Liu Xiaobo, 1955 – 2017

It won’t be long before Liu Xiaobo‘s first post-mortem biography will be published. But it won’t have the last word. There will be further biographies, and each of them will be contested. That’s because of the man himself, and because of his country. He was a man with a conscience, and his country has been a totalitarian dictatorship for nearly seven decades – if you count the KMT’s martial law in, it’s been a dictatorship for much longer than that.

Liu Xiaobo’s political lifespan lasted for three or four decades. That doesn’t count as long in China. The Communist Party’s propaganda works tirelessly to create and sustain the “People’s Republic’s” population’s imagination of a civilizational history of five or more millenia. And at the same time, the party needs to sustain the notion that the most recent seven decades had been the best in China’s history. Not only the past fourty, after the leadership’s decision to “reform and to open up”, but the past seven decades, including Maoism. CCP propaganda’s aim is to build an image of its rule where the pre- and post-1978 decades are one political unit, without substantial contradictions within.

In all likelihood, Liu Xiaobo had foreseen that trend. Many Chinese dissidents, no matter if opponents of China’s cultural restauration, or opponents of the KMT’s military dictatorship on Taiwan, saw a Chinese complacency at work, considering itself the center of the universe.

Cultural criticism is rarely a rewarding trade, but in China, it can be lethal, as shown in Liu Xiaobo’s case.

Liu’s last camp and prison term, which began in 2009 and ended with his relase on medical parole, with cancer in its final stage, had been based on the accusation that he had “incited subversion of state power”. But the Beijing First Intermediate People’s Court’s verdict – passed on Christmas day of 2009, probably to keep the level of international attention as low as possible –  only reflected the CCP’s fear of Liu, not the likely divide between the dissident and his people. A likely divide only, because in a totalitarian dictatorship, these things are more uncertain than in an open society. Hu Jia, himself a dissident who spent more than three years in prison from 2007 to 2011, noted during Liu’s dying days that only about one out of a hundred Beijingers knew who Liu Xiaobo was. Michael Bristow, the BBC’s China correspondent  in 2011, made a similar observation back then.

The 1980s mostly came across as a period of economic optimism, but accompanied by phenomena that were viewed negatively – particularly corruption, which was one of the factors that propelled the June-4 movement at its beginning.

Liu’s answer to what was frequently seen as China’s ailments was “westernization”. Stays in Western countries seem to have intensified his idea, just as Deng Xiaoping is said to have had his own cultural shock when visiting Singapore, in 1978.

But there lies a difference between the great statesman, and the great dissident. Singapore, a highly developed city state led by a family clan, is a model not only for authoritarian Chinese nationals – Taiwanese law-and-order-minded people tend to prefer Singapore as a holiday destination, rather than “messy” Hong Kong.

Liu Xiaobo’s model of development was Hong Kong of the 1980s. It was also the crown colony that provided the intellectual in his early thirties with some public resonance. In one of the interviews, given by Liu to a magazine named Kaifang at the time, Liu made statements that astonished the interviewer:

Q. Under what circumstances can China carry out a genuine historical transformation?
A. Three hundred years of colonialism.  Hong Kong became like this after one hundred years of colonialism.  China is so much larger, so obviously it will take three hundred years of colonialism.  I am still doubtful whether three hundred years of colonialism will be enough to turn China into Hong Kong today.

Q. This is 100% “treason.”
A. I will cite one sentence from Marx’s Manifesto of the Communist Party: “Workers do not have motherlands.  You cannot take away what they don’t have.”  I care about neither patriotism nor treason.  If you say that I betray my country, I will go along!  I admit that I am an impious son who dug up his ancestors’ graves and I am proud of it.

Both the “insults” and Liu’s expressly stated pessimism probably made for a divide between him and many Chinese (as far as they got to know his story). Or, as Roland Soong, a blogger from Hong Kong, noted next to his translation of the 1988 interview, as of 2010, “I suggest that unless Charter 08 (or any other message) can connect with many people in other social strata, it will remain a mental exercise among ‘public intellectuals.'”

And nothing works in the modern middle kingdom, unless it comes with a festive up-with-people sound. (In that sense, China is globalizing indeed.)

When Soong translated the interview quoted from above, and added his assessment of the Charter 08, the global financial crisis had been wreaking havoc on Western economies for about two years, and at least one of the Charter’s demands had fallen from the tree since: #14 called for

Protection of Private Property. We should establish and protect the right to private property and promote an economic system of free and fair markets. We should do away with government monopolies in commerce and industry and guarantee the freedom to start new enterprises. We should establish a Committee on State-Owned Property, reporting to the national legislature, that will monitor the transfer of state-owned enterprises to private ownership in a fair, competitive, and orderly manner. We should institute a land reform that promotes private ownership of land, guarantees the right to buy and sell land, and allows the true value of private property to be adequately reflected in the market.

