Persevere with religions’ sinicization, Wang Yang tells “zhong zong he”

CCTV / Xinwen Lianbo — The first session of the fifth China Committee on Religion and Peace [CCRP, zhōngguó zōngjiào jiè hépíng wěiyuánhuì] was held in Beijing on July 3. Member of the CCP politburo’s standing committee and Chinese People’s Political Consultative Conference [CPPCC] chairman Wang Yang met with participants and gave a speech.

中国宗教界和平委员会第五届委员会第一次会议3日在北京举行。中共中央政治局常委、全国政协主席汪洋会见与会人员并讲话。

Wang Yang offered his congratulations on the successful convening and elections of a new leadership for the new “zhōng zōng hé” leading body. He pointed out that during the past five years, “zhōng zōng hé” had adhered to the party’s fundamental principle for religious work, fitted into the national diplomacy’s general working situation, complied with the objectives of “friendship, peace, development and cooperation”, actively and on its own initiative publicly proclaimed the true situation of religious freedom to the world and made active contributions to the building of an external environment that would be beneficial to our country’s development. The “zhōng zōng hé” has become an important window for the proclamation of China’s religious policies, and an important platform for the CPPCC’s foreign exchanges.

汪洋对会议的成功召开和选举产生的“中宗和”新一届领导班子表示祝贺。他指出,过去五年来,“中宗和”坚持党的宗教工作基本方针,配合国家外交工作大局,遵循“友好、和平、发展、合作”的宗旨,积极主动宣介我国宗教信仰自由的真实状况,为营造有利于我国发展的良好外部环境作出了积极贡献。“中宗和”已经成为宣介我国宗教政策的重要窗口,成为全国政协开展对外交往的重要平台。

Wang Yang emphasized that the new [i. e. fifth] “zhōng zōng hé” needed to have the new atmosphere of the new era, uphold the leadership of the CCP, conscientiously study and carry out the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, persevere with the direction of our country’s religions’ sinicization, and actively guide religion to better fit into socialist society. [“zhōng zōng hé”] needed to persevere with telling China’s story internationally, master religious policies, improve scholarly knowledge and self-cultivation, to tell China’s story in a language that foreigners understood and in a manner that was easy to accept. [There was a need to] improve China’s religious communities’ right to speak,1) and  a need to persist in strengthened self-building, in accordance with requirements of political reliability, religious attainment, moral character convincing to the masses and playing a role at the critical moment2),to cultivate and to bring up a strong team of religious talents, in order to contribute to boosting world peace and to promoting the building of a community of shared future for mankind.

汪洋强调,新一届“中宗和”在新时代要有新气象,要坚持中国共产党的领导,认真学习贯彻习近平新时代中国特色社会主义思想,坚持我国宗教中国化方向,积极引导宗教更好与社会主义社会相适应。要坚持在国际上讲好宗教的中国故事,掌握宗教政策,提高学识素养,以外国人听得懂的语言、容易接受的方式讲好中国故事,提高中国宗教界在国际上的话语权。要坚持加强自身建设,按照“政治上靠得住、宗教上有造诣、品德上能服众、关键时起作用”的要求,培养造就一支过硬的宗教界人才队伍,为促进世界和平,推动构建人类命运共同体作出应有贡献。

Secretary of the Secretariat of the Communist Party of China and Central Committee’s United Front Work Department director You Quan, CPPCC deputy chairman and secretary general Xia Baolong, and CPPCC deputy chairman Bagatur took part in the meeting.

中共中央书记处书记、中央统战部部长尤权,全国政协副主席兼秘书长夏宝龙、全国政协副主席巴特尔参加会见。

Mayor Carmena, the Scuttling Dalai Lama, and the Inseparably close Sino-Spanish Links

Communist Chinese organization “→ China Council for the Promotion of Peaceful National Reunification”, immediately expressed protest towards the Madrid city government, saying that the Dalai Lama was a “defector”, and demanding that Madrid should not “hurt the dignity of  Chinese people, nor hurt Chinese feelings”.

