The Mass Line and the Common Netizens: Where You go, We will go (to Listen to You and to Correct You)

An apparently centrally compiled news article on Tuesday, published or aired by Xinhua newsagency and CCTV‘s Xinwen Lianbo evening news among other media outlets, provided details from a Central Leading Group for Internet Security and Informatization conference in Beijing on Tuesday morning. The session was chaired by Xi Jinping (referred to in the article in his capacities as secretary-general, state chairman, central military commissions chairman, and central lading group for internet security and informatization group leader), and the list of attendants included both his informatization group deputy leaders Li Keqiang and Liu Yunshan, other leading party members, and/or experts or stakeholders like Wu Manqing (吴曼青, a Chinese Academy of Engineering fellow as well as a chief engineer at China Electronics Technology Group Corporation), and Jack Ma (马云), Alibaba Group CEO.

As China Media and Copyright notes, the full text of Xi Jinping’s speech wasn’t published, but the blog, apparently run by a Dutch Master of Chinese studies, provides a full translation of the a/m news article. The newsarticle had also caught the attention of The Independent and Reuters.

Xi Jinping pointed out that our country has 700 million netizens; this is an extraordinary number, and an extraordinary achievement. Our country’s economic development has entered a new normal, the new normal requires new drivers, and the Internet can have great potential in this area. We must strive to promote the converged development of the Internet and the real economy, let information flows drive technology flows, financial flows, talent flows and material flows, stimulate the optimization of resource allocation, stimulate the increase of productivity of all factors, and let it play a positive role in promoting innovation and development, transforming economic development methods, and adjusting economic structures.

习近平指出,我国有7亿网民,这是一个了不起的数字,也是一个了不起的成就。我国经济发展进入新常态,新常态要有新动力,互联网在这方面可以大 有作为。要着力推动互联网和实体经济深度融合发展,以信息流带动技术流、资金流、人才流、物资流,促进资源配置优化,促进全要素生产率提升,为推动创新发 展、转变经济发展方式、调整经济结构发挥积极作用。

Xi Jinping pointed out that we must build a good online ecology, and give rein to the network’s role in guiding public opinion and reflecting the popular will. To realize the “Two Centenaries” struggle objective, it is necessary that all of society acts with one heart in all aspects, and it is necessary that the people of all ethnicities in the entire nation think in the same direction, and devote their energies in the same direction. Netizens come from among the common people, once the common people went online, popular sentiment also went online. Wherever the masses are, there our leading cadres must go as well. All levels’ Party and government bodies, as well as leading cadres, must learn how to march the mass line through the network, regularly go online to look around, understand what the masses think and want, collect good ideas and good suggestions, and vigorously respond to netizens’ concerns, relieve their doubts and dispel their worries. With regard to the broad netizens, we must have more tolerance and patience, we must timely take up constructive opinions, we must timely help where there are difficulties, we must provide timely propaganda and explanation to those who don’t understand the situation, we must timely clear up matters for those with muddled understandings, we must timely resolve grievances and complaints, we must timely guide and correct mistaken viewpoints, to let the Internet become a channel to understand the masses, stay close to the masses, and get rid of worries and overcome difficulties of the masses, and let it become a new channel to carry forward the people’s democracy and accept the people’s supervision. To those online criticisms that stem from good intentions, to Internet supervision, regardless of whether they concern Party or government work, or whether they concern leading cadres individually, regardless of whether they are gentle and mild or whether they are hurtful truths, we must not only welcome them, we must also earnestly study and learn from them.

Much of the news article reflects comments by Xi Jinping about global competition and China’s position there, and even expresses an interest in foreign talents, in that not only we welcome foreign Internet enterprises, as long as they abide by our country’s laws and regulations, but

We must establish flexible talent incentive mechanisms, let talent making contributions feel a sense of achievement and a sense of gain. We must build talent structures and systems with global competitiveness. Regardless of from which country or region they come, as long as they are excellent talents, they will be usable to us.