There wasn’t necessarily a conflict on this matter, between the party leadership and the authors of the Charter – time will show how the CCP is going to handle the remaining state sector of the economy. But among everyday Chinese people, this demand would hardly strike a chord. Besides, who can imagine a transfer of state-owned enterprises to private ownership “in a fair, competitive, and orderly manner”?

In the Charter’s preface, the authors wrote:

The Chinese people, who have endured human rights disasters and uncountable struggles across these same years, now include many who see clearly that freedom, equality, and human rights are universal values of humankind and that democracy and constitutional government are the fundamental framework for protecting these values.

It was a cautious description of the status quo: Liu and his co-authors understood that only a critical minority would side with them. And indeed, there was more to endure in the pipeline. The educational dictatorship China is now entering encourages anticipatory obedience rather than awareness, and it is likely to succeed. When you keep beating people up long enough – and provide them with a hopeful perspective for the future -, there is little that can help people of conscience to counter the propaganda.

This may be the main difference between Liu and his enemies (and many of his admirers, too): in the eyes of many, only hard power – no matter if you refer to it as “the people’s power” or as the “authorities” -, creates reality. If the realities are good, you don’t need to get involved. If they are evil, you can’t get involved. And when realities come in many shades of grey, you either needn’t or can’t get involved. The power of the powerless is no reality in these peoples’ world – unless they begin to tilt, so that re-orientation appears advisable.

That’s a stabilizing factor, so long as realities remain what they appear to be.  But appearances can be deceiving, often until the very last hour. Who of the Egyptians who ditched their longtime president in 2011, in colossal demonstrations, had known weeks before that he wanted to get rid of him? A mood had capsized. It wasn’t about awareness.

A manipulated and intimidated public tends to be unpredictable, and that can turn factors around that were originally meant to add to “stability”.

China’s leaders feared Liu Xiaobo. They feared him to the extent that they wouldn’t let him leave the country, as long as he could still speak a word. But in all likelihood, they fear China’s widespread, politically tinged, religious sects even more, which have a tradition at least as long as Chinese scholarship. Falun Gong is only one of its latest manifestations.

By suppressing public intellectuals not only before 1978, but after that, too, they provided space for nervous moodiness. The Communists themselves want to “guide” (i. e. control) public awareness, without leaving anything to chance.

But chance is inevitable. Totalitarian routine may be able to cope for some time, but is likely to fail in the long run, with disastrous consequences.

In that light, the CCP missed opportunities to reform and modernize the country. But then, the party’s totalitarian skeleton made sure that they could only see the risks, and no opportunities, in an opening society.

What remains from Charter 08 – for now – is the courage shown by its authors nine years ago, and by the citizens who affirmed it with their signatures.

Each of them paid a price, to varying degrees, and often, their families and loved ones did so, too: like Liu Xia, who had hoped that her husband would not get involved in drafting the Charter, but who would never dissociate herself from him.

Nobody is obligated to show the same degree of courage, unless solidarity or conscience prescribe it. In most cases, making such demands on oneself would be excessive. But those who hate the Lius for their courage – and for lacking this courage themselves – should understand that their hatred is wrong. One may keep still as a citizen – but there is an inevitable human duty to understand the difference between right and wrong. By denying our tolerance toward despotism and by repressing awareness of our own acquiescence, we deny ourselves even the small steps into the right direction, that could be taken without much trouble, or economic hardship.

May Liu Xiaobo never be forgotten – and may Liu Xia find comfort and recovery.

Warum gibt es Propaganda?

Im folgenden Blockquote eine nicht autorisierte Übersetzung aus Jacques Ellul, “Propaganda – the Formation of Men’s Attitudes”, New York, 1965, 1973 in englischer Übersetzung des französischen Originals, Seiten 105 (u.) – 108 (0.).

Fußnoten wurden weggelassen. Inhaltliche Irrtümer beim Übersetzen sowie Typos sind jederzeit möglich.

Ich stelle meine auszugsweise Übersetzung hier unter der Annahme ein, dass sie unter “fair use” fällt, was auf der FC-Plattform möglicherweise nicht der Fall wäre.

