Sports, Meeting the Bad Guys

Once she was the richest woman in Xinjiang, having amassed a fortune trading commodities with neighboring Central Asian countries and owning Urumqi’s largest department store.

Officials would bring foreign visitors to meet her, as living refutation of Uighurs’ complaints that Chinese policies relegated them to second-class citizenship.

That’s how the Christian Science Monitor described the earlier life of Rebiya Kadeer, in summer 2009. Then, the article moved on to her later years in East Turkestan and China – her fall from grace, her arrest, and her term in jail during the early 2000s.

Her story came to my mind when Mesut Özil, a player for Arsenal and a German citizen, resigned from Germany’s “national team” on Sunday, i. e. from the German Football Association’s (DFB) top team that vies for the FIFA World Cups or at the UEFA European Championships every four years respectively.

Özil, approaching his 30th birthday this year, has been a star in Germany for most of the past decade. There have also been derogatory remarks about him in the past, and a right-wing politician called Özil a “plastic German” live on television, referring to the synthetic material covering German identity cards. But Özil’s career developed unobstructedly. So did his public image.

Özil was born as a Turkish citizen, in the German town of Gelsenkirchen. He took German citizenship in 2007, and if the few statements he publicly made are something to go by, he probably considers himself a citizen of the world.

Kadeer was reportedly on her way to meet a politician in Urumqi when she was arrested, in 1999. The politician was a bad guy – an American.

Özil met a politician at Arsenal in London earlier this year. The politician was a bad guy, too – the Turkish president.

Obviously, there are differences between the American bad guy and the Turkish bad guy. The American politician was a bad guy because he cared about human rights. The Turkish president is a bad guy because he gives a damn on human rights, and on the rule of law.

But this is where Özil’s fall from grace began. It’s in the nature of the sport that he was known way beyond the world of soccer, Germany’s number one sport. He was sold – by the DFB and by German politics – as a shining example of “integration”, the incorporation of migrants into German society.

That was weird, given that he had lived in Germany from day one of his life anyway, but propaganda doesn’t have to be accurate. It is meant to tie the nation together, rather than to inform it. And for about a decade, the message seemed to work for the cause of social cohesion.

Soccer doesn’t breed the most civil interaction, certainly not among the fan base. And it isn’t the best ground for decent standards on the level of business operations either. To demand that people who make millions from playing soccer should be “role models” is an excessive demand – no matter if they are made on foreigners or compatriots, migrants or Mayflower descendants (or whatever their German equivalents may be). If things go well, you won’t get into public-relations trouble. But it can easily happen. It is currently happening to the DFB president, Reinhard Grindel, too, because much of Özil’s criticism in his letter of resignation was targeted at him, and while the press is critical of the accusations in Özil’s letter of resignation, the DFB is criticized mercilessly – for “racism” by some, for chaotic management by many.

Özil’s preparedness to meet Turkish president Erdogan for a photo op was read as an endorsement for the campaigning politician by many in Germany, and probably by some Turkish voters, too. His explanation that it wasn’t meant to be an endorsement, but just a show of respect for the presidential office, didn’t convince the German public.

But why did he have to seek excuses at all? The world of sports isn’t about human rights – not even when it comes to safety standards. And did Jacques Rogge have to apologize for meeting Hu Jintao? Not really.

Did Lothar Matthäus have to explain why he had been sitting next to Hungarian prime minister Viktor Orbán when the country’s political leader opened a soccer stadium? Neither.

Socializing with unpleasant political leaders, and making yourself useful (or making them useful to yourself, or both) is an important element of “professional sports” – if you  can’t put up with it, change it, or stop being a fan. But don’t beam your anger on a few guys in particular.

Is there a moral to this story? Maybe it is a lesson about the dangers of propaganda. For most of the past decade, Özil fitted well into collective German ego-boosting. Now, sudden new fans use his image to agitate their audiences.

Don’t hold your breath for role models in sports. Once in a while, there may be some – maybe Muhammad Ali became one, in the course of many decades. But usually, some of a person’s action (or inaction) may be admirable, some other may be detestable.

Hundreds of sports officials, and thousands of cadres, have proven by their behavior that commercial sports isn’t doing embroidery.

That said, it isn’t writing essays, either.

Shortwave Logs, December 2017: Germany’s annual Public-Radio High-Frequency Broadcast

“Gruß an Bord” is one of the oldest programs1) carried on German public radio, and the only one among these that is still broadcast on shortwave. Once a year, that is. The program starts at 19:00 UTC and runs through 23:00 UTC, i. e. Midnight central European time (see table there).

Christmas Eve on Sunday was that one night a year when a public German-language radio broadcaster returns to shortwave: “Gruss an Bord” is a program where sailors’ relatives and friends send greetings to their loved ones on board, wherever on the seven seas they may be2).

From Norddeich Radio to Deutsche Welle

“Gruß an Bord” first went on air in 1953. Back then, according to Norddeutscher Rundfunk (NDR, northern German radio), coastal radio station Norddeich Radio beamed the wistful messages across the seas.

It hasn’t been aired every year since, according to an NDR press release of 2009, which provides no notes about at which times there had been interruptions.

Some time after its inception, Germany’s public foreign broadcaster Deutsche Welle must have taken the task of broadcasting “Gruss an Bord” internationally, while NDR has always been in charge of the content.

Norddeich Radio has been defunct since the 1990s, and Deutsche Welle terminated their German-language broadcasts on shortwave in 2011. “Deutschland schafft sich ab” (Germany does itself in), an angry seafarer reportedly wrote in a protest letter.

