Hantui

Hantui is the abbreviation for the International Han (Chinese) language*) promotion.

汉推是汉语国际推广的简称。

With the arrival of the “Chinese language fever”, all countries in the world were in need of a sharp increase in Chinese language teachers. To cope with the situation, the international Chinese Language Promotion , as a field of study,  appeared within China. Different to the training of Chinese teachers [for foreign students], the targets of this field of studies were Chinese language learners abroad, with Chinese language training  crossing the national threshold to carry out Chinese-language education.

随着“汉语热”的到来,世界各国需要汉语教师的数量猛增,针对这种情况国内出现了汉语国际推广这个专业。与以往对外汉语教师培养不同的是,这个专业的培养对象是面向国外汉语学习者的,是走出国门进行汉语教学的。

Currently, there are about a dozen universities and colleges which have opened related fields of studies, with Beijing Normal University being rather distinctive among them. As the Beijing base for the international promotion of the Chinese language, Beijing Normal University opened the Chinese Language Promotion’s master degree class (abbreviated: hantui ban), using new educational methods to comprehensively train the students’ abitities to satisfy overseas students’ curiosity about Chinese language and culture. Beijing Normal University’s methodology has been positively evaluated by many, receiving the American College Board‘s, the Hanban’s, and other units’ positive evaluation. This field of studies has also become popular. According to people in charge of it, 800 out of Beijing Normal University’s graduate [or post-graduate] students have entered themselves for this field’s examinations in a very intense competition.

目前,国内有十几所高校在汉办的协助下开设了相关专业,其中北京师范大学是比较有特色的。作为汉语国际推广的北京基地,2006年北京师范大学成立了汉语国际推广硕士班(简称汉推班),采用了新的培养模式,全方位培养学生的能力,以满足海外学生对中国语言和文化的好奇。目前北师大模式已经获得了广泛的好评,得到了美国大学理事会(college board),汉办等单位的好评。这个专业也成为热门。据相关负责人介绍,今年北京师范大学的研究生考试中,有800人报考这个专业,竞争十分激烈。

Among the students enrolling at the about a dozen universities and colleges nationwide in 2006, there are currently more than 300 [post] graduate students reading again. The pattern is that the first year is for specialized knowledge training in China, the second is for internships abroad, and the third year is for completing the graduation thesis back in China. If staying abroad during the third year, students in internships can apply for an extension, or complete their graduation thesis abroad.

2006年在全国十几所高校同时招生,目前有300多人再读研究生。其培养模式是,第一年在国内进行专业知识的培训,第二年出国实习,第三年回国完成毕业论文。如果第三年仍然在国外实习的同学可以申请延期或者在海外完成论文。

Tea culture propaganda base

Chinese International Language Promotion’s Tea Culture propagation base (International Tea Culture Base) is one of the Chinese Hanban’s 31 Chinese International Language Promotion’s bases, officially approved and established in December 2014. The base opened at Zhejiang Agriculture and Forestry University and is currently the only Chinese International Language Promotion base with the specialty of tea culture.

Teachers’ grassroot branch discusses 19th central committee’s 4th plenary session’s spirit

The “Reading and Understanding China” international conference has been successfully held three times before. About 600 people, including thirty well-known politicians, strategists, scholars and entrepreneurs from all over the world, are taking part in the conference.

International Experts bear Testimony to Intuitively-Felt Harmony in Xinjiang

Lots of China experts are there to help “the world learn more about the Chinese autonomous region while beating misinterpretations and distortions with hard facts.” According to Xinhua news agency, they hail from France, Qatar, Sri Lanka, and Egypt (English version). A Chinese version quotes the French scholar as saying that “by personal experience, one could intuitively feel multi-ethnic harmony in Xinjiang (… 通过亲身体验说,中国有56个民族,在新疆可以直观地感受到这种多民族融合).

China’s State Council published a white paper on historical matters concerning Xinjiang Uygur Autonomous Region in northwest China on Sunday.