Man muss auch im Auge behalten, dass Propaganda sich auf die dichteste Masse konzentrieren muss – sie muss organisiert werden für die enorme Masse Einzelner. Diese große Mehrheit findet sich nicht unter den Reichen oder sehr Armen; Propaganda wird also für die gemacht, die einen bestimmten Lebensstandard erreicht haben. In westlichen Ländern wendet sich Propaganda an den Durchschnittsmenschen, der alleine eine wirkliche Kraft repräsentiert. Aber, man könnte sagen, in den sehr armen Ländern wie Indien oder den arabischen Nationen wendet sich Propaganda an eine andere Masse, an die sehr Armen, die fellahin. Nun, der Punkt ist der, dass diese Armen nur sehr geringfügig und langsam auf irgendeine Propaganda reagieren, die nicht Agitationspropaganda ist. Die Studenten und Händler reagieren – nicht die Armen. Dies erklärt die Schwäche von Propaganda in Indien und Ägypten. Denn wenn Propaganda wirkungsvoll sein soll, muss der Propagandisierte einen bestimmten Vorrat an Ideen und eine Anzahl konditionierter Reflexe haben. Diese werden nur mit etwas Wohlstand erworben, mit etwas Erziehung, und der inneren Ruhe, die aus relativer Sicherheit erwächst.

Im Gegensatz dazu kommen alle Propagandisten aus der oberen Mittelklasse, ob sowjetisch, nazi, japanisch oder amerikanische Propaganda. Die reiche und sehr gebildete Klasse stellt keine Propagandisten zur Verfügung, weil sie fern vom Volk ist und es nicht gut genug versteht, um es zu beeinflussen. Die untere Klasse kann keine zur Verfügung stellen, weil ihre Mitglieder selten die Möglichkeiten haben, sich selbst auszubilden  (selbst in der UdSSR); und wichtiger, sie können nicht ein paar Schritte zurücktreten und sich ihre Klasse mit der Perspektive ansehen, die erforderlich ist, wenn man Symbole für sie konstruieren will. Daher zeigen Studien, dass die meisten propagandisten aus der Mittelklasse rekrutiert werden.

Die Bandbreite propagandistischen Einflusses ist größer und umfasst auch die untere Mittelklasse und die obere Arbeiterklasse. Aber damit, dass man den Lebensstandard erhöht, immunisiert man niemanden gegen Propaganda – im Gegenteil. Natürlich, wenn jeder sich auf dem Level der unteren Mittelklasse befände, hätte die heutige propaganda vielleicht weniger Erfolgsaussichten. Aber in Anbetracht der Tatsache, dass der Aufstieg zu diesem Level allmählich erfolgt, macht der steigende Lebensstandard – im Westen, wie auch im Osten und in Afrika, die kommenden Generationen empfänglicher für Propaganda. Letztere etabliert ihren Einfluss, während Arbeitsbedingungen, Ernährung und Wohnbedingungen sich verbessern und während gleichzeitig ein gewisse Standardisierung der Menschen einsetzt, ihre Umformung zu dem, was man als normale, typische Leute betrachtet. Aber während das Aufkommen eines solchen [106] “normalen” Typs einmal automatisch und spontan war, wird es nun immer mehr zu einer systematischen Schöpfung, bewusst, geplant und beabsichtigt. Die technischen Aspekte der menschlichen Arbeit, ein klares Konzept sozialer Beziehungen und nationaler Ziele, die Errichtung einer Form üblichen Lebens – das alles führt zur Schöpfung eines Typs normaler Menschen und führt alle Menschen in geeigneter Weise, auf einer Vielzahl von Wegen, hin zu dieser Norm.

Darum wird Anpassung zu einem der Schlüsselworte allen psychologischen Einflusses. Ob es sich nun um eine Frage der Anpassung an Arbeitsbedingungen, des Konsums oder eines Milieus handelt – eine klare und bewusste Absicht, Menschen in das “normale” Muster zu integrieren, herrscht überall vor. Dies ist der Gipfel propagandistischen Handelns. Zum Beispiel besteht kein großer Unterschied zwischen Maos Theorie der “Gussform” und dem McCarthyismus. In beiden Fällen ist Normalität das Ziel, in Übereinstimmung mit einer bestimmten Lebensweise. Für Mao ist Normalität eine Art idealen Menschens, der Prototyp des Kommunisten, der geformt werden muss, und dies kann nur damit getan werden, dass der Einzelne in eine Form gepresst wird, in der er die gewünschte Form annehmen wird. Da das nicht über Nacht passieren kann, muss der Einzelne wieder und wieder in die Form gepresst werden, und Mao sagt, dass es dem Einzelnen selbst völlig bewusst ist, dass er sich dieser Operation aussetzen muss.