From Deutsche Welle to Media Broadcast

It appears that the program was limited to VHF/FM and medium wave in December 2011, but in 2012, NDR bought airtime from Media Broadcast, a company that operates the Nauen transmitter station ( a site formerly used by Deutsche Welle). They also coordinate with other broadcasting sites in Europe.

NDR is a public broadcaster operating in the federal states of Mecklenburg-Vorpommern, Schleswig-Holstein, Hamburg, and Lower Saxony. (As Bremen was part of the American occupation zone in post-war Germany, the city state runs a broadcasting station of its own, Radio Bremen.)

The first hour – and some of the second – of this year’s broadcast were recordings made earlier in December, at Hamburg’s Duckdalben international seamen’s club (or Seemannsmission), a place operated by Germany’s evangelical church. Some time during the second hour of this year’s program, recordings from Leer, a town in Eastern Friesland, Germany’s far northwest, were broadcast. Leer is only a small town, with some 30 to 35 thousand population, but it is a place with a lot of history, and a navigation school. Probably not least thanks to the latter, Leer is considered the place with the second-largest number of shipping companies in Germany, after Hamburg.

In Leer’s “Kulturspeicher”, the NDR’s Lower Saxony broadcasting house also made some recordings, on December 10, to televise a few minutes of them within the state on December 23, in a 3’19” report. (The video should remain online for a few weeks.)

The show felt a bit as if it was from a different era, trade magazine website Radioszene noted four years ago. That’s hard to deny, when you look at the cozy arrangements captured by the NDR cameras.

But then, even in 1979, Werner Bader, head of Deutsche Welle’s German programs at the time, observed that

A minority keeps criticizing, sometimes wittingly, that the two programs [“Gruß an Bord” and “Grüße aus dem Heimathafen”, another sailors’ program] were unctuous. But a majority advocates to carry them forward.
(Eine Minderheit kritisiert immer wieder, in beiden Sendungen gebe es Rührseligkeiten, und sie tut es manchmal auch geistreich witzig. Aber die Mehrheit plädiert für das Wunschkonzert und die “Grüße aus dem Heimathafen”.)

The Audience: families, the wider public …

“Gruß an Bord” is aired by a public broadcaster, and at the same time, it is about family – two rather different target audiences. An NDR editor interviewed in the December 23 report from Leer, tries to match the two:

If this is about feelings, the broadcast is still needed. If someone says that most of the German ships have been equipped with internet for a year now, and that families can skype or text each other, or use Whatsapp – but then, people may sit alone in their bunk, on Christmas Eve, before and after their meals, that’s not the same as if you join everyone else in the mess deck, listening to this broadcast together.
Wenn es um Gefühle geht, dann braucht man die Sendung noch. Wenn jetzt jemand sagt, die deutschen Schiffe sind seit einem Jahr weitgehend mit Internet ausgerüstet, und dann können die Familien miteinander skypen und sich eine SMS schicken oder per Whatsapp kommunizieren, aber da sitzen vielleicht die Leute allein in ihrer Koje am Heiligen Abend, vorm Essen, nach dem Essen, bekommen ihre Whatsapps, das ist ja nicht so, als wenn  man gemeinsam in der Messe sitzt und dann vielleicht gemeinsam diese Sendung hört.

Or as put by an (apparent) senior sailor in a television report from the Hamburg event, the program is

special, because you get the impression that – even if you can be reached by email, smartphone etc. -, the public is aware of you.
Das Besondere an der Sendung ist, dass man eben tatsächlich den Eindruck hat, dass man – auch wenn man über Email, Handy erreichbar ist, trotzdem auch im Bewusstsein der Öffentlichkeit ist.

… and the friends of the high frequencies

I recorded all of the program, and listened to some of it. It remains a reverend institution, and worth listening to. But I think I liked the final twenty-five minutes best. There, letters and emails were read out from an ordinary broadcasting studio – well-structured and carefully thought out messages, rather than improvised talk into microphones.

I have no idea how many people listen to the programs, and where. But when listening to the mails and letters being read out, you realize that a substantial share (if not the majority) of those who listen to the shortwave transmissions must be shortwave aficionados, rather than seafarers:

A thing Germany has in common with countries like China, India, or Japan are its pasttime associations, and its shortwave listeners’ associations not least. They, too, may be an explanation as to why a radio institution like “Gruß an Bord”, allegedly from a different era, remains on air – at least once a year.

The 6155 kHz relay transmission from Armenia – offering the best signal among all the sites rebroadcasting “Gruß an Bord” – goes off air a few seconds after 23:00 UTC. CPBS Beijing emerges on the same frequency, informing me that it’s the eighth day of the lunar calendar’s  eleventh month today.

19th CCP National Congress Editorial: “A Smile in the World of the Dead”

According to Huanqiu Shibao, Wang Dehua (王德华) is an internet public sentiment analyst. He is also a regular columnist for the paper.

The following is a translation of his editorial published on October 21, the fourth day of the CCP’s 19th national congress. Links within blockquotes added during translation.

The 19th national congress report1) has come up with the major judgment that “socialism with Chinese characteristics is entering a new era”. The words of the “new era” appeared 36 times in secretary general Xi Jinping’s three-and-a-half-hours report. This is a historic turning point, and we are its fortunate witnesses.

十九大报告作出“中国特色社会主义进入新时代”重大判断。“新时代”一词,在习总书记约三个半小时的报告中一共出现36次。这是历史性的转折点,我们是幸运的见证者。

According to secretary general Xi Jinping’s discourse, socialism with Chinese characteristics has entered into a new era, which is “the new historic direction” of China’s development. Entering the new era, Chinese society’s major contradictions have changed into contradictions between the continuously growing needs of the people for a beautiful life, and unbalanced and insufficient development.