要建立灵活的人才激励机制,让作出贡献的人才有成就感、获得感。要 构建具有全球竞争力的人才制度体系。不管是哪个国家、哪个地区的,只要是优秀人才,都可以为我所用。

As usual, Xi is presented as a people person, and his academic and professional interlocutors play along pretty well in the CCP choreography:

And Tang Xujun (唐绪军), head of the news and propagation research institute at the Chinese Academy of Social Sciences, counted himself lucky to have been there, as he wrote in an article for People’s Daily:

I was fortunate to attend the Internet Security and Informatization conference chaired by secretary-general Xi Jinping, and, with my own ears, listen to secretary-general Xi Jinping’s important speech, from which I benefitted. As an internet and new media researcher, I was deeply impressed by secretary-general Xi Jinping’s elaboration detailed remarks concerning the construction of a good internet ecology and guidance of public opinion, and [the internet’s] reflection of the popular will.

有幸参加了4月19日习近平总书记主持的网络安全与信息化工作座谈会,亲耳聆听了习近平总书记的重要讲话,受益匪浅。作为互联网和新媒体的一个研究者,我对习近平总书记关于要建设网络良好生态,发挥网络引导舆论、反映民意作用的阐述印象深刻。

What is the popular will? Although academic views of the definition of popular will are varied, with different emphasis, there is this fundamental consensus: the popular will is the masses’ public expression, in particular places at particular times, of basically unanimous viewpoints and opinions concerning particular public affairs. [Popular will] is a form of democracy.

什么是民意?尽管在学界对民意的定义五花八门,各有其强调的重点,但基本一致的共识是:民意就是人民群众在特定的时空,对特定的公共事务公开表达的基本一致的观点和意见,它是一种民主的形式。

The Chinese Communist Party is the vanguard of the Chinese working class guided by Marxism. It’s objective is to wholeheartedly serve the people. Therefore, it pursues no personal interests. As early as in 1945, Mao Zedong, answering Huang Yanpei‘s question about how the CCP could escape the [defining treadmill of successive dynasties- my interpretation of 历代王朝兴亡周期率问题], pointed out that “we have already found a new road. It’s democracy. Only when you let the people supervise government, the government will not dare to become compacent. Only when people assume responsibilities, the problem of good governance dying with its founder will no longer emerge. From there onwards, all generations of CCP leaders have always emphasized the mass line of listening to the voice of the people, and to undertake great work to investigate and research its manners. [This last sentence is my very vague and hardly accurate translation of what it probably means – JR.]*)

Since the CCP’s 18th national congress, the CCP’s central committee with Xi Jinping as the secretary-general, mass line education and practice has become a more important starting point for the new era’s state affairs management, with the people at the center, listening to the popular will, and being in tune with the popular sentiment.

中国共产党是以马克思主义为指导的中国工人阶级的先锋队,其宗旨是全心全意为人民服务,因此她没有自己的私利。早在1945年,毛泽东在答黄炎培关于 中国共产党如何跳出中国历史上历代王朝兴亡周期率问题时就指出:“我们已经找到新路,我们能跳出这周期率。这条新路,就是民主。只有让人民来监督政府,政 府才不敢松懈。只有人人起来负责,才不会人亡政息。”从那以后,中国共产党的历代领导人都始终强调“倾听人民的呼声”“大兴调查研究之风”“走群众路 线”。党的十八大以来,以习近平为总书记的党中央更是以“群众路线教育实践活动”作为新时期治国理政的抓手,一切以人民为中心,听从民意、顺应民情。

Tang tries to reconcile the variety of opinions expressed on the internet with the party’s goals by basically re-stating Xi Jinping’s demand that it is necessary that the people of all ethnicities in the entire nation think in the same direction, and devote their energies in the same direction (see blockquotes further above), and that cadres listen to online opinions.

The internet being the biggest variable (最大变量) party cadres face, the internet must be “embraced” to achieve the “postitive energy” [do a browser search →there] mentioned by Xi Jinping, writes Tang.