【西藏之声2017年2月17日报道】西班牙马德里市市长会见美国援藏影星理查•基尔,拜托他邀达赖喇嘛尊者出席4月的一场和平论坛。中共海外统战机构“中国和平统一促进会”立即向马德里市政府表达抗议,称达赖喇嘛是“叛逃者”,并要求马德里市不要“伤害中国人的尊严,伤害中国人的感情”。

A number of Spanish media have concurrently reported that American film star Richard Gere visited Madrid. The website “Think Spain” reported on February 15 that on February 14, Madrid mayor Manuela Carmena had met with Richard Gere.

西班牙多家媒体近日均报道了美国影星理查•基尔到访马德里市的新闻。ThinkSPAIN网站 15日报道说,14日当天,马德里市女市长卡梅娜(Manuela Carmena)与理查•基尔见面。

Carmena mandated Gere to deliver an invitation to His Holiness the Dalai Lama, hoping that His Holiness would take part in the “Forum on Violence and Education for Peace”, to be held in Madrid from April 17 to April 19. It is reported that mayors from various big cities worldwide, political leaders, and social science experts are going to attend.

卡梅娜拜托基尔向达赖喇嘛转达邀请,希望尊者能够参加定于4月17日至19日在马德里举行的“暴力与和平教育论坛”(Forum on Violence and Education for Peace),据悉将有世界各大城市的市长、政治领袖,以及社会科学专家出席。

In an article published on their official website, the CCP-United-Front-led “China Council for the Promotion of Peaceful National Reunification” pointed out that members of the Spanish [secton of the] “China Council for the Promotion of Peaceful National Reunification” had, “for the first time, taken action, and convened leadership meetings for that very night”, and with their efforts during that night, they had drafted “a protest letter, seriously protesting the Tibetan independence ‘separatist Dalai Lama’s participation’ in the ‘Madrid Peace Forum’.”

由中共统战部指挥安排的“中国和平统一促进会”17日于官网刊文,指西班牙中国和平统一促进会成员“第一时间行动起来,连夜召开骨干会议”并且在“连夜努力下”起草了一封“严重抗议‘藏独’分裂者达赖喇嘛出席‘马德里和平论坛’”的抗议信。”

Members of said organisation handed the protest letter to Madrid city government staff, demanding that it should be handed to the mayor. According to their statements, Communist Chinese embassy officials also made representations to the city government.

该组织几名成员将抗议信交给马德里市政府工作人员,要求转交市长。而据他们的新闻声明,中共驻西班牙大使馆的官员也向该市政府就此进行了交涉。

In their protest letter, the Chinese Communist United Front organization “China Council for the Promotion of Peaceful National Reunification” [abreviated by VoT author]  vilified the Dalai Lama as someone who had defected abroad, carrying out activities [intended to] split the motherland … attacking the Tibet policies of the Chinese central government and Tibet’s development and progress … inciting believers to create violent incidents and to damage stability in the Tibetan region …”

The “China Council for the Promotion of Peaceful National Reunification” [abreviated by VoT author], just as other Chinese Communist organizations “representing” the common Chinese people, said they hoped that the Madrid city government “won’t hurt the dignity of Chinese people, or hurt their feelings.”

Recently, University of California San Diego branch university’s invitation to the Dalai Lama to attend the graduation ceremony raised protest from its overseas Chinese student groups. The management didn’t change their decision, and the overseas Chinese student groups modified their protests to demanding that it should be ensured that the Dalai Lama’s speech should not touch upon politics.

近日,美国加州大学圣地亚哥分校因计划邀请达赖喇嘛出席毕业典礼,而引起该校中国留学生团体的抗议。校方未改变决定,留学生团体便转为要求确保达赖喇嘛的讲话不牵涉政治。

Columbia University Contemporary Tibetan Studies Institute director Professor Robert Barnett pointed out in an interview with INSIDE HIGHERED that everyone should be aware of this kind of foreign governments’ bullying against academic institutions. He praised the university for not withdrawing from an important position, but also suggested that it should immediately open opportunities for dialogue between the Chinese students and the Dalai Lama, such as arranging a private meeting between them and the Dalai Lama.