按照习总书记的论述,中国特色社会主义进入新时代,这是中国发展“新的历史方位”;进入新时代,中国社会主要矛盾已经转化为人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾。

For 200 years since 1840, the Chinese nations has gone through one-hundred years of deliverance, one-hundred years of rejuvenation, centering around the question as to how free China from an environment where it had been “the sick man of Asia”, been trampled upon, and been bullied and humiliated. The China of the not-too-distant past ate every medicine and every ideology to save itself, but turning to any doctor one could find only led to the outcome of “remaining unacclimatized”.

从1840年以来的近200年历史,中华民族经历百年救亡、百年复兴;核心是怎么把中华民族的命运,从过去那种“东亚病夫”、任人宰割、任人欺凌的环境中解脱出来。近代中国为了救中国,什么药方都吃过,什么主义都试过,但是病急乱投医的结果是“水土不服”。

With the sound of gunfire, from the October Revolution came Marxism. China’s communists combined China’s national conditions, led the new democratic revolution, and finally tied a knot for deliverance, and solved the problem. To solve the problem of Chinese people taking beatings, Mao Zedong announced from Tian’anmen Tower that “from now on, the Chinese people has stood up”.

十月革命一声炮响,送来了马克思主义。中国共产党人结合中国国情,领导新民主主义革命,最后给救亡的命题打了一个结,作了一个了断。中国人解决挨打的问题,是毛泽东在天安门城楼上发出的那一声“中国人民从此站起来了。”

The Mao Zedong era solved the problem of Chinese people taking beatings, and the Deng Xiaoping era solved the problem of Chinese people going hungry. Singapore’s “Lianhe Zaobao” said in a commentary that “socialism with Chinese characteristics has entered a new era, which means that the Chinese nation has come from standing up and getting rich to the great leap of getting strong”.

毛泽东时代,解决了中国人的挨打问题;邓小平时代,解决了中国人的挨饿的问题。新加坡联合早报评论称,“中国特色社会主义进入新时代,意味着中华民族“迎来了从站起来、富起来到强起来的伟大飞跃”。

“Cheerful singing shall replace mournful sighs, smiling faces shall replace tearful faces, prosperity shall replace poverty. Health shall replace pain and difficulties, wisdom shall replace ignorance, fraternal love shall replace enmity and murder, happiness of life shall replace grief, radiant and enchanting gardens shall replace wasteland” … These words from martyr Fang Zhimins “Lovely China” essay, the new era of a “lovely China”, has arrived now. Fang Zhimin, too, may now carry a smile on his face in the world of the dead.

“欢歌将代替了悲叹,笑脸将代替了哭脸,富裕将代替了贫穷。康健将代替了疾苦,智慧将代替了愚昧,友爱将代替了仇杀,生之快乐将代替了死之悲哀,明媚的花园,将代替凄凉的荒地”……方志敏烈士在《可爱的中国》一文中描绘的“可爱的中国”的“新时代”已经到来,他也可以含笑于九泉了。

There are many interpretations of how the Chinese nation has come from national peril to national rejuvenation. The main principle is that the fate of the nation and the individual are intimately interlinked. During the miserable decade of a century, without a country there was no home2). When the country is strong, I am strong, when the motherland is prosperous, I am prosperous. History has shown time and again that only with the Communist Party, China can be rescued, and only with the Communist Party, China can develop.

中华民族从民族危亡到国家复兴,无不深刻诠释一个道理,国家的命运从来与个人的命运息息相关。在那个悲惨的年代,没有国哪有家;祖国强,我强;祖国富,我富。历史一再证明,只有共产党才能救中国,才能发展中国。

History is a mirror. The pendulum has swung back for the motherland. Heaven is not going to throw down meat pies. Rather, this is the outcome of our forefathers and our own efforts. I am proud because I am a witness, a participant, and a beneficiary of reform and opening up, and of the motherland’s great advance. Several years from here, when facing my offspring, I can proudly say that I took part in the motherlands power and prosperity, I wasn’t a bystander!

历史是一面镜子。祖国30年河东,30年河西。“30年”河东变成河西,天上不会掉下馅饼,是父辈和我们奋斗出来的。我骄傲,因为我是改革开放和祖国腾飞的见证者、参与者,也是受益者。若干年后,当我面对子孙的时候,我可以自豪的说,祖国的强盛我参与了,我不是旁观者!

All the great achievements are the results of continued struggle, all the great causes need to push on, building bridges between earlier and later stages. Each generation carries its generational mission, and we bravely assume our own mission. Don’t forget from where you started, accomplish your misson, always walk with the Party, let the youthful dream fly in the vivid practice of achieving the Chinese dream, and struggle diligently for the future of the motherland!

Political Time Check (Febr 2017): “Synchronized Efforts”

The following is a translation of an article published by the “People’s Daily”, online and in its printed edition, on February 14 this year, by an author named Zhao Zhenyu (赵振宇). Links within blockquotes added during translation.

“A leading cadre’s time of reign is limited, and even more limited is the time he works in the same place. As leading cadres, we must, in the spirit of strife from dawn to dusk, cherish time just the more, make use of this limited time, to do practical and good things for the masses.” During the past few days, when I reviewed secretary general Xi Jinping’s discussion of time, I felt the style of pragmatic and careful work again, and experienced again the time civilization, which is indispensible to the era of pursuing the Chinese dream.