All the same, Tang seems to like his secretary-general better than the internet and, in perfect internet-ecological terminology, expresses his misgivings about the latter:

This particular feature of the internet [that everyone can be a communicator] has greatly widened individuals’ and all kinds of societal organizations’ channels of expression. Any individuals’ or groups’ information and opinion can disseminate quickly and broadly, and even exceed the disseminational and expressonial powers of traditional media. A tiny event can become big through the internet, and an incident with great influence on the real world, and some grass swaying in the wind online may affect social stability online.

互联网的这种特性,极大地拓宽了个人及各种社会组织的表达渠道,某些个体和团体的信息传播与意见表达可以更迅捷地广泛扩散,甚至具有乃至超过传统媒体 的传播力和表达力。一个微小的事件通过互联网的放大,有可能成为现实中的一个影响巨大的事件,线上的风吹草动也可能影响到线下的社会稳定。

The answer? The main point in “guidance of public opinion” by the respective party and government levels, according to Tang, is to seize (issues? movements?) in a timely manner, while they are still small (因此,各级党和政府应对网上民意、引导网络舆论最重要的就是要做到“及时”, 抓早抓小).

Countless incidents in recent years have restated one lesson over and over again: delayed responses have lead to loss of control. Another point is categorized treatment [of online events]. The demands from the masses are various. There are reasons for all of them – the constructive and interest-led ones, the ridicule, and the angry ones. As service providers, all party and government levels must have a focused “fitting key” [for all situations], to respond in an appropriate way.

近几年无数网络事件反复验证了一个教训:贻误时机往往就意味着失控。其次是要分类对待。人民群众的诉求各种各样,有提出建议性意见的,有维护个 人权益的,有吐槽的,有骂娘的,各有其缘由。作为服务者,各级党和政府就必须有针对性地“一把钥匙开一把锁”,做到应对有方,举措得当。

Huang said,

I’ve lived for more than 60 years. Let’s not talk about what I’ve heard. Whatever I saw with my own eyes, it fits the saying: “The rise of something may be fast, but its downfall is equally swift.” Has any person, family, community, place, or even a nation, ever managed to break free out of this cycle? Mao replied,

The people form the government; the government is the nation’s body. A new path lies ahead and it belongs to the people. The people build their own nation; everyone has a role to play. The government should pay attention to the people and the political party should perform its duty to its utmost and govern with virtue. We will not follow in the footsteps of those before us who have failed. The problem of a good system of governance ceasing to function after its initiator’s death can be avoided. We’ve already discovered a new path. We can break out of this cycle. This new path belongs to the people. The government will not become complacent only if it is under the supervision of the people. If everyone takes responsibility, a good system of governance will prevail.

Xi Jinping’s May 1 Address to the Party, the Labor Unions, and the Model Workers

On Tuesday, Xinhua Newsagency (in Chinese) published party and state leader Xi Jinping‘s Labor Day address, celebrating national model workers and advanced workers, expressing the party’s and the people’s gratitude to them, and emphasizing the need for the whole society to learn from them (党和人民感谢你们!全社会都要向你们学习). The traditional ceremony awarded national model workers.

However, Xinhua Newsagency’s claim (in English) that the award ceremony had championed worker protection, higher working standards and stronger unions was hardly telling its foreign audience the entire truth. In fact, stronger unions in English spells party-led unions in CCP-Chinese (see last paragraphs of this post).

On “Youth Day” in 2013, almost two years ago, Xi had tried to blend individual ambitions with party and state goals. And just as in last week’s Labor-Day ceremony, outstanding workforce (or outstanding youth representatives, as it was about youth day back then) were at the center of the event in 2013. This is a pattern that repeats itself on all kinds of occasions.

The following are excerpts from Xi Jinping’s speech during the Labor Day ceremony last week.

After the foundation of New China, our country’s working class became the leading class, and our country’s workers class and broad working masses became the masters of the country, thus giving our commemoration of May 1 international labor day a new, epoch-making meaning.

