Climate Change: Unconditional Action

A report by China National Radio (CNR) on an international conference on climate change held in Beijing on Friday and Saturday, hosted by the China Center for International Economic Exchanges, highlights speeches by the “climate ambassadors” from India, Brazil, Algeria and other developing countries, and focuses on two – those of Mexico’s Secretary of the Environment Juan Elvira Quesada, and Denmark’s Permanent Under-Secretary of State Bo Lidegaard. The report gives an account of the predictable stances – Quesada stating a goal of carbon dioxide by 30 per cent, and the need for technical and economic support from developed countries, Lidegaard emphasizing the need for the developed countries to get past the negative effects of the international financial crises, and China’s UN Under-Secretary for Economic and Social Affairs Sha Zukang (沙祖康) making a harmonious synthesis of their positions:

“As for Mexico and several other countries, they have expressed that we want to reduce carbon dioxide emissions by 30 per cent, provided that there is technical and economic support. As for the developed countries, they are also facing difficulties. As this friend from Denmark has stated very clearly, the financial crisis isn’t completely over yet. Letting developed countries help financially also has its problems, in terms of technology transfer, some intellectual-property matters still need to be solved.”

China National Radio quotes foreign delegates as unanimously saying that China made unremitting efforts to respond to climate change, and the National Development and Reform Commission’s deputy chairman Xie Zhenhua (解振华) as saying that China took action without making conditions, and their contribution to protecting the global climate was also the development of a green economy, therefore meeting the innate demand of sustainable development. Great pressures and difficulties notwithstanding, China would do its utmost to meet the proposed goals.

While CNR’s (domestic) report is focusing on how China will save the world, Xinhua tells the rest of the world which contributions the developed countries must make to help China save the world.

Climate Change Control: Who should Foot the Bill?

The worst thing that can happen to the Copenhagen summit would be a blame game, based on different ideological concepts. I thought I wouldn’t start a discussion about it yet, but I joined one on another blog. So if you want to know JR’s temporary unconsolidated findings and those of others on who should or might foot which share of the bill for climate change control, you might take a look at the commenter thread there.

“Pragmatic Cooperation”: German and Chinese foreign ministers hold videoconference

The following are three off-the-cuff translations of the news articles published by the FMPRC and the German foreign office earlier today, after a videoconference between the two countries’ foreign ministers. These translations are by no means authoritative and may contain errors – in case of the doubt, look at the originals. If either of them is a comprehensive description of the conference is, of course, impossible to tell.

Wang Yi also presented the Chinese version of his country’s conflict with the US, but this was published in an extra article by the FMPRC – please refer to the third translation.

On July 24, 2020, Chinese State Councilor and Foreign Minister Wang Yi held a video conference with German foreign minister Heiko Maas.

Wang Yi said that since the outbreak of the epidemic, China and Germany had both upheld close communication through telephone, video and other means, to plan for the next step in the development of Chinese-German and Chinese-European relations. We must actively  implement the political consensus reached by the two countries’ leaders, ensure the sound and stable development of Chinese-German relations, advocate multilateralism together, reject unilateral behavior, and provide more stability and correct energy for the world:

Firstly, to newly start Chinese-German dialog on all levels and in all fields, actively plan and carry out dialog and consultation mechanisms in a flexible way, with the two foreign ministries taking a role in the resumption of exchanges.

Secondly, to let Chinese-German pragmatic cooperation resume as soon as possible, to jointly maintain international supply chains and their stability. The two countries have already taken the lead in the implementation of “fast-lane travels”, with the need to create better conditions by strengthening prevention and expanding bilateral staff contacts and increasing the numbers of flights.

Wang Yi emphasized that China has always looked at the EU and Chinese-EU relations with a positive and constructive attitude, always supported the European integration process, supported the EU’s growth and expansion, and happily watched the EU’s development of a greater international role. To develop Chinese-European relations well, comprehensive, objective and accurate knowledge of each other is the key. Wang Yi reiterated that Chinese-European consensus was much greater than their divisions, and cooperation much greater than competition. The two sides’ contacts should be positive and win-win, not a you-lose-I-win zero-sum game. China and Europe are cooperation partners, not systemic rivals. China expects the term of Germany’s rotating EU presidency to promote the realization of still bigger upgradings of Chinese-European relations and is willing to work with Europe to plan and prepare the next stages of the Chinese-European political agenda, to deepen cooperation on climate change, and to send a positive signal that China and Europe join hands to cooperate in safeguarding multilateralism and improving global governance.