“一个领导干部,在位的时间是有限的,在一个地方工作的时间更有限。我们每一个领导干部都要以‘只争朝夕’的精神,倍加珍惜在位的时间,充分利用这有限的时间,多为群众办实事、办好事。”近日重温习近平总书记关于时间的谈话,再次感受到务实、精细的工作作风,体会到逐梦时代不可或缺的时间文明。

The seasons come and go, untouched by the words that try to describe them. In the beginning, time was an abstract concept, and something hard to grasp. When the forefathers of humankind began to record things by tying knots, measuring time was still something people strived to understand and to master, and became a criterion of civilisational expansion and progress. Of course, in history, people from ancient times formed an awareness of time under the impression of “work from sunrise and to rest after the sunset”, and they developed an attitude that appreciated time, by “attributing little value to a jade ring, but great importance to a single ray of light”. They were careful “not to miss the farming season, so as to reap the harvest in due course”. Time culture, with its connotations of understanding and cherishing time and respecting punctuality, reminds us to scientifically master time, and to effectively use time.

天不言而四时行,时间最初是一个抽象而难以把握的概念。从人类先祖结绳记事开始,定量化的时间才被逐渐认识和掌握,成为文明拓进的一个向度。当然在历史上,古人很早就形成了“日出而作,日入而息”的时间意识,形成了“贱尺璧而重寸阴”的惜时态度,形成了“不违农时,谷不可胜食也”的守时观念。以识时、惜时、守时为内涵的时间文明,提醒我们科学把握时间、有效利用时间。

No blossoming dream can occur without irrigation, and no civilizational advancement can do without the helping hand of time. Time pushes ahead without turning back, and any waste of time amounts to affecting a society’s civilization negatively. Time is the material that forms life, and wasting other peoples’ time means nothing less than scheming murder. In particular, it is the context of “infinite time” and “finiteness of life” that magnifies the value of time and the significance of struggle. That’s why Marx said that all savings ultimately amounted to saving time. As we enter the modern era of milliseconds and microseconds, the architectures-dream value of time becomes yet more apparent. Only by conserving time culture and renovating the notion of time, can we surge forward to enrich human life, and gallop into the realms of dreams.

一切梦想的花开,都离不开时间的浇灌,一切文明的进阶,都离不开时间的助力。时间总是不可逆转地向前推进,对时间的浪费,不啻对社会文明的怠慢甚至贻误。时间是组成生命的材料,浪费别人的时间无异于谋财害命。尤其在“无限的时间”与“有限的生命”的语境下,更凸显出时间的宝贵、奋斗的意义。所以马克思说,一切节约归根到底都是时间的节约。当时代的车轮驶入以毫秒、微秒计时的现代社会,时间的筑梦价值更加显现。涵养时间文明,刷新时间观念,我们才能激荡出彩人生、驰骋梦想国度。

“dit dit dit … Beijing time is x hours.” On December 15, 1970, the National Time Service Center began to broadcast Beijing standard time to the nation on shortwave. From that time on, this familiar timecheck became a reference for peoples’ coming and going. Achieving the goals of the struggles for the Chinese dream and of the “two two-hundreds”, on this brave march forward and the center’s*) strategic dispositons and reform guidelines equally depend on synchronization by Beijing time. All regions, all departments, and all units, in the process of reform and development, are united in action, in unanimous efforts. Connection with the center*) by synchronization and example guarantee that our ideology and our actions serve as rules, and only this enables the entire nation’s chessboard implementation of cooperation, to rise to the cohesive effect of “pearls falling into a jade plate”.

“嘀嘀嘀……北京时间×点整。”1970年12月15日,国家授时中心开始向全国进行短波广播标准的北京时间。从那时起,这个耳熟能详的报时声成为人们出入起居的时间参照。实现中国梦、实现“两个一百年”的奋斗目标,在这条奋进之路上,中央的战略部署和改革方针,同样是我们需要不断对表的北京时间。各地区、各部门、各单位,在改革发展中同中央步调一致、力度一致,一以贯之地与中央对表、看齐,确保我们的思想与行动都以此为准,才能产生“全国上下一盘棋”的落实合力,起到“大珠小珠落玉盘”的聚合效果。

From the venturing cry of “ten thousand years are too long, seize the day, seize the hour” to the firm exploration of “Development is the unyielding argument”, and to the magnificent journey of “reform does not stall, opening up does not stop”, time culture on the national level has amply broken new ground of meaning. We must continue to cultivate this kind of time consciousness. In reality, there is no action of reform and development without a time frame. When it comes to structural reform of production capacities and supply, it is true that resisting forces remain strong, and policies to enable access to pure resources, clean energy etc. comes at high costs, but if we can’t resolutely and decisively implement reform, we may lose the exceptionally favourable opportunity of economic transformation. As for realizing the key issue of moderate prosperity, to seize the opportunity that time provides us with, from an insightful position, is exactly the best attitude to welcome the future.

从“一万年太久,只争朝夕”的创业呐喊,到“发展才是硬道理”的坚定探索,再到“改革不停顿、开放不止步”的壮丽征程,国家层面时间文明充满开拓进取意味。今天,我们仍然需要培育这样的时间意识。现实中,各项改革发展举措,莫不有时间窗口。去产能、去库存等供给侧结构性改革任务固然阻力重重,置备污染净化设备、普及清洁能源等治霾之策固然成本高企,但我们现在如果不能毅然决然地落实改革,就可能丧失经济转型的绝佳时机。对冲刺在实现全面小康关键一程上的中国而言,把握时间给予的机遇,正是眺望前路、迎向未来的最好姿态。

Is the Truth losing in Today’s World? (And if Yes: How so?)

That’s what Richard Stengel, currently undersecretary for public diplomacy at the State Department, believes, according to a Washington Post article:

“We like to think that truth has to battle itself out in the marketplace of ideas. Well, it may be losing in that marketplace today,” Stengel warned in an interview. “Simply having fact-based messaging is not sufficient to win the information war.”