As the news had burst out, it immediately caught the attention of Chinese people travelling Spain. Ever since the Dalai Lama’s defection in 1959, the establishment of a “exile government” and the drafting a bogus constitution, he has carried out actions to split the motherland.

The letter was completed with the efforts of everyone during that night, and early next morning, under the leadership of Chairman Xu Songhua – together with → Fundación Orient chairman of the board and Council for the Promotion of Peaceful National Reunification senior consultant Julia Zhang, deputy chairman Liu Guangxin and Xu Zhenhai – was handed to Madrid city government.

When the four arrived at Madrid city government, time was nearing closing time, and in the end, the four handed the letter to city government staff, to have them pass it on to mayor Carmena, and expressed their severe protest. As they were leaving, they ran into Chinese embassy’s [title] Huang Yazhong and spokesman Ji Dengyun. The two had just made serious representations to the Madrid city government on behalf of the embassy in Spain, concerning the matter. Having bumped into each other, the two sides exchanged their views and opinions, expressing anger and strong protest against mayor Carmena’s mistaken practice of hurting the friendship between the peoples of China and Spain.

一行四人抵达马德里市政府已经接近下班时间,最终四人将信件交给市政府的工作人员,让其转交给马德里市长Carmena女士。并表达了严厉的抗议。四人一出市政府门口,迎面碰上驻西大使馆公参黄亚中和新闻发言人吉登云。他俩代表驻西使馆就此事件刚刚也向马德里市政府严重交涉过。在此一碰,双方交换了意见看法,对卡梅拉市长伤害中西人民友谊的错误做法表示愤怒和强烈抗议。

What kind of man is the Dalai Lama? He is one of the → Gelug school‘s Living Buddhas. In recent years, after the real face of the the Dalai had been exposed, meetings between foreign leaders and the Dalai Lama has become less and less frequent, and the international news world’s interest in the Dalai Lama has become ever lower. The Chinese government has invested an enourmous energy in the building and development of Tibet, and Tibet has maintained stable development these years, with ever closer ethnic unity and religious relations. Tibetan development, the support from the entire nation for Tibet, and the implemenation of various projects and policies have continuously improved Tibet’s situation, with the Dalai Lama’s international status going down, and ever fewer places to go to. On February 9, Richard Gere had met with German chancellor Angela Merkel, in his capacity as chairman of the International Campaign for Tibet. Radio Berlin-Brandenburg (RBB) → noted that the meeting, scheduled to take 30 minutes, had lasted for three quarters of an hour. No information about the content of their discussions was given.

Dalai Lama: there’s a Chinese Constitution

Whereever I go, I do not wish to create trouble for politicians in charge. No worries. Actually, the purpose of my visits isn’t to meet politicians in charge, but to meet the public, or people. I have nothing to tell to the officials. I prefer to talk about happiness.

Should I stay or shoud I go?

Why, surely you aren’t here to stirr trouble?

That’s how French daily Le Monde quoted the Dalai Lama, on September 10. Tibet’s spiritual leader did, however, have something to say to the Chinese leadership:

We don’t seek independence, we demand all the rights that are written down in the Chinese constitution.

It’s funny to be reminded that there is actually such a thing in China – a constitution.

According to Voice of Tibet (VoT), a Norway-based radio station and website, the custodians of the Chinese constitution were kept busy by the Dalai Lama’s visit to France, from September 12 to 18:

His Holiness’, the Dalai Lama’s visit to France received close attention from China. A joint photo with hotel staff and the Dalai Lama, posted by a Hyatt Group Hotel, immediately met with resistance from Chinese netizens who demanded that the hotel remove the online post. Also, students at Sciences Po protested against the recent cancellation of a speech by his Holiness and emphasized “the need to respect free speech”.

达赖喇嘛尊者访法行程受到中方密切关注,凯悦集团旗下饭店在网上刊出员工与尊者的合影后,立即有中国网友提出抗议,要求饭店删除该则贴文。另外,巴黎高政学生则对校方日前取消尊者演讲而表达抗议,强调“言论自由”应受到遵守。

Official receptions for the Dalai Lama on overseas trips from his exile in India have increasingly vexed the Chinese government, writes Radio France Internationale (RFI English service). But that is hardly accurate – efforts to isolate Tibet’s paramount monk have been part of Beijing’s policy ever since the beginning of his exile in India. And depending on China’s clout overseas, such efforts are sometimes highly successful.