The full white paper’s English version is only 19 pages long, and doesn’t address the issue of “reeducation” camps. It does, however, concern itself with the issue of slavery under the rule of the Turks, and the Uighurs’ liberation with support from Tang Dynasty troops.

Argentine Radio to the World: “Universal Topics”

As part of its “National People’s Congress 1rst plenary session” coverage, China Radio International (CRI) also quotes Adrián Korol, director of RAE, Argentine Radio Nacional’s international radio station.

CRI online, Yin Xiaotong and Li Mingqi reporting — On 13th of March, the “People’s Republic of China Supervision Law (draft)” has been proposed for the National People’s Congress first plenary session’s consideration. As an important environment for national legislation against corruption and for deepening the national supervision organizational reform, the supervision law (draft) deliberations haven’t only lead to heated debate at home, but have also attracted foreign media attention.

国际在线报道(记者尹晓通、李明其):3月13日,《中华人民共和国监察法(草案)》提请十三届全国人大一次会议审议。作为国家反腐败立法和深化国家监察体制改革的重要一环,监察法(草案)的提审不仅在国内引发热议,同样也吸引了外国媒体人的关注。

The director of Argentine National Radio’s foreign broadcasting station, Adrían Korol, believes that corruption has become one of the problems faced by all mankind. China’s supervision law offers important experience for Latin American countries to learn from. “I believe that (this proposed draft) is absolutely necessary, and marks another important step by China on its road of fighting against corruption. Undoubtedly, corruption is currently one of the major issues for all humankind to confront.”

阿根廷国家电台对外台台长阿德里昂•克罗尔认为,腐败已成为全人类共同面临的难题之一,中国的监察法对拉美国家具有重要的借鉴意义,“我认为(这项草案提交审议)是非常有必要的,标志着中国在反腐败道路上又迈出了重要的一步。毫无疑问,目前腐败是全人类共同面临的重大问题之一。

“For many years, corruption has pervaded all aspects of life in most Latin American countries. Fighting against corruption is very important, because corruption has globalized. All countries need to learn other countries’ innovative and efficiently carried-out experience, and match these with their own realities. To propose this supervision draft to the Natonal People’s Congress will undoubtedly be influential.  It will become a sample of how to confront, strike and defeat corruption, it offers important experience for Latin America and countries in many other regions to learn from.”

很多年来,腐败问题已经渗透到拉美绝大多数国家的各个领域。反腐败斗争非常重要,因为腐败已经实现全球化,各国需要学习其他国家具有创新性的、行之有效的反腐经验,再与自身实际相结合。提交到全国人大审议的这份监察法草案无疑将产生重要影响,它将被作为如何面对、打击和战胜腐败问题的样本,对拉美地区和很多其他国家都具有借鉴意义。”

Korol visited China and had cooperation talks with China Radio International earlier this month.

Hello, friends of Radio Argentina to the World, and greetings from China. I’m Adrián Korol and I’m here on invitation by CRI, Radio China International, to talk personally on a cooperation agreement on which we are working, and about our country, its people, and culture. These are important days here in the People’s Republic of China, for what is called the “two sessions”, a series of meetings of the representatives of the people, where proposals on issues are dealt with which are fundamentally important for life in this country. The two sessions also deal with many universal topics, such as the environment, or the struggle against corruption, something very visible in many parts of Latin America and the world. A topic that catches attention, and positively so, is the eradication of poverty, which happens quite rapidly. There’s also the reform of the constitution as another major issue in the two sessions which are taking place here in Beijing.

Korol also refers to cooperation talks already underway between Argentine television and China’s ministry of communications, and points out three major points of (envisaged) cooperation between RAE and CRI:

[…] content, training, and technology. These topics will have an important effect on RAE, our international service, which completes its sixtieth year this year.

According to some written context added to the podcast, RAE writes that Radio Nacional’s executive director Ana Gerschenson appointed Korol to try to get RAE included into Argentine Television’s (RTA) cooperation with China Central Television (CCTV).