新中国成立后,我国工人阶级成为国家的领导阶级,我国工人阶级和广大劳动群众成为国家的主人,我们纪念“五一”国际劳动节具有了新的时代意义。

The times we live in are a great, inspiring era, and the cause we are undertaking is unprecedented. What we are engaging in right now, the cause of socialism with Chinese characteristics, is the common cause of the entire people. The comprehensive building of a moderately prosperous society, the building of a prosperous and strong, democratic, civilized and harmonious, socialist and modernized country depends completely on work, on creation by the workers.Therefore, no matter where the epochal conditions may change, we will always value work, respect the workers, always attach importance to bringing the role of the main force – the working class and the broad working masses – into play. This is what makes our commemoration of May 1 international labor day so significant.

我们所处的时代是催人奋进的伟大时代,我们进行的事业是前无古人的伟大事业,我们正在从事的中国特色社会主义事业是全体人民的共同事业。全面建成小康社会,进而建成富强民主文明和谐的社会主义现代化国家,根本上靠劳动、靠劳动者创造。因此,无论时代条件如何变化,我们始终都要崇尚劳动、尊重劳动者,始终重视发挥工人阶级和广大劳动群众的主力军作用。这就是我们今天纪念“五一”国际劳动节的重大意义。

To promote the strategic design of the four comprehensives,  we must amply mobilize the broad people’s and masses’ enthusiasm, initiative, and creativity.

在前进道路上,我们要始终坚持人民主体地位,充分调动工人阶级和广大劳动群众的积极性、主动性、创造性。人民是历史的创造者,是推动我国经济社会发展的基本力量和基本依靠。推进“四个全面”战略布局,必须充分调动广大人民群众的积极性、主动性、创造性。

Another buzzword in Xi’s address was consociationalism (协商民主).

We must promote grassroot democratic building, establish work units with worker’s congresses as the base, and with a democratic management system, implement the employed masses’ right to know, right to participate, right to expression, and oversight.

要推进基层民主建设,健全以职工代表大会为基本形式的企事业单位民主管理制度,更加有效地落实职工群众的知情权、参与权、表达权、监督权。

Also mentioned was the “Chinese Dream”, and the fundamental interests of the overwhelming majority of the people (最广大人民根本利益).

Job creation, skills training, income distribution, social security as well as migrant workers got short nods, too, and so does mass work (做好群众工作).

Labor relations are among the most basic relations. To the greatest measure, harmonious factors must be increased, and unharmonious factors must be reduced to the lowest measure, to build and develop harmonious work relations, and to promote social harmony [harmony in society]. The legal rights of employees must be protected, a system for comprehensive coordination of work relations be built, and contradictions and disputes in work relations be timely and correctly be handled.

劳动关系是最基本的社会关系之一。要最大限度增加和谐因素、最大限度减少不和谐因素,构建和发展和谐劳动关系,促进社会和谐。要依法保障职工基本权益,健全劳动关系协调机制,及时正确处理劳动关系矛盾纠纷。

Xi mentioned the 90th anniversary of the All-China Federation of Trade Unions‘ foundation, and expressed the

hope that all organizations and the vast cadreship at the unions will unswervingly walk the development road of socialism with Chinese characteristics, adhere to main battlefield of union work, pay close attention to the central responsibilities of union work, to fulfill the organization of the unions’ political responsibilities in an exemplary way, and to bring the unions’ organizational role into play better and better. Keep to the fine tradition of free-willed acceptance of party leadership, the firm grasp of the correct political direction, the firm grasp of our country’s labor movement’s theme of the times, and to guide hundreds of millions of working masses to unswervingly go with the party.

希望各级工会组织和广大工会干部坚定不移走中国特色社会主义工会发展道路,坚守工会工作的主战场,狠抓工会工作的中心任务,模范履行工会组织的政治责任,更好发挥工会组织作用。要坚持自觉接受党的领导的优良传统,牢牢把握正确政治方向,牢牢把握我国工人运动的时代主题,带领亿万职工群众坚定不移跟党走。

Xi Jinping’s Greetings to the Military: “forever obey the Party”

CCP secretary general and state chairman Xi Jinping visited troops in Xi’an, Shaanxi Province on Monday. Xi is also chairman of the party and state central military commissions (the two CMC are usually staffed by the same Chinese leaders).