The Dalai Lama didn’t get a visa to visit South Africa in 2009. A few weeks later, South African foreign minister Maite Nkoana-Mashabane said that the Dalai Lama could visit South Africa anytime he wanted.

Anytime, except October 2014, of course. (Maite Nkoana-Mashabane was still South Africa’s foreign minister.)

As for the protests against the Hyatt hotel welcome for the Dalai Lama in Paris, VoT writes:

There were Chinese netizens unaware of the facts, who used propaganda content that had been directed against the Dalai Lama by the Chinese Communist Party for decades. They demanded that the removal of the online photo and said that if Hyatt wanted to continue business in China, they should not actively be in touch with this “splittist element”.

有不明真相的中国网友在该则贴文下,使用中共数十年来对西藏议题与达赖喇嘛尊者的不实宣传内容,向饭店表达抗议并要求删除这张照片,更表示:若凯悦集团希望在中国继续经营下去,就不该去主动接触这位“分裂份子”。

Today, on September 17, [the hotel] removed the text and photo from its Facebook page.

今天17日巴黎旺多姆帕悦酒店已从官方脸书上撤下该则贴文和照片。

Apparently, the Collège des Bernadins wasn’t quite that afraid of Beijing. On September 14, they hosted a meeting on inter-religious dialogue with the Dalai Lama.

(Maybe they’ve got a nice auberge for him, too, next time he visits France. He could be in need of one.)

Tibetan Society Abroad

Guess where that picture was taken. The landscape might look Tibetan (to untrained eyes like mine, anyway), so does the building, and, obviously, the traditionally-dressed man in front of the building, anyway. But it is a scene from the U.S. state of Minnesota, and the photo is part of a Hampshire College student’s final year project – Tibetan migrants in the USA, and how they maintain their traditional way of life, or aspects of it.

More information about the project there.

Tibetan society and culture is extremely underreported, online and in the printed press. To make things worse, when you want to read Tibetan online sources, Google Translate doesn’t offer translations. Every bit of information in English helps.

China’s One-Belt-one-Road Initiative: Your Sea is our Sea but My Sea is my Sea

Former Chinese consul general to Kolkata, Mao Siwei (毛四维 毛四维) was optimistic about China-India relations in a India Today Global Roundtable event in Beijing in May 2015, suggesting that there was an expectation in China that Modi would usher in a new model of relations: “India-China 2.0”, according to the Daily Mail. While conceding that border issues, including China’s claim on Arunachal Pradesh, and Chinese investment in the Kashmiri regions controlled by Pakistan “challenged” the relationship, he expressed hope that during Indian prime minister Narendra Modi‘s visit to China would usher in the second stage where the focus will be on Chinese investment and making in India, thus succeeding the “first stage model” of 1988, which had been about “not letting the border issue getting in the way of overall relations”.

While the Roundtable apparently kept things nice, not everyone in Beijing agreed with Mao.

China’s state paper and website “Global Times” wrote on May 11 that

Modi has been busy strengthening India’s ties with neighboring countries to compete with China, while trying to take advantage of the tremendous opportunities for economic development created by China, as Beijing is actively carrying forward the “One Belt and One Road” initiative.

And:

Due to the Indian elites’ blind arrogance and confidence in their democracy, and the inferiority of its ordinary people, very few Indians are able to treat Sino-Indian relations accurately, objectively and rationally. Worse, some Indian media have been irresponsibly exaggerating the conflicts between the two sides, adding fuel to the hostility among the public.

Modi visited contested areas under Indian control to boost his prestige at home, the “Global Times” wrote, and Delhi was reluctant to admit that a widening trade deficit with China – its biggest trading partner – was its own fault.

The paper’s advice:

The Indian government should loosen up on the limits of cross-border trade with China, reduce the trade deficit, improve the efficiency of government administrations, and relax the visa restrictions, in order to attract more Chinese companies to invest in India.