Auf der anderen Seite und mit anderen Formeln gibt es den McCarthyismus. Der McCarthyismus ist kein Zufall. Er drückt eine tiefe Strömung in der amerikanischen Meinung gegen alles “Unamerikanische” aus und beutet sie gleichzeitig aus. Er beschäftigt sich weniger mit Meinungen als mit einer Lebensweise. Herauszufinden, dass die Zugehörigkeit zu einem Milieu, einer Gruppe oder einer Familie, in der es Kommunisten gibt, als verwerflich gilt, überrascht, denn hier sind nicht Ideen, sondern eine abweichende Lebensweise von Bedeutung. Dies führt in der Literatur zu unamerikanischen Aktivitäten zur Assoziation von Alkoholismus oder Homosexualität mit Kommunismus, und zu den Regeln, bekanntgemacht 1952, die das “Risiko geringer Sicherheit” aufstellte und zur Rasterung von 7.000 Funktionären führte. Es gab für diese Ermittlung keinen anderen Grund als den, dass der Kommunist “anormal” ist, weil er nicht das “normale” akzeptiert – also den amerikanischen way of life. Diese “anormale” Person muss natürlich als solche behandelt, aller Verantwortlichkeiten enthoben und umerzogen werden. Daher wurden amerikanische Gefangene im Koreakrieg, die mit Kommunismus kontaminiert zu sein schienen, nach ihrer Freilassung in Krankenhäuser verlegt und psychiatrisch und medizinisch in einem Krankenhaus in Valley Forge behandelt. In der derzeitigen amerikanischen Meinung werden alle Anstrengungen, das, was dem amerikanischen Way of Life nicht entspricht und ihn gefährdet [zu bekämpfen], notwendigerweise als gute Werke betrachtet.

Zusammenfassend: Die Schaffung von Normalität in unserer Gesellschaft kann eine von zwei Formen annehmen. Sie kann das Ergebnis wissenschaftlicher, psychosozialer Analyse sein, die auf Statistiken beruht – das ist die amerikanische Art der Normalität. Sie kann auch ideologisch und doktrinär sein – das ist der kommunistische Typ. Aber die Ergebnisse sind identisch: solche Normalität führt notwendigerweise zu Propaganda, die den Einzelnen auf das Muster reduzieren kann, das der Gesellschaft am nützlichsten ist.

Huanqiu Shibao: Will Turkey turn East?

Chinese media provide relatively very little opinion on the coup attempt in Turkey and its aftermath, and prefer to quote foreign media. However, the choice of information sources may indicate where Chinese media pay special attention, and the article translated here ends with a bit of expertise from Chinese academia.

The following is a translation of a press review of sorts, originally from Huanqiu Shibao, and republished by, a news portal in a number of languages (including Mandarin), that is apparently operated by Global Broadcasting Media Group, which in turn is operated by China Radio International (CRI). Global Broadcasting Media Group, as CRI’s investment vehicle, is also known as “Guoguang”. The following article – or my translation of it, for that matter – may or may not reflect the quoted sources accurately.

The BBC reported on July 20 that the purge of so many people had led to concern among international observers, and that the United Nations were working on making sure that Turkey maintained the essence of the rule of law, and protected human rights. Germany, on July 20, condemned the growing purges by the Turkish government even more directly. Government spokesman Steffen Seibert said, “we see actions almost daily that damage the rule of law, with measures whose force exceeds the seriousness of the problems.” Some of the measures were deeply disturbing, and unconstitutional.


Associated Press quoted EU Parliament speaker Martin Schulz as saying that Turkey was now carrying out “retaliation” against opponents and critics, and the debate about the reintroduction of the death penalty was “absolutely worrying”. The EU has warned that such a move would spell the end of EU accession negotiations with Turkey.


A White House statement on Tuesday said that President Barack Obama, during a telephone conversation with Erdogan, “had urged respect for the law while investigating those involved in the coup, in a way that would strengthen public trust in the democratic system.” However, the problem US-Turkish relations were facing go far beyond the protection of rule of law and of democracy.


According to a “New York Times” report, Turkish officials, including the foreign minister, demanded on July 19 that America extradite Fethullah Gülen. On that day, the White House confirmed it had received electronic documents from Turkey that was meant to serve as evidence. However, it was not clear if a formal request for extradition had already been made. “The ministry of justice will examine this material in accordance with the extradition treaty between our two countries,” White House spokesman Josh Earnest said. CNN said that according to the extradition treaty between America and Turkey, treason [as a reason for extradition] did not apply, but Turkey had given exactly that reason for its request. When asked if the Turkish government had any evidence for this, Turkish deputy prime minister Kurtulmus said that Turkey knew clearly that Gülen was the manipulator behind the scene, just as America knew that bin Laden had been the conspirator of “9-11”.

David Ignatius, a “Washington Post” columnist, writes that within the clamor of the coup aftermath, the US-Turkish relations, which had already been tense, could get into new difficulties, with the demand of extraditing Gülen as the most immediate test. Given the US and EU concern about the Erdogan government’s human rights record, this issue would be complicated. There were serious differences between the two sides about strategies of strikes against IS in Syria. During the past few years, the American-Turkish relations had come across as those between friends who were breaking up.