Korol was also quoted by China Daily‘s Chinese online edition (中国日报网), along with media workers from Angola, Australia, and Pakistan:

In an interview, Argentine National Radio’s reporter Adrián Korol said: “I’m from Argentina, and therefore very interested in the direction of relations between China and Latin America. China has left a deep impression on me, and I want to understand the future development between China and Argentina.”

阿根廷国家广播电台记者阿德里昂克罗尔在接受采访时说:“我来自阿根廷,所以我非常关心中国和拉丁美洲的关系走向。中国给我留下深刻印象,我想了解中阿的未来发展方向。”

Asked about his impression of foreign minister Wang Yi, Adrián Korol said that he liked him.

Adrián Korol also said that he liked China, and even though he had only come from the other side of the world for the first time, he felt a warmth as if he was at home.

Korol’s remarks to CRI about the “two sessions” (see beginning of this post) were duly posted under CRI’s “Our new Era – NPC and CPPCC’s 2018 All-China Two Sessions” category. China’s media habitually collect favorable foreign commentary on events in China, while suggesting that China doesn’t care when reactions abroad are less favorable.

On Wednesday, Xinhua newsagency also quoted extensively from foreign punditry (which can probably best be summed up as “strong China, sunny world”). The report quotes a Japanese professor, a Palestinian economist, an Indonesian think tank’s chairman, a global security expert from South Korea, an Argentine China researcher, another Japanese professor, a researcher at Russia’s “Valdai Club”, a publisher from the US, a Cuban international politics researcher, another researcher from Russia, and a French China expert.

China Quarterly apparently cooperates with Beijing by blocking access to articles and e-books on their website.

Can we expect them to do better? I have my doubts. Their topic is China – and if they don’t cooperate, others will, and might replace the renowned magazine. That’s no excuse, of course, and they could still display character rather than opportunism, but one has to admit that they are facing a tough choice. If they decided otherwise, there would be no academic solidarity – alternative opportunists would chum up to Beijing.

What is therefore needed is a political answer. British legislators will need to make censorship cooperation of this kind illegal, and legislators in other free societies will need to do likewise.

You can’t do Beijing’s dirty work yourself, and remain democratic, liberal, or free.

The public needs to push a political decision. People who care about human rights (those of others, and of their own), should consider to join or support relevant pressure groups, rather than political parties.

If Chinese readers can be blocked from servers in free countries, there is no good reason why we, people who live in (still) relatively free societies, should keep access to them, when Beijing demands otherwise.

This scenario may appear far-fetched now – but what happens at Cambridge now would have been unfathomable two or three decades ago, too.

Besides, no man or woman in a free country should vote for political parties who are prepared to tolerate this kind of practice. Totalitarian challenges must be met with political answers.

Chinese Holidaymakers: Kim spoils the Fun

Huanqiu Shibao (the Global Times‘ Chinese-language sister paper) worried about unwelcome side effects of the US-North Korean war of words during the first half of the month: More than 26,000 Chinese tourists had travelled to Guam in 2016, the paper noted in an article published online on August 11 – an increase by 11 percent compared to 2015. Huanqiu numbers reportedly provided by the Guam Visitors Bureau‘s China Representative Room, an organization that runs offices in mainland China and in Hong Kong.

Guam is an island in the western Pacific. It is U.S. territory, reportedly within reach of North Korean missiles (provided that the missiles are lucky), it hosts a naval base, an air base, a religious shortwave broadcasting station, and thousands of tourists annually.

The Huanqiu Shibao article also quotes from “Sina Weibo” exchanges between Chinese netizens and the Guam Visitors Bureau, where Bureau staff reportedly posted reassuring replies to questions like “will you soon be hit by missiles?”