In the ancient city of Xi’an, on a pleasant spring day, with the magnolia blossoming, and everyone within and without the military ranks delighting in the atmosphere of the coming holidays. At about 9:20, Xi Jinping arrived at the big conference hall of the Shaanxi Provincial Military Area Office Building, receiving Xi’an leading cadres and their deputies as well as unit commanders above the rank of 西安部队正师职. In his speech, Xi Jinping fuly reaffirmed that the troops in Xi’an had, in recent years,  been successful at deepening combat readiness training, expanding scientific research and testing, and cultivating red successors1), and other fields. and applauded them for protecting the country and for making important contribitions to advancing regional economic development. Xi Jinping emphasized that today, the goals and tasks of national defense and military building were clear, and that the key is to master implementation and to keep hold of the “critical few” of the leading cadres. All leading cadres needed to strenghten their worthiness to assume their missions, to fulfill the three requirements of being strict and real2) and to play an exemplary role in the pursuit of achieving a strong military. It was necessary to set examples in upholding ideals and beliefs, to unvaveringly maintain the party’s absolute leadership over the military, to immerse oneself in the learning of the party’s innovation theory, to develop and enrich the Yan’an spirit and other fine traditions, to strictly observe discipline and the political rules3), to forever obey the party and to go with the party. It was important to lead in getting right on the job, to maintain the combat effectiveness standards, to keep making headway in military construction, reform, to all work concerning all items of combat readiness, 立说立行, 善作善成 There was a need to take the lead in being honest and self-disciplined, in consolidating and expanding the party’s mass line education and practice, to consciously use power in accordance with the law, impartially, and honestly, and to build a clean political ecology. It was important to take the lead in maintaining unity between the miltary and politics, between the military and the people, with our military’s fundamental purpose always on our minds, to strictly observe mass discipline, to support the government and to cherish the people, to deepen the amalgamation of  the military and the people [integration of the military and the civilian society], and to make contributions to the economy and to society.

1) Red Successors (红色传人)
I’m not familiar with the term, but it seems to apply beyond Xi’an, and the “red successors” or “red heirs” programs appear to be educational activities especially for the military and the military police. This would seem to be the more important as the CCP’s control over the military (instead of the state controlling it) doesn’t go without saying.

2) “Three stricts” and “three reals”:
three demands of “strictness” on cadres: strictness at cultivating their moral character, strictness with their use of power, and strictly applying self-discipline.
three demands of being “real”: to base ones actions on facts (从实际出发), to be real in ones undertakings (创业要实), and to be honest (做人要实 / 做老实人).

3) “Political rules”
A CCDI meeting on January 13 or 14 reportedly referred to political discipline and political rules, and a meeting of the politburo’s standing commission on January 16 reportedly specified that to maintain the leadership of the party, i. e. to maintain, above all, united leadership at the party’s central committee, was the fundamental political rule (坚持党的领导,首先是要坚持党中央的集中统一领导,这是一条根本的政治规矩).

Mass Line, Second Phase: taking the Successes to the Grassroots

Lunar New Year’s eve is here, and old comrades get their visits from active cadres as every year. Meantime, Xi Jinping went to Inner Mongolia, braving the cold and having lunch with the guardians of the motherland’s borders.

2. Local Press Coverage on Mass Line’s second Phase

Local media reported the beginning of the second phase of mass line education last week. “Holy Tibet”, a People’s Broadcasting Station (PBS / CPBS) broadcast in English, reported remarks by Liu Yunshan on Tuesday, exactly one week after they were made on January 21. The radio announcement is slightly different from this Xinhua (English) article, but its content is similar. Listen here. (Recording may be removed in a week.)

In the morning of January 24, the first phase of the party’smass line education ended with a summary, and a video conference making arrangements for the second phase was held. The main task of the conference was to conscientiously study the implementation of the spirit of secretary-general Xi Jinping’s important speeches, and the spirit of the Central Committee’s meetings, to carry out a summary of the first phase of educational activities in our province, and to make arrangements for the second phase of educational activities. Tang Songcheng, Gao Jianhua, Tang Ding, Dong Shigui, Yi Jialiang, Jiang Shansheng, Zhu Yinghong, Shi Yanping, Zhang Hengzhou and other municipal leaders took part in the video conference from their homes [that’s what the article apparently says  – ….. 张恒洲等在家的市级领导参加永州分会场会议].