Could Turkey become an ally of Russia? Russia’s [online paper] Vzglyad writes in an editorial that Turkish prime minister [Yildirim] had already said, Ankara could review Turkish-US relations if America refused to extradite Gülen. Russia’s Izvestia quoted the Russian Academy of Sciences Oriental Institute’s Gadzhiev as believing that while it was premature to say that Turkey would completely turn to Russia, there could be some change. German Global News Network*) commented that a coup was now changing Turkey, and possibly the Middle East. Turkey didn’t trust America any longer, and the Middle East’s future could become more complicated.

But Li Weijian [apparently a researcher from Shanghai International Issues Research Institute – not previously mentioned in the article] thinks that Erdogan’s intention is to broaden his presidential powers and pave the way for the implementation of domestic policies and of diplomacy, and this wouldn’t necessarily constitute fundamental regional or global change. In an interview with “Huanqiu Shibao” he said, Erdogan had always maintained [an approach of] benefitting from West and East alike, and would keep to this strategy.

Shortwave Log, Northern Germany, July 2014: Radio Polonia terminates Broadcasts in German

1. Radio Polonia’s German Service

Possibly along with Radio Budapest, and contrary to Radio Prague and Radio Berlin International (East Germany), Radio Polonia , Poland’s external radio station, was a rather liberal voice from the Warsaw Treaty bloc  through the 1970s and 1980s.

The German department, started in 1950, wasn’t afraid of controversy, at least not in the 1980s. Even angry letters from West Germans who had once lived in the former eastern territories occasionally made it on the air (probably, the German department didn’t get too many letters of this kind anyway). The station never became one of my absolute favorites on shortwave, but many West Germans listened regularly.

2014 won’t mark the death of Radio Polonia, but the station’s German department has become history on June 30. Also in June this year, the Polish-abroad programs were terminated, and the Hebrew programs, Kol Polin, only established in 2007, apparently ended earlier this year.

Radio Polonia continues to broadcast in English, Russian, and Ukrainian – on the internet, through partnerships, and via satellite. The German audience still had the opportunity to listen on shortwave – a small shortwave transmitter operated by Radio 700 in Kall, North Rhine Westphalia, relayed Radio Polonia’s German programs. Last time I listend was in February this year, unaware that it would be the last time ever.

1) A splendid signal and – by the standards of Egyptian foreign radio anyway – splendid modulation, too. But that was only the Arabic program.
2) As far as the Spanish program, a bit later and 650 kHz further down, was concerned, modulation sucked as it does with all foreign-language programs from Cairo.
3) Of course, the English program’s modulation was no exception. It sucked, too. What a waste of energy.
4) Strong interference from China Radio International (CRI), by now the most undesirable shortwave station worldwide, in my view. Chinese shortwave radio appears to be everywhere, especially on frequencies where they can block sensitive or offending broadcasts, such as from Radio Japan. However, a primitive rotatable dipole antenna with a reasonably good directional effect worked wonders to push CRI (northeastern beam) aside and to get a clearer signal from Africa. Hence, at times, O=3.
5) I probably can’t tell Russian from Ukrainian. Therefore, I left the language column open here, with a question mark.
6) It was a surprise to find an All India Radio program in French on 7550 kHz at the time – it ought to be a Hindi program. I did enjoy the French program very much, because their approach is somewhat different to the English overseas service. It was a music program, and the French speakers actually explained the music.
7) Frequencies less than 10,000 kHz usually work best at nighttime or during winter. When tuning in to PBS Tibet on 6130 kHz at 16:00 UTC here in Northern Germany this summer, the signal isn’t better than O=2. By 16:30 UTC, it will usually improve to O=3, which is reasonably easy to listen to. Not necessarily true for reception in other places, obviously.

Monday Start-of-Work Links: Kim Jong-un “not the real Actor”?

1. A Deity doesn’t need to have a mind of his own,

argues Korhonen Pekka, a Finnish political scientist, in a post for Sino-NK. Nor does Kim Jong-un, he writes. Pekka interprets Kim’s reign as rather ceremonial, and that the bureaucracy is calling the shots. That however doesn’t appear to bode well for the future.

2. Lawyers should not Overestimate their Political Clout,

Fei Chang Dao quotes an editorial by Shan Renping (which is the pen name of Huanqiu Shibao‘s editor-in-chief, Hu Xijin). Fei Chang Dao (there appears to be a lawyer behind the blog) also explains the differences between the Chinese version of the article, and one published by Huanqiu’s sister edition in English, the “Global Times”. More recently, Fei Chang Dao explores how June-4 related searchwords are censored.