On June 17, on his personal blog, Mao Siwei wrote about China’s One Belt, One Road initiative. India’s geographical position was a motivation for the initiative and needes a response from India, Mao wrote, and tried to answer the question why India was not taking part in the initiative.

Mao looked at what he sees as at least four views among India’s elites, concerning One Belt, One Road, and he cites four Indian commentators as examples for these views. However, he does not link to their articles in question, even though they are all available online, and of course, he leaves out much of the more controversial content there.

While Mao cites Sino-Indian relations expert Raja Mohan as showing the most constructive opinions of all  (quoting an Indian Express article of May 10 this year to prove this point), he writes that there are  also a very negative positions, as taken by Brahma Chellaney (in the context of Chellaney, Mao mentions a China-US Focus article of May 11, 2015).

Indeed, Mohan had warned in March that [as] Prime Minister Narendra Modi prepares for his China visit in May, New Delhi can no longer delay the articulation of a coherent strategy to restore the subcontinent’s historic connectivity,

and rejected Indian anxieties as stemming from the error of viewing China’s Silk Road initiative through the narrow prism of geopolitics.

Mohans conclusions:

That India needs greater connectivity with its neighbours is not in doubt. All recent governments in Delhi have identified it as a major national objective. If China has economic compulsions of its own in putting money in regional connectivity, it makes eminent sense for Delhi to work with Beijing.

There was no either-or when it came to working with Beijing or – or rather and – with Tokyo and Washington.

Chellaney on the other hand sees colonialism looming from the North:

One example of how China has sought to “purchase” friendships was the major contracts it signed with Sri Lanka’s now-ousted president, Mahinda Rajapaksa, to turn that strategically located Indian Ocean country into a major stop on China’s nautical “road.” The new president, Maithripala Sirisena, said on the election-campaign trail that the Chinese projects were ensnaring Sri Lanka in a “debt trap.”

In his election manifesto, without naming China, Sirisena warned: “The land that the White Man took over by means of military strength is now being obtained by foreigners by paying ransom to a handful of persons. This robbery is taking place before everybody in broad daylight… If this trend continues for another six years, our country would become a colony and we would become slaves.”

Besides, Chellaney accuses Beijing of operating a double standard:

China is also seeking to tap the Indian Ocean’s rich mineral wealth, and is inviting India to join hands with it in deep seabed mining there. Yet it opposes any Indian-Vietnamese collaboration in the South China Sea. “Your sea is our sea but my sea is my sea” seems to be the new Chinese saying.

 

Shyam Saran, a former foreign secretary, is cited by Mao Siwei as an example for a moderately positive stance. While Saran sees China and India as competitors in a very complex relationship, and one where China’s navy has not-so-friendly ideas (and ones that correspond with the “One-Belt-One-Road” initiative), Chinese surplus capital was still good for India’s infrastructure, Saran argues. The initiative could also help India to offset the Trans-Pacific Partnership and the Transatlantic Trade and Investment Partnership. At the same time, India should strengthen its security links with America, Japan, ASEAN and Australia, without signing on to a containment strategy against China.
Another rather critical commentator cited by Mao is Jabin T. Jacob, Assistant Director and Fellow at the Delhi Institute of Chinese Studies. Putting aside disputes as advocated by China was easier to practice for larger, than for smaller countries – indeed, the approach constituted a form of hegemony. Besides, China’s focus on initiatives like these was both exceptional among Asian countries, and also failed to acknowledge other maritime traditions and powers.
Jacob doesn’t mention the worn and corny Zheng He narrative, to which even the most benevolent listeners to the CCP tales might feel overexposed, and he doesn’t use the term arrogance either, but then, he hardly needs to. Anyone familiar with the subject can – probably – relate to what he writes.
In short, Jacob sees a new version

of the ancient Chinese political governing philosophy of tianxia. While the concept has been variously defined over history, at its most basic, it represented the rule over peoples with different cultures and from varied geographical areas by a single ruler.