The meeting pointed out that the effects and experiences needed to be conscientiously summarized, and the results of the first phase of educational practice be continiously consolidated and broadened. Ever since the first phase of educational practice activities had been started, the entire province, elders and the young, have closely connected to the theme of “for the people, practical work, honesty”, comprehensively implemented “looking into the mirror, dressing accurately, taking a bath, treating the illnesses”, emphasized leadership by example, adhered to open doors [to the cadres’ offices, for the public, apparently], boradened the masses’ participation, implemented strict requirements, showed the courage to face [tough issues of?] competition, and these activities have achieved first successes (取得了阶段性成果).

会议指出,要认真总结成效和经验,不断巩固和扩大 第一批教育实践活动成果。第一批教育实践活动启动以来,全省上下紧紧围绕“为民、务实、清廉”这一主题,全面落实“照镜子、正衣冠、洗洗澡、治治病”的总 要求,注重示范带动,坚持敞开大门,扩大群众参与,落实从严要求,敢于较劲碰硬,活动取得了阶段性成果。

The meeting believed that doing a good job at the second-batch educational activities is an inevitable necessity for implementing the scientific development of the [Hunan] province, enriching the people and strengthening the province, whole-heartedness and cohesion; an inevitable necessity for accelerating the building of a service-oriented party organization and doing good mass work, the inevitable necessity for concentrated reflection on the solution of outstanding problems, for a yet closer relationship between the party and the masses, and for consolidating the fruits of the first phase of activities and ensuring the activities’ success from the beginning to the end. […]

会议认为,抓好第二批教育实践活动是落实全省科学发展,富民强省、凝心聚力的必然要求,是加快整合服务型党组织建设和做好群众工作的必然要求,是集中反映解决突出问题、进一步密切党群干群关系的必然要求,是巩固第一批活动成果,确保活动善始善终的必然要求。[…..]

3. Central-Level Mass-Line Meeting

The central-level conference for summarizing the first phase of mass line practice education and for arranging the second phase had taken place in Beijing, four days earlier. In a report on the same day – January 20 -, Xinhua newsagency reported that secretary-general, state chairman and central military commissions’ chairman Xi Jinping attended the meeting and delivered an important speech, summarizing the first phase of educational activities and making arrangements for the second phase.

He emphasized that ample use of the experiences from the first phase needed to be made, [the need for] staunch opposition against the “four winds” [i. e. undesirable working styles], to start with the issues that most concerned and pressed the masses, making efforts to solve problems of immediate concern to the interests of the masses, solving problems of bad work style (or malpractice) where this occured next to the people [this seems to target lower-rank cadres who are dirctly in touch with the public], implementing the results of improved work style at the grass roots, letting the masses enjoy the benefits and striving to achieving substantial results in the masses’ satisfaction.

他强调,要充分运用第一批活动经验,紧紧扭住反对“四风”,从群众最关心、最迫切的问题入手,着力解决关系群众切身利益的问题,解决群众身边的不正之风问题,把改进作风成效落实到基层,真正让群众受益,努力取得人民群众满意的实效。

Politburo standing committee members Li Keqiang, Zhang Dejiang, Yu Zhengsheng, Wang Qishan and Zhang Gaoli attended the meeting, and central party mass line education practice activities group leader Liu Yunshan chaired the meeting. The meeting was carried out as a video and telephone conference, open to the county-level units and to the above-regiment units of the PLA and the armed police.

中共中央政治局常委李克强、张德江、俞正声、王岐山、张高丽出席会议,中央党的群众路线教育实践活动领导小组组长刘云山主持会议。会议以电视电话会议形式举行,开到县一级和人民解放军、武警部队团级以上单位。

Xi Jinping, too, pointed out “first successes”, such as having put brakes on the spread of the four undesirable work styles (刹住了“四风”蔓延势头), and overall improvements in social atmosphere (社会风气整体好转). The masses fully identified [with the mass line], and assessments within and without the party had been positive.