3. Public Diplomacy and its Limits

Obama’s Policies on Syria and Egypt, as well as on intelligence operations of U.S. administrations as revealed by Edward Snowden […] will have serious impacts on U.S. popularity in the world, Kilic Kanat, a political scientist, wrote on May 12, in an article for the English-language Daily Sabah from Istanbul. If Obama kept following his current policies especially on Syria and Egypt, […] the U.S. may face another downward trend in its standing. Under those circumstances, public diplomacy campaigns will only waste money on U.S. foreign policy.

Russia, Ukraine, or the Far East don’t seem to matter at all.

4. Meantime, on Capitol Hill …

… American senators and retired propaganda apparatchiks are trying to make sure that money spent on public money gets wasted indeed, by demanding that the language of Voice of America’s mission [..] explicitly state that the outlet has a role in supporting American “public diplomacy” and the policies of the government. To bring it down to a round figure, Fulbright scholarships are apparently being targeted by budget cuts.

No need for international exchange when you can broadcast linear propaganda, be it on shortwave, be it on “social media”.

Song Luzheng on Democracy: “Idle Masses indulging in a Life of Pleasure and Comfort”

Song Luzheng (宋鲁郑) is a journalist and (semi-)official living in France. The following are excerpts from an article published by Guanchazhe, a Shanghai-based website, on Thursday, and republished by the nationalist Huanqiu Shibao (online), also on Thursday. The article also appears on his regular blog.

Quotes made by Song Luzheng within the excerpts and translations underneath are my translations from Chinese to English. The wordings of the actual English-language originals (including book titles) by Niall Ferguson and Thomas Friedman may be different.

The bloody way in which the Egyptian military cracked down on the Morsi supporters has shocked the world. One after another, European countries condemned the “big terrorist massacre”, but Kerry, the secretary of state in charge of America’s diplomacy, of the world’s most developed democracy, with a surprising smile on his face on a press conference, didn’t condemn the military massacre in the least, and only uttered  that this was “deplorable”, that “violence was no solution and only brought about more instability and economic disaster” (but who used violence? The protesters?). Also, the only “sanction” the Obama administration imposes is “the military exercises with Egypt may be cancelled”. This is completely different from condemning the situation in Syria and taking action. Apparently, public intellectuals under American influence, abroad and at home, are in a hurry to stand on the side of the military which massacres peaceful Egyptian citizens.

埃及军方如此残酷的血腥镇压穆尔西的支持者, 举世震惊。欧洲各国纷纷表态谴责这起“恐怖大屠杀”,而世界上最发达的民主国家美国,其主管外交的国务卿克里竟然笑容满面地出席记者会,对埃及军方主导的 大屠杀毫无谴责,仅仅说了一句“悲惨的”,并不痛不痒地说“暴力不是解决方案,通向暴力的道路只能带来更大的不稳定、经济灾难”(但谁在使用暴力?抗议者 吗?)。与此同时,奥巴马政府的官员提出的唯一“制裁”措施竟然是:“可能取消与埃及的军事演习”。这和美国谴责叙利亚的态度和采取的行动完全不同。看 来,受美国影响,海内外的不少公知们很快也要站在屠杀埃及平民的军方一边了。

Most of today’s developed countries, with the exception of Britain, went through times of destruction, writes Song, and adds:

In fact, China went through a similar experience, only at a higher cost. This was the Republic of China, founded in 1912. Simply-put, the Republic of China didn’t bring China independence, nor did it bring China unity, let alone an era of strength, prosperity and dignity. In its short 37 years, the economy went into bancruptcy, there was warlordism, large-scale civil war, invasions by foreign enemies, territorial disintegration, corruption from the top to the bottom etc., and until it [the ROC] withdraw from the stage of history, China had almost reached the status of a savage nation. Life expectancy was at 35 years, illiteracy up to 80 percent. The only time in several thousands of years that China fell behind India was at that time. Not even the Cultural Revolution managed to do that. China at the end of the Qing dynasty faced three challenges: extreme poverty and weakness and encirclement by big powers, national disintegration, and military split by warlordism, and the Republic of China not only failed to provide solutions, but worsened even further. If one says that the Qing dynasty was a big collapsing building, the Republic of China not only failed to work on the Qing dynasty’s foundations, but even lost that foundation. It was at that time that Outer Mongolia was lost without a war, as the first territory in China’s history.