Practically none of these points are mentioned by Mao; he just writes that Jacob doubts China’s ability or preparedness to understand India’s position in the historical Silk Road, and its practical implications, as well as as India’s interests and sensitivities on the Asian mainland and its waters.

It is obvious, writes Mao, that India does not want to respond to Xi Jinping‘s One-Belt-one-Road call, but it is just as obvious, that India is interesting in doing business with China. It could even become the second-largest shareholder in the Asian International Infrastructure Bank (AIIB). India also promoted Sino-Indian railway and port construction (Mao mentions Mundra Port in particular).
However, Mao writes, there is a lack of political and strategic consensus with China (在政治上和战略上与中方缺乏共识). China was focused on economic cooperation, India was focused on border disputes. Regional rivalries – not necessarily recognized by Mao as such – and America’s Asia-Pacific Rebalance (亚洲再平衡) and Narendra Modis Act East policy (向东行动) were connecting to each other on a global level.
And China’s economic involvement in the Pakistan-controlled Kashmir regions – the China-Pakistan Economic Corridor – constituted a flagship of China’s One-Belt-one-Road initiative. Nothing to please India.
In short, India’s non-participation in the One-Belt-one-Road initiative just reflects the objective fact of a “new bottleneck” in current Sino-Indian relations. The author [i. e. Mao Silwei] believes that as long as the two sides can gradually broaden a consensus concerning the handling of border issues, and pay attention to communication concerning maritime security, there should be hope for finding links between the two countries’ development strategies.
总之,印度不参加“一带一路”只是一种表象,它折射出当前中印关系正处于一个“新瓶颈”的客观现实。在笔者看来,只要双方在处理边界问题方面能逐渐增加共识,并在海上安全领域重视沟通、开展合作,中印两国的发展战略相互对接应该是有希望的。

Tibetan New Year, and The Role of the Exiles

I’ve known many of you for a long time and now we’re all showing signs of age. I was 24 years old when our exile began and I’m nearly 79 now. Meanwhile the spirit of our people in Tibet is still strong; they have a strength that has been passed down generation to generation. Wherever we are, we shouldn’t forget that we are Tibetans. Those of us in exile number about 150,000, but what is most important is that the spirit of those in Tibet remains alive, they are the bosses. And it’s because of the hope they have placed in us that we have to keep our cause alive.

Zhu Weiqun: Keep calm in Tibet and Xinjiang and carry on

The article was officially first published by “China Tibet Online” (中国西藏网), and republished by Xinhua online, by People’s Daily‘s CCP webpages, by Guangming Daily online (China’s offical dangwai publication), and by Phoenix (Fenghuang, Hong Kong).

The author is Zhu Weiqun (朱维群), chairman of the ethnic and religious affairs committee of the CPPC. His article suggests that the “splittist” concepts of Tibetan independence and East Turkestan islamic state hadn’t emerged on Chinese soil, but had entered China from abroad, in the wake of imperialism’s aggressions against China. Chinese-speaking readers are provided with details about British policies on Tibet from 1888 to 1914, i. e. aggressions during which false ideas of suzerainty and a Tibetan right to independence were entered into the heads of a minority upper class. In competition with Tsarist Russia, Britain had also tried to get the territories south of the Tianshan Mountains into its sphere of control, writes Zhu.

After World War 2, it had been America which encouraged Tibetan independence and supplied Tibetan forces with arms, and to this day, America was the main financer of the “Dalai clique”, constantly creating cracks and driving wedges on Chinese territory. In Xinjiang, too, it had been upper-class minorities who had been influenced in a “counter-CCP” way (not “counter-revolutionary”, interestingly), including a war by Ospan Batyr against the “People’s Liberation Army”.  After the 9-11 attacks (2001), America had entered Central Asia under the name of counter-terrorism, and American support for “splittist forces” in Xinjiang had moved from behind the curtain to the fore. A John-Hopkins University project started in 2003 – apparently described by project members themselves here – denied that Xinjiang had “since ancient times been an inseparable part of China”, “violently attacked the benefits that China’s government had brought to all nationalities in Xinjiang”, and even though America understood the links between East Turkestan and al-Kaida, Taliban and the threats they constituted for America, America also still saw forces in them that could be used to put pressure on China.