Probably given the incomplete state of North Korea’s striking force (God knows where the missiles would actually go if the army tried to fire them into Guam’s adjacent waters), or Donald Trump‘s notoriety as a bigmouth with little consistency, no travel warning appears to have been issued by Chinese authorities. According to the BY article, the China Youth Travel Agency told reporters that

the company hadn’t received a political-risks warning notice to suspend departures to Guam until then, and reminded journalists to monitor the China National Tourism Administration’s travel risk reminders.

….. 公司还没有接到因政治风险暂停前往关岛的旅游团的通知,他提醒记者应及时关注国家旅游局的旅游风险提示。

According to statistics quoted by the article, most tourists visiting Guam are from Japan and South Korea, with rapidly rising numbers from mainland China.

Doing Beijing’s Dirty Work (2): Red-noticed Police

The arrest of a German citizen of Turkish origin, Dogan Akhanli, made it into German news during the weekend. According to GfbV, a German organization that keeps track of cases where authoritarian regimes use Interpol to harrass critics abroad, Akhanli was arrested by Spanish police in the city of Granada. Reportedly, Turkey had requested Interpol  to issue a read notice to Spain. The dust appears to settle now, and Akhanli is free again, but the organization calls for reforming Interpol and to make sure that it doesn’t become (or remain) a tool for silencing regime critics abroad.

In the same press release, GfbV notes that Dolkun Isa, secretary general of the World Uyghur Congress, had been arrested in Rome, on July 26 this year. Isa was on his way into the Italian senate when he was arrested. According to GfbV, Chinese authorities are now using Interpol’s “red notice” mechanism systematically, to restrict movement of the regime’s critics abroad, and thus creating a de-facto occupational ban against them (Chinas Behörden nutzen die „Red Notice“ inzwischen systematisch, um die Bewegungsfreiheit von im Ausland lebenden Menschenrechtlern einzuschränken und de facto ein Berufsverbot gegen sie zu verhängen).

It certainly wasn’t the first time that Isa had been arrested. In 2009, South Korea arrested him, apparently on arrival at the airport, and refused him entry into the country. Previously, he had been arrested by the UN security service when visiting the Human Rights Commission in Geneva.

The First Five “Marvellous Years”

China’s state television (CCTV) website reminds the public of CCP secretary general Xi Jinping‘s feats during his first five marvellous years (不平凡五年) in office. On August 14, the media organization published statistics of Xi’s speeches on foreign policy.

So: Want to be Chinese?

Given that under the secretary general’s correct leadership, China is becoming the marvel of the world (an unscientific condensed international press review by JR with no further sources), it should be no surprise that Daniel Bell wants better international access to Chinese citizenship, for meritorious citizens of the world who would like to share in that glory.

Duterte’s China Visit: We need your Help, Son of a Whore

Guanchazhe quotes “German media” (read: Deutsche Welle‘s (DW) Mandarin website) as reporting that Rodrigo Duterte, president of the Philippines, wants to gain distance from America and become close to China (疏美亲中). The second part quotes extensively from the DW article (with credits), but leaves out the more pointed remarks (“this president”, “closely observing”).

Deutsche Welle, on Wednesday:

Philippines president Duterte said on Wednesday (October 19) that it was time to say Good-bye to America. He told Filipinos living in Beijing that an alliance with America that had lasted for many years had brought the Philippines extremely little profit.

菲律宾总统杜特尔特周三(10月19日)在北京表示,是时候和美国说再见了。他对生活在北京的菲律宾团体说,菲律宾从多年的美菲同盟中获利甚少。

Discussing American criticism of how he had drug dealers executed extrajudicially, Duterte said, “I’m really angry. If you do that, you are insulting the people of a country.” He said that just as he didn’t want American interference, he didn’t want American military exercises. The reason for you to stay in our country is for your own interest, therefore, it’s time to say good-bye, friend,” he ostensibly shouted into Washington D.C.’s direction.

