zdeněk Hřib)預計將在下個月與台北市長柯文哲簽署。

Prague city council discussed the proposal today, and because of a consensus between all governing coalition parties, a vote was taken right after a short explanation by mayor Hřib, with 39 votes in favor of the proposal, zero opposing it, and two abstentions.

布拉格市議會今天討論與台北市締結為姐妹市的提案,由於在聯合政府執政的各黨有共識,市長賀瑞普簡短說明後即直接進行表決,結果以39票贊成、零票反對、2票棄權的壓倒性高票通過。

Hřib had said after a city government meeting last week that he would officially sign a sister city agreement with Taipei mayor Ko Wen-je in January next year, to strengthen Prague’s cooperation and relations with Taipei in economics and trade, culture, tourism, education and in other fields. Besides, Prague’s Zoological Garden was hopeful to get a pangolin as a gift from Taipei.

賀瑞普上週在市政會議後曾表示,將在明年1月與來訪的台北市長柯文哲正式簽署姐妹市協議,加強布拉格與台北在經貿、文化、觀光、教育等領域的合作關係,此外,布拉格動物園可望獲得台北贈送的穿山甲。

Zdeněk Hřib only took office last year. In January this year he said that he wanted to remove the clause concerning the one-China policy, and Taiwan being an inseparable part of [China’s] territory, from the sister city agreement with Beijing. He also met with Tibetan exile government leader Lobsang Sangay on his own initiative, openly challenging [Czech] president Miloš Zeman’s pro-China policies with a stun grenade at Czech-Chinese relations.

賀瑞普(Zdeněk Hřib)去年底才上任,今年1月即宣布要廢除前任市長與北京締結的姐妹市協議當中有關一個中國政策和台灣是中國不可分割領土的條款,並在市府主動接見西藏流亡政府首長洛桑森格,公然挑戰總統齊曼(Miloš Zeman)的親中政策,為捷克和中國關係投下震撼彈。

According to Hřib, he had done an internship in Taiwan as a student and got a good impression of Taiwan, referring to himself as a “Taiwan fan”. He also visited Taiwan in March, had a meeting with President Tsai Ing-wen, and tested the water for concluding a sister-city status.

按照賀瑞普自己的說法,學生時代曾到台灣實習的他對台灣留下好印象,自稱是「台灣迷」。3月他還親訪台灣,晉見總統蔡英文,為締結姊妹市一事試水溫。

In fact, Hřib’s friendly conduct towards Taiwan also reflects, to a certain degree, dissatisfaction among Czech society with China.

In 2016, Chinese state chairman Xi Jinping visited Prague for the first time and pledged large-scale investment. President Miloš Zeman and prime minister Andrej Babiš have no intention of continuing the spiritual heritage left behind by the Velvet Revolution [of 1989], departing from Vaclav Havel‘s line of humanism and pro-Europeanness.

As expected, Hřib’s actions were answered with Chinese retaliation. In April this year, at an annual meeting at the Czech trade and industry ministry, Taiwan’s representative to the Czech Republic was, for the first time, forced to leave the venue under pressure from China’s ambassador.

一如預料,賀瑞普的舉動遭到中方報復。今年4月,捷克貿易工業部為外國使節舉辦年度會議,由於中國大使施壓,我國駐捷克代表首度被迫離席。

Following that, Beijing cancelled Czech Philharmonia’s and another three important Czech ensembles tours of China. And Zeman publicly threatened that China could discontinue direct flights between Chinese cities and Prague, and cut financial assistance for soccer club Slavia Praha.

Dong Fangyi, originally named Guo Yi, non-governmental strategist, Tuozhan Cultural Association’s president, and actually in control of FGC Group. Main writing is “Hero Master and Expansion”. Born in He County, Anhui Province, in 1962. He County is situated in central Anhui Province, the place where Xiang Yu of Western Chu committed suicide.

1962 出生于安徽省和县。和县位于安徽省中部,西楚霸王项羽自刎之地。

His father is/was a Resist US Help North Korea soldier.  After demobilization, he stayed in the Great Northern Wilderness. Growing up with his father in Raohe County, Heilongjiang Province (the county where Zhenbao Island is located), the land reclamation of the Great Northern Wilderness, the military and forest environment, military people, and the iron will of demobilized servicemen had a profound influence on him. Under the influence of his parents’ generation, he acquired a belief that loved the party and the country.

父亲是抗美援朝的军人,复员后留驻北大荒。从小随父亲在黑龙江饶河县(珍宝岛所在县)长大,北大荒的军垦、军林环境,军人、复转军人的钢铁意志,对其产生了深远的影响。在父辈的熏陶下,从小树立了爱党爱国的信念。

In 1982, after graduating from the Changchun Institute of Geology, he went to northern Shaanxi to work there for many years. He has deep feelings for the motherland’s north-western region. Since childhood, Dong Fangyi has loved learning, diligently thinking, he has become good at strategy, continuously learned the Mao Zedong Thought, and studied Chinese history, especially the Spring and Autumn and Warring States history, the history of the CCP, as well as the Resist US Help North Korea and the Resist US Help Vietnam records. His process of thinking has been influenced by Mao Zedong Thought and China’s outstanding traditional culture, notably legalism.

1982年,从长春地质学院毕业后,赴陕北、大西北工作多年。对祖国的西北地区有着深厚的感情。
东方毅自幼爱好学习,勤于思考,善于谋略,不停的学习毛泽东思想,学习中国历史尤其是春秋战国史,学习中共党史,抗美援朝与抗美援越纪实。思想历程深受毛泽东思想和中国优秀传统文化特别是法家思想的影响。

Subjectivity leads objectivity, the process of practice transforms the objective world, and also the subjective world. What expanding culture strives for is the huge transformational force of theory versus reality. These theories are symbolized in Dong Fangyi’s expansion thoughts by “Hero Master and Expansion”.