Maas first expressed sympathy to the Chinese people suffering the flood disaster. Maas said that Germany places great attention on German-Chinese relations. Close German-Chinese communication, dialog and cooperation in the face of the epidemic challenge had led to good results. Germany highly appreciated China’s pledge to  turn a successfully developed vaccine into an international product after successful development. [Germany] wanted to strengthen cooperation with China in vaccine R & D, and in improving accessibility to such a vaccine. Germany firmly supported multilateralism and supported the WHO. It would substantially increase financial support for the WHO. Germany was willing to make ample use of existing dialog and consultation mechanisms, to strengthen strategic dialog and communication, to cooperate on post-epidemic economic recovery, increase the numbers of business and chartered flights while doing a good job at prevention and control, and promote essential contacts. As rotating president of the EU, Germany placed great attention on European-Chinese relations, was willing to plan the next stages of European-Chinese high-level exchanges, to deepen cooperation on climate change, strengthen third-party cooperation in Africa, and contribute efforts to the promotion of European-Chinese relations’ development.

The two sides exchanged opinions about the China-EU investment agreement negotiations, concurred that with the background of unilateralism and protectionism, efforts to meet half-way and to negotiate needed to be increased, so as to strive for the attainment of a comprehensive, balanced and high-class Chinese-European investment agreement at the earliest possible date.

双方就中欧投资协定谈判交换了意见,一致同意在当前单边主义、保护主义抬头背景下,应加快相向而行,加大谈判力度,争取尽早达成一项全面、平衡、高水平的中欧投资协定。

The following is a translation of the news article published by Germany’s foreign ministry.

Since early June, the worst rains ever since the beginning of keeping records have caused massive floods in China. We are aghast of the pictures and reports about the flood disaster. On behalf of the federal government, I have expressed our deepest sympathy and our solidarity with the population affected by the floods.

Seit Anfang Juni sorgen die schlimmsten Regenfälle seit Beginn der Aufzeichnungen für massive Überschwemmungen in China. Wir sind bestürzt über die Bilder und Berichte der Flutkatastrophe. Im Namen der Bundesregierung habe ich der chinesischen Seite unser tiefstes Mitgefühl und unsere Solidarität mit der von den Fluten betroffenen Bevölkerung ausgedrückt.

For us, China is an important partner, but a competitor and systemic rival, too. Maintaining cooperation matters to us. However, it is also crucial that we keep up dialog especially about critical topics.

China ist für uns ein wichtiger Partner, aber auch Wettbewerber und systemischer Rivale. Für uns ist der Erhalt der Zusammenarbeit wichtig. Gleichzeitig ist es aber auch entscheidend, dass wir im Dialog insbesondere auch zu kritischen Themen bleiben.

The most An important topic of my discussion with Wang Yi was the situation in Hong Kong – as has been in my talks with Great Britain this week, and in EU circles last week. I have presented the common European position and reflectins among EU partners, concerning the treatment of the new legal situation, once again. There, too, there is need for action. To us, it is and remains important that, in accordance with international law entered by China, Hong Kong’s autonomy and the liberties guaranteed by the Basic Law, including freedom of opinion, remain guaranteed. That is why we are watching closely now how the law will be applied in practice, also with reference to the Legislative Council elections. If the principle of “one country, two systems” gets eroded by the security law, there will be consequences for our relations with Hong Kong and China. The human rights situation in China was also a topic in our discussion.