在谈到美国批评他法外处决毒贩时,杜特尔特说,”我真的很生气。如果你们这样做,你们是在侮辱一个国家的人民”。他表示,再也不要美国的干预,再也不要美国的演习。”你们留在我的国家是为了你们的自身利益,所以是时候说再见了,朋友”,他似乎在向华盛顿喊话。

“I won’t go to America again, I would only be insulted there,” said Duterte, as he once again denounced US president Obama as “raised by a whore”.

This Philippines president also said he had enough of foreign-policies arranged by the West and said that “in the past, they made us stay distant from China, but that wasn’t our own wish, and I will open a new road.”

这位菲律宾总统还表示,他受够了菲律宾受西方摆布的外交政策,并说,”以前让我们远离中国,并非是我们自己的意愿,我会开始新路线”。

Since the beginning of his presidency in June, Philippine foreign policy has taken a big turn, contrasting with previous president Aquino III policies, distancing the Philippines from Washington, the old ally, and expressing goodwill to China.

自从杜特尔特今年6月底上台以来,菲律宾的外交政策相比前任阿基诺三世时期发生了大转弯,开始疏远多年来的盟友华盛顿,向北京示好。

Duterte, who is currently in China, has praised the country. According to AFP, he said on Wednesday that China was “good”, and hasn’t invaded any place in our country for generations”; thus hinting at America’s colonial history in the Philippines. “During the Cold War, China was described as the bad guy. At that time, our schoolbooks were full of Western propaganda.”

目前身处中国的杜特尔特对中国大加赞赏。据法新社报道,他在周三说中国”不错”,”世世代代以来,从没有侵略过我们国家的任何地方”,影射美国对菲律宾的殖民历史。 “在冷战时期,中国被描述成坏人。那些年里,我们的教科书中都是西方制造的政治宣传”。

China is closely observing Manila’s expressions of goodwill, of course. Foreign-ministry spokesperson Hua Chunying said in Wednesday’s regular press conference that China “expressed admiration” for Dutertes strikes against drug criminality”, and said that “China supports Dutertes leadership in the construction of his country by the Philippine people, their efforts for economic development, and we are willing to actively participate in economic and social construction. China is willing to cooperate with the Philippines in trade, production capacity, infrastructure building and in other fields.”

对于马尼拉的示好,中国方面自然看在眼里。中国外交部发言人华春莹在周三的例行记者会上表示,中方对杜特尔特打击毒品犯罪”表示赞赏”,同时称,”中方支持杜特尔特总统领导菲人民建设国家、发展经济的努力,愿积极参与菲经济社会建设,同菲方在包括经贸、产能、基础设施建设等领域开展合作。”

There are doubts within the Philippines however, regarding Dutertes position towards China. Richard Heydarian, political scientist of De La Salle University in Manila, told AP that the Philippines’ mainstream media felt that “it can’t be right to be show that much respect for a country that invaded Philippine territory.”

不过,杜特尔特的对华立场在菲律宾国内受到了一些质疑。马尼拉德拉萨大学的政治学教授海德林(Richard Heydarian)对美联社说,菲律宾的主流媒体认为,”对于这个侵占菲律宾领土的国家如此恭敬,这让人感觉不对”。

The initiator of the Hague arbitration case concerning the South China Sea, former foreign minister Albert del Rosario, said that the Philippine’s foreign policy shouldn’t be contemptuous of America as a long-standing ally, or replace it with another country (China).

南海海牙仲裁案的发起者、前菲律宾外长罗萨里奥(Albert del Rosario)也表示,菲律宾的外交政策不应该唾弃长期的盟友美国而取悦另外一个国家(中国)。

That, however, doesn’t appear to be on Duterte’s mind. In a CCTV interview, he said that he wanted to extend a fraternal and friendly hand, ask for Chinese help, and, looking right into the camera, “frankly said, we need your help.”

然而这些,似乎并不在杜特尔特的考虑之中。在接受央视采访时,杜特尔特称,自己要伸出兄弟友谊之手,向中国寻求帮助,他直面镜头说:”坦率地说,我们需要你们的帮助。”

The DW article comes across as slightly sardonic. Guanchazhe, obviously, ignores that. It does, however, quote “foreign media” as reporting doubts from within the Philippines. Guanchazhe also seeks and finds an answer to such voices of doubts, delivered by foreign-ministry spokesperson Hua Chunying, on the same press conference as quoted further up.