And, adds the author of the WaPo article, David Ignatius:

How do we protect the essential resource of democracy — the truth — from the toxin of lies that surrounds it? It’s like a virus or food poisoning. It needs to be controlled. But how?

Fascinating stuff – fascinating, because it feels like a déjà vu to me (and I’m wondering for how many others who have a memory of some decades).

When I studied and worked in a fairly rural place in China, I had a number of encounters with – probably mainstream – Chinese worldviews. That was around the turn of the century, and these were probably the most antagonistic, and exciting, debates I ever had, as the only foreigner among some Chinese friends. Discussions sometimes ended with the two, three or four of us angrily staring at each other, switching to a less controversial topic, and bidding each other a frosty good-bye.

But there was a mutual interest in other peoples’ weird ideas. That’s why our discussions continued for a number of weekends. At at least one point, I felt that I had argued with overwhelming logic, but my Chinese interlocutor was unimpressed. I blamed Chinese propaganda for his insusceptibility, but apparently, propaganda was exactly his point: “If propaganda helps to keep my country safe, I have nothing against propaganda,” he replied.

I found that gross. The idea that propaganda should just be another tool, something you might volunteer to use and to believe in, so as to keep your country and society stable, was more alien to me than any Chinese custom I had gotten to know.

The idea that truth is, or that facts are, the essential resource of a (working, successful) democracy looks correct to me. Democracy can’t work without an informed public. But when it comes to German mainstream media, I have come to the conclusion that they aren’t trustworthy.

I agree with the WaPo article / Richard Stengel that the US government can’t be a verifier of last resort. No government can play this kind of role. The Chinese party and state have usurped that role, but China is known to be a low-trust society – that doesn’t suggest that they have played a successful role as official verifiers. While many Chinese people do apparently think of their government as the ultimate guardian of national sovereignty and individual safety from imperialist encroachment, they don’t seem to trust these domestic public security powers as their immediate neighbors.

And the ability of any Western government to be a verifier ends as soon as an issue involves state interests, government interests, or governing parties’ interests.

The US government as a verifier of last resort concerning the Syria war? That idea isn’t even funny.

The German government as a verifier of last resort when it comes to foreign-trade issues (within the European Union, or beyond)? Bullshit.

But what about the American media? I don’t have a very clear picture of how they work, but it would seem to me that US television stations usually address the issues that earn them most of the public’s attention. If that is so, it should be no wonder that Donald Trump profited more from media attention, than Hillary Clinton.

But if tweets, rather than platforms, become the really big issues, the media must have abandoned the role that has traditionally been ascribed to them.

German (frequently public-law) media are strongly influenced by political parties, and apparently by business-driven foundations, too.

I don’t know if something similar can be said about American media, but even if only for their attention-seeking coverage, they can’t count as well-performing media either.

What about “social” media? According to Stengel, as quoted by the Washington Post, they give everyone the opportunity to construct their own narrative of reality.

Stengel mentions Islamic State (in 2014) and Russian propaganda campaigns as examples. In the latter’s case, he points to the hacking of the Democratic National Committee and other political organizations during the elections in particular.

I believe that Stengel / Ignatius may have half a point. Russia – provided that they were indeed behind the leaks – only targeted Clinton’s campaign, not Donald Trump’s.

But then, wouldn’t it have been the task of the US media to unearth either campaign’s dirty secrets? Russian propaganda performed, even if only selectively, where US media had failed. It exposed practice in the Democratic Party leadership that was hostile to democracy, but acting under the guise of defending it.

How should citizens who want a fact-based world combat this assault on truth, Ignatius finally asks, and quotes Stengel once again, and addressing the role of “social media”:

The best hope may be the global companies that have created the social-media platforms. “They see this information war as an existential threat,” says Stengel. The tech companies have made a start: He says Twitter has removed more than 400,000 accounts, and YouTube daily deletes extremist videos.

Now, I’m no advocate of free broadcasts for ISIS videos. But if the best hope is the removal of accounts and videos by the commercial providers, it would seem that there isn’t much hope in human power of judgment, after all – and in that case, there wouldn’t be much hope for democracy as a model of government.

Ignatius:

The real challenge for global tech giants is to restore the currency of truth. Perhaps “machine learning” can identify falsehoods and expose every argument that uses them. Perhaps someday, a human-machine process will create what Stengel describes as a “global ombudsman for information.”

Wtf? Human-machine processes? Has the “Global Times” hacked the WaPo?

Warum gibt es Propaganda?

Im folgenden Blockquote eine nicht autorisierte Übersetzung aus Jacques Ellul, “Propaganda – the Formation of Men’s Attitudes”, New York, 1965, 1973 in englischer Übersetzung des französischen Originals, Seiten 105 (u.) – 108 (0.).

Fußnoten wurden weggelassen. Inhaltliche Irrtümer beim Übersetzen sowie Typos sind jederzeit möglich.

Ich stelle meine auszugsweise Übersetzung hier unter der Annahme ein, dass sie unter “fair use” fällt, was auf der FC-Plattform möglicherweise nicht der Fall wäre.