Wichtiges Thema meines Gesprächs mit Wang Yi war die Situation in Hongkong – wie im Übrigen auch schon bei meinen Gesprächen mit Großbritannien diese Woche und im EU-Kreis in der vergangenen Woche. Ich habe Wang Yi nochmals die gemeinsame europäische Haltung und die Überlegungen unter den EU-Partnern zum Umgang mit der neuen Rechtslage dargelegt. Denn auch dort gibt es Handlungsbedarf. Für uns ist und bleibt es wichtig, dass gemäß der völkerrechtlichen Verpflichtungen, die China eingegangen ist, die Autonomie Hongkongs und die im Basic Law garantierten Freiheiten, einschließlich der Meinungsfreiheit, gewährleistet bleiben. Deshalb beobachten wir jetzt genau, wie das Gesetz in der Praxis angewandt wird, auch mit Blick auf die Wahlen zum Legislative Council. Wenn das Prinzip „Ein Land, zwei Systeme“ durch das Sicherheitsgesetz ausgehöhlt wird, hat das auch Folgen für unser Verhältnis zu Hongkong und China. As the EU’s presidency, we also still hope that the EU-China summit, originally planned for mid-September, can soon be catched up with. It is important that we finally reach substantial steps in the EU-China investment agreement.

Als EU-Ratspräsidentschaft hoffen wir nach wie vor, dass der ursprünglich für Mitte September geplante EU-China-Gipfel bald nachgeholt werden kann. Es ist wichtig, dass wir endlich substantielle Schritte beim EU-China-Investitionsabkommen erreichen.

G5 network development was a topic in our discussion, too. I explained that strengthening Europe’s digital sovereignty is an important concern for the German EU presidency. We have a strategic interest in our critical infrastructur’s security. To this end, security criteria will be established that all companies have to fulfill if they want to take part in 5G network development.

Auch der 5G-Netzwerkausbau war Thema unseres Gesprächs. Ich habe erläutert, dass die Stärkung der digitalen Souveränität Europas ein wichtiges Anliegen der deutschen EU-Ratspräsidentschaft ist. Wir haben ein strategisches Interesse an der Sicherheit unserer kritischen Infrastruktur. Dafür werden Sicherheitskriterien aufgestellt, die von allen Unternehmen zu erfüllen sind, wenn sie am 5G Netzwerkausbau beteiligt sein wollen.

In the area of climate change, the EU wants to work closely with China. Without China, we will not be able to achieve sustainable results here. Therefore, it was important that here, too, we remain in a close dialog.

Im Bereich Klimaschutz wollen wir als EU den engen Schulterschluss mit China suchen. Ohne China werden wir hier keine nachhaltigen Ergebnisse erzielen können. Deswegen war es wichtig, dass wir auch hierzu im engen Dialog bleiben.

We have also addressed the situation in Libya and Iran. If we want progress, we need China as a responsible actor in international politics. I have once again made a case for more Chinese support about Libya in the UN Security Council, and for constructive cooperation about Iran. Here, it has to be our main goal to preserve the JPCOA.

Wir haben auch die Situation in Libyen und dem Iran angesprochen. Wenn wir Fortschritte erzielen wollen, brauchen wir China als verantwortungsvollen Akteur in der internationalen Politik. Ich habe mich nochmals stark gemacht für eine weitere Unterstützung durch China zu Libyen im Sicherheitsrat der Vereinten Nationen und für eine konstruktive Mitarbeit zum Iran. Hier muss es unser oberstes Ziel bleiben, das JCPoA zu erhalten.

Of course, we also discussed COVID-19. The pandemic appears to be under control in our two countries for now – a success of our cooperation and solidarity. We agreed that this creates the opportunity for gradual development of travel connections between our countries.

Selbstverständlich haben wir auch über COVID-19 gesprochen. Die Pandemie scheint in unseren beiden Ländern vorerst unter Kontrolle zu sein – ein Erfolg unserer Zusammenarbeit und Solidarität. Wir waren uns einig, dass dies die Möglichkeit schafft, gemeinsam am schrittweisen Ausbau von Reiseverbindungen zwischen unseren Ländern zu arbeiten.

However, we must not relent in our efforts in fighting Corona. The pandemic continues to require international solidarity, especially in a globally fair distribution of a future vaccine. However, it is also important in our view that there will be scientific research [or investigation] of the virus’ origins. Therefore, we also discussed an invitation to the WHO, concerning the deployment of an expert commission.