其实中国自己也曾有过类似的经历,只是代价更为不菲。这就是 1912年建立的中华民国。简言之中华民国是一个既没有带给中国独立、也没有带来统一,更没有带来富强与尊严的时代。在其短短的三十七年间,经济陷入破 产,军阀混战,大规模的内战,外敌入侵,国土分裂,从上到下的完全腐败,等到它退出历史舞台的时候,中国已几乎到了“蛮荒亡国”的地步:人均寿命不足35 岁,文盲高达80%。中国几千年唯一一次落后于印度就在此时,甚至文革都未能做到一点。清末中国面临的三大挑战:极端的贫困和积弱不振、列强环伺的生存危 机、国家的分裂和军队的军阀化,中华民国不但一个都没有解决,反而更加恶化。如果说清朝是倒塌的大厦,中华民国则不但连清理地基的工作都未能做到,而且把 地基都丢掉了。外蒙古也就是这个时期,成为中国历史上首个不是因为战败而丧失的领土。

Although a high price for democratic transition was a historical law [anyway], there were still more special factors at work in Egypt, according to Song: it was particularly poor, it was under the impact of the global economic crisis and of revolution at home, an unemployment rate of 31 percent (only nine percent before the revolution), and adding to that, illiteracy was at 27 percent, with female illiteracy at 69 percent.  A well-performing democracy needed an economic base and universal education. Lacking secularism in the Islamic world is also cited as a factor.

Also, some Muslim societies have long lacked a spirit of compromise and tolerance. This national character displays itself in a firm position and no concessions. This led to a situation where, when a ruler [Muarak] made concessions, prepared to move toward democracy, the country missed out on this top-down transition model which would have come at rather low costs, and even after a democratic success, and used extreme methods to solve conflicts. This happened both in Tunisia and in Egypt. When Muarak announced that he wouldn’t stay in office for another term and that his sons wouldn’t participate in elections, and that after his current term, there would be comprehensive, free and fair elections, the masses rejected this. As a result, power was transferred to the military, thus extending the transition period.  And after one year of rule by Morsi, the first president elected by the people was pushed off the stage by another street revolution, causing nation-wide confrontation and resulting in an unprecedented bloody tragedy. This kind of lack of compromise has already strangled Egypt’s democracy in its cradle. History shows again and again that what is born in a pool of blood is only violent, not democratic.

再者,有些穆斯林社会长期缺乏妥协和宽容精神,这种国民性在革命时可以表现 为立场坚决,绝不退步。却也造成当执政者做出让步,准备走向民主时,国家错过从上而下的、代价较低的转型模式,甚至在民主成功之后,采用极端手段来解决冲 突。这一幕在突尼斯和埃及都反复上演。当穆巴拉克宣布不再连任、自己的儿子也不参选、任期届满之后即进行全面、自由、公正的选举时,却被民众拒绝了。结果 权力被交给军方,大大延长了过渡期。随后又在穆尔西执政一年后,再次以街头革命的方式,将首位民选总统赶下台,造成全国性的对抗,终至演变成空前的血腥悲 剧。实际上,这种不妥协,已经把埃及的民主扼杀在摇篮中。历史已经一而再地证明,在血泊中诞生的只有暴力,而不是民主。

Revolutions like these were most likely to happen in demographically young countries, Song continues. Japanese media had pointed out that therefore, a revolution was unlikely to happen in a country like China, which was older on average, and with only one child per family.

The West itself was equally in trouble, writes Song, enumerating the share of respective national debt as a share of GDP. All of those shares were above the internationally accepted warning line of 60 percent.

The trouble was that democratic systems were based on the expectation that the people were perfect, and wouldn’t allow abuse. Unreasonable public expectations made politicians accept even unreasonable demands:

By using the ballot box in this Western system, people can force politicians to accept unreasonable and even perfectly unreasonable demands. Today’s Western debts come from deficit spending [今天西方国家普遍出现的债台高筑寅吃卯粮], high levels of welfare are hard to sustain and impossible to reform, the masses idly indulge in a life of pleasure and comfort, and falling competitiveness and falling economic growth have their sources here.

西方危机的深层根源就在于它实行的一人一票的民主制度。当今民主制度有一个理论假想:政府是应有 之恶,要进行限权,但对人民却又认为是道德完美、能够做到绝对正确。事实上,人民的全体和个体的人民一样,都有先天性的人性缺憾,比如好逸恶劳贪得无厌、 目光短浅急功近利等等。而任何权力包括民权没有限制都会被滥用。于是在西方这种制度模式下,民众可以通过选票迫使政治人物接受并非理性、甚至完全不合理的 诉求。今天西方国家普遍出现的债台高筑寅吃卯粮、高福利难以为继却无法改革、民众日益懒惰贪图享乐、竞争力下降经济增长乏力的根源就在于此。

When it is said that traditionally socialist countries with absolute public ownership of means of production (and economic equality) has proven a failed utopia, the failure of Western democratic societies as another big Utopia with absolute equality (one man, one vote) is now also being proven.


Song mentions the role of Wall Street’s five largest investment banks in the 2008 U.S. elections:

While collusion between officialdom and business in China still requires secrecy, it happens in broad daylight in the West.


Apparently based on the bestseller “This Town”, Song details his statement about democracy.