Man muss auch im Auge behalten, dass Propaganda sich auf die dichteste Masse konzentrieren muss – sie muss organisiert werden für die enorme Masse Einzelner. Diese große Mehrheit findet sich nicht unter den Reichen oder sehr Armen; Propaganda wird also für die gemacht, die einen bestimmten Lebensstandard erreicht haben. In westlichen Ländern wendet sich Propaganda an den Durchschnittsmenschen, der alleine eine wirkliche Kraft repräsentiert. Aber, man könnte sagen, in den sehr armen Ländern wie Indien oder den arabischen Nationen wendet sich Propaganda an eine andere Masse, an die sehr Armen, die fellahin. Nun, der Punkt ist der, dass diese Armen nur sehr geringfügig und langsam auf irgendeine Propaganda reagieren, die nicht Agitationspropaganda ist. Die Studenten und Händler reagieren – nicht die Armen. Dies erklärt die Schwäche von Propaganda in Indien und Ägypten. Denn wenn Propaganda wirkungsvoll sein soll, muss der Propagandisierte einen bestimmten Vorrat an Ideen und eine Anzahl konditionierter Reflexe haben. Diese werden nur mit etwas Wohlstand erworben, mit etwas Erziehung, und der inneren Ruhe, die aus relativer Sicherheit erwächst.

Im Gegensatz dazu kommen alle Propagandisten aus der oberen Mittelklasse, ob sowjetisch, nazi, japanisch oder amerikanische Propaganda. Die reiche und sehr gebildete Klasse stellt keine Propagandisten zur Verfügung, weil sie fern vom Volk ist und es nicht gut genug versteht, um es zu beeinflussen. Die untere Klasse kann keine zur Verfügung stellen, weil ihre Mitglieder selten die Möglichkeiten haben, sich selbst auszubilden  (selbst in der UdSSR); und wichtiger, sie können nicht ein paar Schritte zurücktreten und sich ihre Klasse mit der Perspektive ansehen, die erforderlich ist, wenn man Symbole für sie konstruieren will. Daher zeigen Studien, dass die meisten propagandisten aus der Mittelklasse rekrutiert werden.

Die Bandbreite propagandistischen Einflusses ist größer und umfasst auch die untere Mittelklasse und die obere Arbeiterklasse. Aber damit, dass man den Lebensstandard erhöht, immunisiert man niemanden gegen Propaganda – im Gegenteil. Natürlich, wenn jeder sich auf dem Level der unteren Mittelklasse befände, hätte die heutige propaganda vielleicht weniger Erfolgsaussichten. Aber in Anbetracht der Tatsache, dass der Aufstieg zu diesem Level allmählich erfolgt, macht der steigende Lebensstandard – im Westen, wie auch im Osten und in Afrika, die kommenden Generationen empfänglicher für Propaganda. Letztere etabliert ihren Einfluss, während Arbeitsbedingungen, Ernährung und Wohnbedingungen sich verbessern und während gleichzeitig ein gewisse Standardisierung der Menschen einsetzt, ihre Umformung zu dem, was man als normale, typische Leute betrachtet. Aber während das Aufkommen eines solchen [106] “normalen” Typs einmal automatisch und spontan war, wird es nun immer mehr zu einer systematischen Schöpfung, bewusst, geplant und beabsichtigt. Die technischen Aspekte der menschlichen Arbeit, ein klares Konzept sozialer Beziehungen und nationaler Ziele, die Errichtung einer Form üblichen Lebens – das alles führt zur Schöpfung eines Typs normaler Menschen und führt alle Menschen in geeigneter Weise, auf einer Vielzahl von Wegen, hin zu dieser Norm.

Darum wird Anpassung zu einem der Schlüsselworte allen psychologischen Einflusses. Ob es sich nun um eine Frage der Anpassung an Arbeitsbedingungen, des Konsums oder eines Milieus handelt – eine klare und bewusste Absicht, Menschen in das “normale” Muster zu integrieren, herrscht überall vor. Dies ist der Gipfel propagandistischen Handelns. Zum Beispiel besteht kein großer Unterschied zwischen Maos Theorie der “Gussform” und dem McCarthyismus. In beiden Fällen ist Normalität das Ziel, in Übereinstimmung mit einer bestimmten Lebensweise. Für Mao ist Normalität eine Art idealen Menschens, der Prototyp des Kommunisten, der geformt werden muss, und dies kann nur damit getan werden, dass der Einzelne in eine Form gepresst wird, in der er die gewünschte Form annehmen wird. Da das nicht über Nacht passieren kann, muss der Einzelne wieder und wieder in die Form gepresst werden, und Mao sagt, dass es dem Einzelnen selbst völlig bewusst ist, dass er sich dieser Operation aussetzen muss.

Auf der anderen Seite und mit anderen Formeln gibt es den McCarthyismus. Der McCarthyismus ist kein Zufall. Er drückt eine tiefe Strömung in der amerikanischen Meinung gegen alles “Unamerikanische” aus und beutet sie gleichzeitig aus. Er beschäftigt sich weniger mit Meinungen als mit einer Lebensweise. Herauszufinden, dass die Zugehörigkeit zu einem Milieu, einer Gruppe oder einer Familie, in der es Kommunisten gibt, als verwerflich gilt, überrascht, denn hier sind nicht Ideen, sondern eine abweichende Lebensweise von Bedeutung. Dies führt in der Literatur zu unamerikanischen Aktivitäten zur Assoziation von Alkoholismus oder Homosexualität mit Kommunismus, und zu den Regeln, bekanntgemacht 1952, die das “Risiko geringer Sicherheit” aufstellte und zur Rasterung von 7.000 Funktionären führte. Es gab für diese Ermittlung keinen anderen Grund als den, dass der Kommunist “anormal” ist, weil er nicht das “normale” akzeptiert – also den amerikanischen way of life. Diese “anormale” Person muss natürlich als solche behandelt, aller Verantwortlichkeiten enthoben und umerzogen werden. Daher wurden amerikanische Gefangene im Koreakrieg, die mit Kommunismus kontaminiert zu sein schienen, nach ihrer Freilassung in Krankenhäuser verlegt und psychiatrisch und medizinisch in einem Krankenhaus in Valley Forge behandelt. In der derzeitigen amerikanischen Meinung werden alle Anstrengungen, das, was dem amerikanischen Way of Life nicht entspricht und ihn gefährdet [zu bekämpfen], notwendigerweise als gute Werke betrachtet.