Wir dürfen in unseren Bemühungen im Kampf gegen Corona aber keinesfalls nachlassen. Die Pandemie erfordert nach wie vor internationale Solidarität, gerade auch bei der global gerechten Verteilung eines künftigen Impfstoffes. Wichtig ist aus unserer Sicht allerdings auch eine wissenschaftliche Untersuchung der Herkunft des Virus. Daher haben wir auch über eine Einladung an die WHO über die Entsendung einer Expertenmission gesprochen.

The following is a translation of Wang Yi’s version of China’s conflict with the US.

State Councilor and Foreign Minister Wang Yi, during a video meeting with German foreign minister Heiko Maas on July 24, 2020, introduced [Maas] to the current [state of] Chinese-American relations on request.

2020年7月24日,国务委员兼外长王毅同德国外长马斯举行视频会晤时,应询介绍了当下的中美关系。

Wang Yi said that the problems in Chinese-American relations are all created by America, their objective is to try to interrupt China’s development progress, by means fair or foul, and even with a lack of any bottom line. Recently, some American anti-China forces also deliberately created ideological antagonism, openly forced other countries to choose the side to stand on, to get into confrontation with China for America’s selfish interest, but no country with an innate sense of right and wrong and an independent spirit would keep that kind of company.

王毅表示,中美关系目前面临的困难完全是美方一手造成的,其目的就是企图彻底打断中国的发展进程,为此可以不择手段,甚至毫无底线。最近美方一些反华势力还蓄意制造意识形态对立,公开胁迫别国选边站队,为了美方的私利与中国对抗,但任何有良知和独立精神的国家都不会与之为伍。

Wang Yi said that China still hopes that non-conflict with America can be reached, without confrontation, with mutual respect, mutually profitable cooperation, but that we will inevitably and resolutely defend national sovereignty and national dignity, resolutely defend our own just development rights, and the principles of international relations. China will not behave like America, but won’t tolerate American trouble-making either.

王毅表示,中国仍希与美国实现不冲突、不对抗、相互尊重、合作共赢,但我们必将坚定维护国家主权和民族尊严,坚定维护自身正当发展权利,坚定维护国际关系基本准则。中国不会随美方起舞,但也绝不容美方胡来。

Coronavirus: Excitement without Borders

If you follow the news – even in Europe -, the coronavirus infections that reportedly started in Wuhan features prominently.

This can hardly be explained with the dangers it may pose to individuals, at least for now. Then why the excitement, while climate change (probably) continues and poses a much greater threat?

What becomes news depends on what people can relate to. When a royal couple decides to move to Canada (but not quite, only a bit), it’s news, because it suggests that there must be a VIP family conflict.

When murder occurs in a place where overseas tourists go, media are more likely to report the case than if the same thing happens in Gaborone, or in a tranquil Swiss village off the beaten track.

And when shit happens in China, it becomes an online game: because new statistics and measures are announced every hour, the news seems to suggest that the situation becomes ever more grim.

Besides, because the Chinese authorities earned themselves a bad record  during the SARS epidemic early this century, there are suspicions that the worst news may still be covered up.

And as Wuhan closes down public transport (including trains and flights), this comes across as truly dramatic, particularly in countries where such actions, in modern times, are unheard of.

But then, draconic measures are nothing unusual in China (as many victims of arbitrary police and other state organs can tell, if they dare). And besides, if you live in Wuhan and own a car, you can go wherever you like. I haven’t heard of Wuhan citizens being refused a flight once they have reached, say, Nanjing International Airport.

Life goes on: the South Korean government, only on Monday, published plans for individual travels from South to North, and one of the options includes traveling through China (“or other countries”). Yes, you may still plant an apple tree.

When Wuhan adopts measures the way it does now, there are always two ways of interpreting them: one may think that if things are that bad, they are probably even worse.  But then, maybe the authorities simply want to be efficient this time. It depends on how you look at it.

Time for me to hit the road. And I’m sure that I’m much more likely to be killed in a traffic accident, than by a virus from Wuhan.

Win-Win Flattery: Guanchazhe welcomes an Austrian “Supernova”

Guanchazhe is a Chinese economic magazine from Shanghai, and Austrian president Alexander Van der Bellen‘s visit to China isn’t its main issue, of course. That would be how Marx, Engels, Lenin, Stalin and Adam Smith would look upon China’s economic reform if they were still alive.