This book’s grim conclusion is this: transactions between power and money has become a thorough procedure. America has become exactly the way of the Roman empire in its late stage, before its collapse: Systematic political corruption, evil action as the usual practice, and legal offense in vogue.



In the face of the crisis of Western democracy, more and more scholars are waking up. Niall Ferguson, one of the West’s most renowned and influential historians, called “one of the world’s 100 most influential people” by “Time”, wrote –  after writing “Money and Power” and “Civilizaton” – about “The Western Civilization’s four Black Boxes”. In this book he argues that questions about the decline of the West lies in the degeneration of the institutions. Representational government, free markets, the rule of law, and civil society were once western Europe’s and North America’s four pillars, but are now in decay. The root lies in the irresponsibility to which the voting people have turned, living at the costs of future generations.

面对西方民主的危机,越来越多的学者开始醒悟。当代西方声誉最高、影 响力最大的历史学者,被《时代》周刊称为“影响世界的100人”之一的尼尔·弗格森,在《金钱与权力》、《文明》后,又推出一本新作:《西方文明的4个黑 盒子》,在这本书中,他认为西方衰落的答案就在西方的建制正在退化。代议政体、自由市场、法治、公民社会,曾是西欧、北美社会的四大支柱,但在今天这些建 制已败坏变质。根源则在于作为选民的人民变得不负责任,使一代选民得以在牺牲未来数代人利益下过日子。

This is also why the “New York Times'” columnist Thomas Friedman, in his new book “[The World is] Hot, Flat, and Crowded”, goes as far as titling one chapter “If America could be China for one Day”. He gives an example: “If need be, China’s leaders can change the regulatory system, the standards, infrastructure to safeguard the country’s long-term strategic benefit. If such issues get discussed and implemented in Western countries, I’m afraid it takes years or even decades.” […]

这也是为什么《纽约时报》专栏作家托马斯·费里德曼新书《世界又热又平又挤》有一章的标题竟然是这样的: 假如美国能做一天中国。他举例道:“如果需要的话,中国领导人可以改变规章制度、标准、基础设施,以维护国家长期战略发展的利益。这些议题若换在西方国家 讨论和执行,恐怕要花几年甚至几十年的时间。” […..]

This is where Song Luzheng gets back to Egypt, as a painfull lesson for Egypt itself, but a fortune for China (埃及的惨痛教训,对于中国实是极为宝贵的财富).

There are the three major human civilizations: Christian civilization, Islamic civilization, and Confucian cvilization. Only the Western democratic system can keep pace with China’s political civilization. But this kind of Western system has developed to today’s dysfunctionality, increasingly unable to adapt to the challenges of globalization. Apparently, Chinese civilization cannot be refused to play an important role among the world’s civilizations!


We can say that the decline of Western democracy and China’s institutional civilization full of vitality are humankind’s greatest and most influential change. In the old days, China’s  huge contributions to humankind weren’t only reflected in economics, but more importantly in its institutional civilization. These days, as China is becoming strong and prosperous again, it will also, once again, carve out another height of institutional civilization for humankind.

1. Radio Habana Cuba (RHC)

If there is an element of soft-power methodology in Cuba’s foreign radio programs – winning friends and influencing people -, it’s probably the music they play.  Some other of the station’s regular topics may come across as rather old-fashioned to listeners, especially – depending on your perception – the World of Stamps and Arnie Córo‘s DXers Unlimited programs.

Radio Habana Cuba (RHC) covered the trails of the Pastors for Peace this month, on their annual trip to revolutionary sites in the free territory in the Americas. Also in the news: lots about Edward Snowden or related events, and Swedish member of parliament Torbjörn Björlund has a short interview with the station as he visits Cuba for the first time.

RHC used to broadcast to Europe, too, partly or completely through relay stations in the USSR, but the main target areas are now the Americas and Africa. The main target area for RHC’s English-language broadcast is North America, and one of the program’s frequencies, 6000 kHz, can usually be received clearly in Europe, too.

2. Voice of Turkey

TRT Ankara, also known as the “Voice of Turkey”, retains a bastion of Kemalism. Every once in a while when listening, you will stumble across readings from the founder of the Republic’s diary or memories, or contemporaries’ memories about him (I have never given the topic a close listen yet). No Koran recitals in the English, French, German or Spanish programs, as far as I can tell, but both the Arab and the Chinese services carry such programs at the beginning of every broadcast, at least currently. In the Chinese case, the recitals may be meant to benefit Uighur listeners, and other Muslim minorities in China. A listeners’ letter with a number of signatories asked TRT for a Koran copy for each of them in January this year and were told that unfortunately, there are no Korans among our gifts, but you can download them from the internet. There are also Chinese ones.