Zusammenfassend: Die Schaffung von Normalität in unserer Gesellschaft kann eine von zwei Formen annehmen. Sie kann das Ergebnis wissenschaftlicher, psychosozialer Analyse sein, die auf Statistiken beruht – das ist die amerikanische Art der Normalität. Sie kann auch ideologisch und doktrinär sein – das ist der kommunistische Typ. Aber die Ergebnisse sind identisch: solche Normalität führt notwendigerweise zu Propaganda, die den Einzelnen auf das Muster reduzieren kann, das der Gesellschaft am nützlichsten ist.

The Mass Line and the Common Netizens: Where You go, We will go (to Listen to You and to Correct You)

An apparently centrally compiled news article on Tuesday, published or aired by Xinhua newsagency and CCTV‘s Xinwen Lianbo evening news among other media outlets, provided details from a Central Leading Group for Internet Security and Informatization conference in Beijing on Tuesday morning. The session was chaired by Xi Jinping (referred to in the article in his capacities as secretary-general, state chairman, central military commissions chairman, and central lading group for internet security and informatization group leader), and the list of attendants included both his informatization group deputy leaders Li Keqiang and Liu Yunshan, other leading party members, and/or experts or stakeholders like Wu Manqing (吴曼青, a Chinese Academy of Engineering fellow as well as a chief engineer at China Electronics Technology Group Corporation), and Jack Ma (马云), Alibaba Group CEO.

As China Media and Copyright notes, the full text of Xi Jinping’s speech wasn’t published, but the blog, apparently run by a Dutch Master of Chinese studies, provides a full translation of the a/m news article. The newsarticle had also caught the attention of The Independent and Reuters.

Xi Jinping pointed out that our country has 700 million netizens; this is an extraordinary number, and an extraordinary achievement. Our country’s economic development has entered a new normal, the new normal requires new drivers, and the Internet can have great potential in this area. We must strive to promote the converged development of the Internet and the real economy, let information flows drive technology flows, financial flows, talent flows and material flows, stimulate the optimization of resource allocation, stimulate the increase of productivity of all factors, and let it play a positive role in promoting innovation and development, transforming economic development methods, and adjusting economic structures.

Much of the news article reflects comments by Xi Jinping about global competition and China’s position there, and even expresses an interest in foreign talents, in that not only we welcome foreign Internet enterprises, as long as they abide by our country’s laws and regulations, but

We must establish flexible talent incentive mechanisms, let talent making contributions feel a sense of achievement and a sense of gain. We must build talent structures and systems with global competitiveness. Regardless of from which country or region they come, as long as they are excellent talents, they will be usable to us.

要建立灵活的人才激励机制,让作出贡献的人才有成就感、获得感。要 构建具有全球竞争力的人才制度体系。不管是哪个国家、哪个地区的,只要是优秀人才,都可以为我所用。

And Tang Xujun (唐绪军), head of the news and propagation research institute at the Chinese Academy of Social Sciences, counted himself lucky to have been there, as he wrote in an article for People’s Daily:

I was fortunate to attend the Internet Security and Informatization conference chaired by secretary-general Xi Jinping, and, with my own ears, listen to secretary-general Xi Jinping’s important speech, from which I benefitted. As an internet and new media researcher, I was deeply impressed by secretary-general Xi Jinping’s elaboration detailed remarks concerning the construction of a good internet ecology and guidance of public opinion, and [the internet’s] reflection of the popular will.

有幸参加了4月19日习近平总书记主持的网络安全与信息化工作座谈会,亲耳聆听了习近平总书记的重要讲话,受益匪浅。作为互联网和新媒体的一个研究者,我对习近平总书记关于要建设网络良好生态,发挥网络引导舆论、反映民意作用的阐述印象深刻。

What is the popular will? Although academic views of the definition of popular will are varied, with different emphasis, there is this fundamental consensus: the popular will is the masses’ public expression, in particular places at particular times, of basically unanimous viewpoints and opinions concerning particular public affairs. [Popular will] is a form of democracy.

The Chinese Communist Party is the vanguard of the Chinese working class guided by Marxism. It’s objective is to wholeheartedly serve the people. Therefore, it pursues no personal interests. As early as in 1945, Mao Zedong, answering Huang Yanpei‘s question about how the CCP could escape the [defining treadmill of successive dynasties- my interpretation of 历代王朝兴亡周期率问题], pointed out that “we have already found a new road. It’s democracy. Only when you let the people supervise government, the government will not dare to become compacent. Only when people assume responsibilities, the problem of good governance dying with its founder will no longer emerge. From there onwards, all generations of CCP leaders have always emphasized the mass line of listening to the voice of the people, and to undertake great work to investigate and research its manners. [This last sentence is my very vague and hardly accurate translation of what it probably means – JR.]*)

Since the CCP’s 18th national congress, the CCP’s central committee with Xi Jinping as the secretary-general, mass line education and practice has become a more important starting point for the new era’s state affairs management, with the people at the center, listening to the popular will, and being in tune with the popular sentiment.