Xi Jinping emphasized that the first phase of educational practise activities had achieved important results, mainly maintaining leadership by example by leading cadres, by maintaining open doors [see Yongzhou government quote], outstanding [or prominent] problem-orientation, making a start by rectifying problems, injecting momentum through rectifying problems, providing answers by rectifying problems, upholding standards, exercising strict control, continuously tightening the screws, tightening and winding up the clockwork, and making sure that the activities aren’t carried out only formally.

习近平强调,第一批教育实践活动之所以能够取得重要成果,主要是我们坚持中央和领导干部带头示范,坚持开门搞活动,突出问题导向,以问题整改开局亮相,以问题整改注入动力,以问题整改交出答卷,坚持标准,严格把关,不断拧紧螺丝、上紧发条,保证活动不走过场。

Xi was also quoted as saying that ideals and faith were the “calcium” of a communist’s spirit (理想信念是共产党人的精神之“钙”), and as emphasizing the value of criticism and self-criticism. He also re-iterated his (“maoist”) slogan of “looking into the mirror, dressing accurately, taking a bath, treating the illnesses”, as later repeated on provincial levels (see Yongzhou).

Xi Jinping emphasized that more attention needed to be paid to bringing the masses’ enthusiasm [or initiative, 积极性] into play. The second phase of education practise activities needed to develop at the doorsteps of the mass families. It is necessary that open-door activities are adhered to, that the participation and supervision of/by the masses is ensured at every link and every piece of work, that the judgment of the masses is asked for, that attitudes are sincere, that guidance is strengthened, that methods are paid attention to, and that the party’s correct becomes the conscious [or voluntary] action of the masses. […]

习近平强调,要更加注重发挥群众积极性,第二批教育实践活动在群众家门口开展,必须坚持开门搞活动,确保每个环节、每项工作都让群众参与、受群众监督、请群众评判,态度真诚,加强引导,讲究方法,把党的正确主张变为群众的自觉行动。 […..]

Members of the politburo, central committee secretariat, party members of the NPC and vice chairman (or vice chairpersons) of the NPC, members of the state council, the chairman of the supreme court,the head of the supreme procurate, CPPCC party members and deputy CPPCC vice chairman (or vice chairpersons) took part in the conference.

A number of organizations are also said to have attended, apparently to illustrate the remark about county-level (and military regimental) units. The Xinjiang Production and Construction Corps, for example, attended the conference, too.

Creating “a Good Public-Opinion Environment”: Nationwide Campaign against “Three Falses”

Hunan Province is striking hard at false media, false media organizations and false reporters, reports Rednet (Changsha, Hunan). The provincial authorities issued an order that work groups on eliminating pornography and illegal publications should carry out their work in the general public and at the grassroot units. The CPP mass line educational requirements is quoted as a basis for the crackdown on the “three falses” (三假) which reportedly started on January 4 and is scheduled to last until the end of March. It is said to be targeted at editorial offices, news bureaus and news websites or newslike websites (新闻类网站) that disturb the order of the press, negatively affect society and harmony. The report blames the “three falses” for rumormongering, hawking advertising space, blackmail (this seems to refer to issues like negative publicity, paid news, etc.

The stated goal of the operations is the building of a good public-opinion environment for society (营造良好的社会舆论环境).

The operations in Hunan are part of a nation-wide campaign. China Cultural Media online gave the campaign a mention last Thursday.

Meantime, Chinese lawyer and transparency campaigner Xu Zhiyong (许志永) is on trial, charged with gathering crowds to disrupt public order. And the Sydney Morning Herald (SMH) reports that close family members of China’s political elite, including the brother-in-law of President Xi Jinping, have been exposed as operating companies in offshore tax havens, according to leaked financial documents obtained as part of a major international investigation.

The documents, according to the Guardian, also disclose the central role of major Western banks and accountancy firms.