After a description of the World Uyghur Congress and Rebiya Kadeer as Western (and Japanese) tools, Zhu draws a – preliminary – conclusion: China doesn’t harm the West, but the West shamelessly harms China.

The strange thing is, the perpetrators can make eloquent assertions without any feelings of shame. This  can only be explained with some peoples’ view that this kind of perpetration is some kind of political tradition in some countries, a divine right earned from their Christian faith, without a need to care about the interests or feelings of the aggrieved party. The only difference between history and reality is that in history, the West applied armed force right away. These days, [the West] rather relies on its discourse hegemony, dressing its selfish interests up as “universal values”.

奇怪的是,加害者可以如此振振有词,如此毫无羞耻感。这只能解释为,在一些人看来,这种加害是某些国家一种政治传统,是由于基督教信仰而获得的神授特权,根本没有必要顾及受害方的利益和感受。历史与现实的不同之处仅仅在于,西方在历史上更多是直截了当使用武力,而现在则首先依靠其在国际上的话语霸权,将他们的私利装扮成“普世价值”。

In a short account of the U.S.-Chinese recent history of relations, Zhu then writes that during the 1970s, America significantly reduced its support for the “Dalai clique”, so as to win China over against the USSR. The “Dalai clique” had basically turned into pariahs. The “Dalai” was well aware that America wasn’t there to help Tibet, but for the tactical necessities of the Cold War with the Soviet Union, Zhu says, allegedly claiming the Dalai Lama himself.

Likewise, Zhu argues, the March-5 riots in Lhasa in March 1989, and then the “June-4 incident” were a time when the U.S. felt strongly that the “Dalai” was of great value in containing socialist China.

So, in October 1989, as a measure to punish China, the laurel of the Nobel Peace Prize fell on the Dalai’s head, and in 1991, U.S. president Bush senior met with the Dalai, setting the bad precedent of Western heads of state meeting the Dalai. Strongly encouraged, the “Dalai” suggested at the time that Tibet should become an independent state within three years, and made remarks about a collapsing China, according to Zhu.

The article then moves into the present tense, i. e. into the new century: the Beijing Olympics 2008, the 3-14 Lhasa riots, and violent interceptions of the Olympic torch relays.

At the same time, Western leaders collectively threatened to boycott the opening ceremony of the Olympic Games, humiliated China, put pressure on the Chinese government to make concessions to the Dalai clique. Only because the situation in Tibet quickly returned to normal, and because Chinese people and overseas Chinese people all over the world raised their voices in support of the Chinese government, strongly opposing the Dalai’s and CNN’s and other Western media incidents to humiliate China, the West no longer dared to move things around.

与此同时,西方领导人以集体抵制北京奥运会开幕式威胁、羞辱中国,压中国政府对达赖集团作出政治上的让步。只是由于西藏局面迅速恢复正常,全中国人民和全球华侨华人群起发声支持中国政府,强烈反对达赖集团和CNN等西方媒体辱华事件,西方才没敢把事情做绝。

It’s a long list of Chinese humiliations, Western aggression, Western pragmatism, Western fears (of China changing the global rules) etc., and, of course, of Chinese victories, with the corresponding ups and downs for the “Dalai clique”. Zhu’s article continues with – no specific – accusation that Western countries had seen contradictions within their societies which they suppressed, not least because of economic crisis, and contrasts this with the way the 3-14 Tibet riots (2008) or 7-5 Urumqi incident (2009) were portrayed by Western media (unfavorably for the Chinese government). Tibetan self-immolations, too, get a mention by Zhu.

The Western refusal to address Tibetan pre-CCP history as a history of exploitation and serfdom (27 manors and more than 6000 farmer-slaves owned by the “Dalais”), and a constant “brainwash” of the Western public (Zhu himself puts the brainwash into quotation marks), made it impossible for common Westerners to “correctly understand the justified nature and the necessity of the Chinese government’s struggle against the Dalai clique” (当然也就不能正确了解中国政府对达赖集团斗争的正义性和必要性).