Some reporters at the foreign ministry’s regular press conference on October 19 asked: Western media follow Duterte’s China visit closely, but there are voices among them who “pour cold water” on the enthusiasm. How does the foreign ministry comment on this?

Foreign-ministry spokesperson Hua Chunying said that the Chinese and Philippine people were all very happy and full of hope concerning Duterte’s visit, but in fact, there were also people with anxious, disappointed or complex feelings. The return of Sino-Philippines relations to the tracks of a more healthy and stable development was, however, good news, both for China and the Philippines, and for regional peace and stability. I believe that provided that they hope for peaceful and stable development of the Asia-Pacific region, people will welcome this.

Guanchazhe quotes Mainila Commercial Times as reporting that China Railway Group Ltd was going to invest three billion USD in Philippines infrastructures in the future.

The Guanchazhe article’s effect on the readership, if uncensored, is handsome. The “overjoyed” button was clicked 321 times by 07:15 UTC, 41 clicks went to the button “timely”, and only five clicks hit the “absurd” or “sad” button.

According to Radio Japan‘s Mandarin service, Duterte meets Chinese party and state chairman Xi Jinping on Thursday.

Carrie Gracie, the BBC’s China editor, suggested two days ago that

a clear-cut courtroom win against China, coming just after Mr Duterte took up office, has created opportunities for a new approach. China cannot take that legal victory away. And meanwhile in the nearly four years since the Philippines began its legal case, it has suffered economically as Beijing has frozen Manila out of the benefits of Chinese wealth. China has actively discouraged tourists, investors and importers from looking to the Philippines. With the legal card in his back pocket, Mr Duterte wants that economic chill to end. He sees no reason why the Philippines shouldn’t, just like most other countries in the region, have its cake and eat it – enjoy the economic benefits of China’s growth at the same time as sheltering under the US security umbrella.

Is Britain a “Gateway” to Europe? And whose Gateway?

As noted there in the footnotes, on November 1, Xi Jinping is no less an advocate of British EU membership than what Barack Obama is:

Xi Jinping emphasized that the European Union was China’s partner in a comprehensive strategic partnership. China hoped for a prospering Europe, a united Europe, and for an important EU member country, Great Britain, playing an active and constructive role in promoting and deepening Chinese-European relations.

习近平强调,欧盟是中国的全面战略伙伴和最大贸易伙伴。中国希望看到一个繁荣的欧洲、团结的欧盟,希望英方作为欧盟重要成员国为推动中欧关系深入发展发挥更加积极和建设性的作用。

Now, Yu Jie, a Dahrendorf senior research associate at the London School of Economcis, explains how a Brexit could halt the historic Sino-British strategic partnership in the making.

Maybe the Cameron government should take their time before calling the referendum – after all, if the strategic partnership crashes in the making, or if it becomes historic indeed, remains to be seen. Then again, maybe David Cameron wants to use the honeymoon with the dictators in Beijing – while it lasts – as a point against leaving the EU.

The “Gateway to Europe” term used by Yu in her article is apparently ascribed to Dean Acheson. But it’s a concept that goes far beyond British-Chinese relations. Two weeks ago, Indian prime minister Narendra Modi was only the latest global leader to talk up the merits of Britain’s membership of the European Union before a referendum (Reuters). He’s currently calling on India’s springboard to the world and gateway to the East.

All that said, how you play your role matters, too. The way Cameron and Osborne chummed up to Beijing has done British prestige some damage. And while people in Europe tend to forget very quickly*) – one of Europe’s best-known “China experts” doesn’t even know a great deal about history -, Chinese peoples’ memory is much better.

(We’ll probably find out if this holds true for memorandums of understanding, too.)