中国共产党是以马克思主义为指导的中国工人阶级的先锋队,其宗旨是全心全意为人民服务,因此她没有自己的私利。早在1945年,毛泽东在答黄炎培关于 中国共产党如何跳出中国历史上历代王朝兴亡周期率问题时就指出:“我们已经找到新路,我们能跳出这周期率。这条新路,就是民主。只有让人民来监督政府,政 府才不敢松懈。只有人人起来负责,才不会人亡政息。”从那以后,中国共产党的历代领导人都始终强调“倾听人民的呼声”“大兴调查研究之风”“走群众路 线”。党的十八大以来,以习近平为总书记的党中央更是以“群众路线教育实践活动”作为新时期治国理政的抓手,一切以人民为中心,听从民意、顺应民情。

Tang tries to reconcile the variety of opinions expressed on the internet with the party’s goals by basically re-stating Xi Jinping’s demand that it is necessary that the people of all ethnicities in the entire nation think in the same direction, and devote their energies in the same direction (see blockquotes further above), and that cadres listen to online opinions.

The internet being the biggest variable (最大变量) party cadres face, the internet must be “embraced” to achieve the “postitive energy” [do a browser search →there] mentioned by Xi Jinping, writes Tang.

All the same, Tang seems to like his secretary-general better than the internet and, in perfect internet-ecological terminology, expresses his misgivings about the latter:

This particular feature of the internet [that everyone can be a communicator] has greatly widened individuals’ and all kinds of societal organizations’ channels of expression. Any individuals’ or groups’ information and opinion can disseminate quickly and broadly, and even exceed the disseminational and expressonial powers of traditional media. A tiny event can become big through the internet, and an incident with great influence on the real world, and some grass swaying in the wind online may affect social stability online.

互联网的这种特性,极大地拓宽了个人及各种社会组织的表达渠道,某些个体和团体的信息传播与意见表达可以更迅捷地广泛扩散,甚至具有乃至超过传统媒体 的传播力和表达力。一个微小的事件通过互联网的放大,有可能成为现实中的一个影响巨大的事件,线上的风吹草动也可能影响到线下的社会稳定。

The answer? The main point in “guidance of public opinion” by the respective party and government levels, according to Tang, is to seize (issues? movements?) in a timely manner, while they are still small (因此,各级党和政府应对网上民意、引导网络舆论最重要的就是要做到“及时”, 抓早抓小).

Countless incidents in recent years have restated one lesson over and over again: delayed responses have lead to loss of control. Another point is categorized treatment [of online events]. The demands from the masses are various. There are reasons for all of them – the constructive and interest-led ones, the ridicule, and the angry ones. As service providers, all party and government levels must have a focused “fitting key” [for all situations], to respond in an appropriate way.

近几年无数网络事件反复验证了一个教训:贻误时机往往就意味着失控。其次是要分类对待。人民群众的诉求各种各样,有提出建议性意见的,有维护个 人权益的,有吐槽的,有骂娘的,各有其缘由。作为服务者,各级党和政府就必须有针对性地“一把钥匙开一把锁”,做到应对有方,举措得当。

Huang said,

Mao replied,

The people form the government; the government is the nation’s body. A new path lies ahead and it belongs to the people. The people build their own nation; everyone has a role to play. The government should pay attention to the people and the political party should perform its duty to its utmost and govern with virtue. We will not follow in the footsteps of those before us who have failed. The problem of a good system of governance ceasing to function after its initiator’s death can be avoided. We’ve already discovered a new path. We can break out of this cycle. This new path belongs to the people. The government will not become complacent only if it is under the supervision of the people. If everyone takes responsibility, a good system of governance will prevail.

On the Eve of NPC Session: a Public Opinion Workforce that puts the Party’s Mind at Ease

The “two sessions” season is upon Beijing: both the “Chinese People’s Political Consultative Conference” (CPPCC) and the “National People’s Congress” (NPC, China’s “parliament”) are holding plenary sessions this month. The CPPCC opened on Thursday, and the NPC is scheduled to begin tomorrow.

The Herald, a paper from Zimbabwe, published an online article today that reads as if it had come from the CCP central office by fax and had been published without any changes made to it.

China’s press and broadcasting services will be full of opium info smoothies for the people anyway: Xi Jinping made sure of that in February, inspecting the “People’s Daily”, Xinhua newsagency, and CCTV. And not only CCTV – who had actually been visited by Xi -, but China Radio International (CRI) staff, too, did what good journalists or reporters in the land of socialism with Chinese characteristics have to do: they held meetings, summarizing the spirit of the important talk given by Xi on a party conference concerning news and public opinion work, and drafting roadmaps for their own work.

Indeed, propaganda for audiences abroad appear to matter more than during the Hu Jintao era – or maybe it’s simply that propaganda in general matters more than during the pre-Xi decade. Xi, as quoted by a SARFT online article, republished by Xinhua on February 25:

Under the new historical circumstances, it is the duty and obligation of the party’s news and public opinion work to uphold the banner, to keep to a hopeful lookout, to revolve around the center, to serve the general situation,to unite the people, to encourage the morale and to strengthen moral attitude, to strengthen cohesion and integration, to clarify errors, to discern right and wrong, to link China and the world abroad, and to connect the world.

在新的时代条件下,党的新闻舆论工作的职责和使命是:高举旗帜、引领导向,围绕中心、服务大局,团结人民、鼓舞士气,成风化人、凝心聚力,澄清谬误、明辨是非,联接中外、沟通世界。

The key for competition among the media is the competition of talents, and at the core of media superiority is the superiority of talents. With greater acceleration [than so far], a workforce for news and public opinion work must be trained whose political determination, routine and methodology can put the party’s and the people’s mind at ease.

媒体竞争关键是人才竞争,媒体优势核心是人才优势。要加快培养造就一支政治坚定、业务精湛、作风优良、党和人民放心的新闻舆论工作队伍。