Sooner or later, however, America would understand that double standards like these impaired their own national interests, such as links between their Xinjiang allies and al-Kaida, or extremist elements within the “Arab Spring”.

Zhu also tries to explain European inabilities to “understand China” with European history and the trend to nation-states there during the past one or two centuries. Too much national self-determination, however, would bring instability to Europe, too, he writes, citing Bosnia and the partitions of India (but not that of Czechoslovakia or, possibly, the United Kingdom and Scotland, apparently). In China, this way of ruling was simply not feasible. In short, Zhu describes economic, political, cultural and blood relationships as too intricate to apply self-determination in China. It is here where his article may become clearly more complex than this traanslation – or that’s how I see it -, but he definitely wouldn’t admit that the CCP has kept creating the situation where “self-determination can’t work”.

In many ways, the article is a comprehensive rehash of the propaganda that dominated the Chinese press and “public opinion” in 2008 and after. Nazi Germany, too, is invoked as a co-author of an unrealistic Western picture of Tibet:

Even Nazi Germany tried to find the secret power here [in Tibet] to rule the world, and a Nazi element named Heinrich Harrer was commissioned to go to Tibet and to establish relations with the upper class there. From 1946, this man was the 14th Dalai’s political adviser and English teacher, and he only fled Tibet in 1951. In his book “Seven Years in Tibet” and in related interviews, he describes feudalistic and farmer-slave-system Tibet as “the last piece of pure earth on the globe” – “you can find there, on the roof of the world, what we have lost in the West.” The 1997 Hollywood adaptation of the book not only concealed the author’s Nazi identity, but also, by fabrications, suggested that Tibet wasn’t a historic part of China, distorting peaceful liberation into a “Chinese invasion of Tibet”, thus deliberately misleading the Western public.

甚至纳粹德国也试图从这里找到可以统 治世界的“神秘力量”,一个叫海因里希·哈勒的纳粹分子受命前往西藏与上层建立联系,此人从1946年起给十四世达赖充当政治顾问和英文教师,直到 1951年才逃离西藏。在其《西藏七年》一书和相关采访中,把封建农奴制统治下的西藏描述为“地球上的最后一片净土”、“我们西方人在现实生活中遗失的东 西在这个世界屋脊的城市里都可以找到”。1997年好莱坞把这本书改编为电影,不仅掩盖了作者的纳粹身份,而且捏造情节否认西藏历史上就是中国一部分,把 和平解放歪曲为“中国入侵西藏”,蓄意误导西方公众。

In short: ugly things were made looking beautiful, and things got farcial enough to make a Spanish judge indict Chinese leaders to curry favor with the public (乃至发生西班牙法官借起诉中国领导人讨好“民意”的丑剧), writes Zhu. But with China’s growing global role, those Western countries couldn’t carry on like that, unless they wanted to harm themselves.

While it was important to inform the Western public about Tibet and Xinjiang, the Western elites wouldn’t settle with anything less than a Chinese acknowledgement that the two territories did not belong to China, writes Zhu. Therefore, illusions needed to be abandoned, and Chinese control be safeguarded:

Only when the West sees the inevitability of a strong China, and that separating Tibet and Xinjiang from China is just a “beautiful dream”, that it is in the Western interest to develop and safeguard relations with China rather than the contrary, it may lead the West to change its thinking.

只有使西方认识到中国的强大是不可避免的,使西藏、新疆脱离中国只是一场“美丽的”梦,而西方的利益在于发展、保护同中国关系而不是相反,才可能促使西方转换一下思路。

A Petition for the Release of Ilham Tohti

Ilham Tohti, an ethnic-Uyghur Chinese economist based in Beijing, was taken from his Beijing home by several police officers on January 15, under suspicion of breaking the law. His whereabouts appear to be unknown.

Tohti had been arrested before, in 2009, reportedly for having written critically about government policies toward the Uighurs. He was apparently released in August the same year.

Tsering Woeser has posted » a petition, drafted by her husband Wang Lixiong. According to the post, 1,801 signatures from 42 countries were collected by 20:00 hours Beijing time on Tuesday. The post includes an English translation of the petition.