But Van der Bellen – or more specifically: chancellor Sebastian Kurz – is among the top stories on Saturday, as a correspondent from Germany asks what Austria is looking for in China.

In what is “the biggest Austrian state visit in history”, according to Wiener Zeitung, Austrian president Van der Bellen and chancellor Kurz are visiting China in April. Several Austrian media report this unparalleled same-time visit to another country under the headline of “historical visit”.

The reports said that the Austrian president and chancellor announced on Monday [March 19] that they were to conduct Austria’s largest-scale state visit in Austria’s history, from April 7 to 12.

Chancellor Kurz, who is only 32 years old, is Europe’s youngest head of government, and considered to be a “supernova” in the European world of politcs. As for this visit to China, Kurz said that “China is a country with a huge potential”, and several hundred Austrian companies were already operating in China.

China’s middle class was growing rapidly, and in economic terms, China was “a newly rising superpower.”

The correspondent also expresses esteem for Kurz’ successor in Austria’s foreign ministry, Karin Kneissl: an extremely noteworthy personality (一个极其值得注意的人物), speaking English, Arabic, Hebrew, French, Spanish, Italian and Hungarian, and author of a book about China.

Emphasizing District-Level Cooperation and Mass Work: Xinhua reviews Xi Jinping’s State Visit

The following is a translation of an article published by Xinhua news agency on Tuesday. Links within blockquotes added during translation.

Chairman Xi Jinping’s first [update/correction: state] visit to America has been successfully concluded. It hasn’t only brought the nervous talk about qualitative changes in Sino-American relations to an end, but it also provided the global economy with positive expectations, successfully managed differences and risks, and to the Asia-Pacific and even to the world’s peace and stability, it has brought positive energy.

习近平主席对美首次国事访问圆满落下帷幕,不仅给半年来沸沸扬扬的中美关系质变论画上了句号,也给全球经济带来正面预期,并成功管控分歧与危机,给亚太乃至世界和平稳定带来满满的正能量。

This shows once again that the new type of big-power relations between China and America are possible, feasible, and projectable. On the road of building [these relations], some indications can be found:

Sino-Venezuelan Relations: Locomoted by Finance and Investment, with Energy Cooperation as the Main Axis‏

China’s party and state leader Xi Jinping, in his capacity as state chairman, had talks in a frank and friendly atmosphere with Venezuelan president Nicolás Maduro on July 20, according to People’s Daily online, and reached a broad consensus. They unanimously decided to promote Sino-Venezuelan relations further, to a level of a comprehensive strategic partnership.

Xi Jinping pointed out that China and Venezuela are good friends and double-win partners with trust in each other. We cherish the memory of former Venezuelan President Hugo Chavez for making important contributions to the development of Sino-Venezuelan relations, and we appreciate how President Nicolas Maduro continues Chavez’ friendly policies towards China. On the occasion of the 40th anniversary of the establishment of diplomatic relations between [our] two countries, Sino-Venezuelan relations can take over from the past and carry it forward into the important stage of the [near] future. We unanimously agree to promote the relations of [our] two countries relations to a level of comprehensive strategic partnership, comprehensive cooperation, mutual benefit and common development. Xi Jinping put forward four proposals.

习 近平指出,中委是相互信任的好朋友和互利共赢的好伙伴。我们缅怀委内瑞拉前总统查韦斯为发展中委关系作出的重要贡献,赞赏马杜罗总统继承查韦斯对华友好政 策。在两国建交40周年之际,中委关系处在承前启后、继往开来的重要阶段。我们一致同意,将两国关系提升为全面战略伙伴关系,其内涵为战略互信、全面合 作、互利共赢、共同发展。习近平提出4点建议。

1. Grasp the general situation. The two heads of states should maintain regular contact, strengthen interaction between the two counties’ governments, political parties, legislative bodies, strengthen strategic planning, deepen mutual political trust, and to continue each other concerning issues of each others’ core interests.

第一,把握大局。两国元首要保持经常性接触,两国政府、政党、立法机关加强交往,加强战略规划,深化政治互信,在涉及彼此核心利益的问题上继续相互支持。

2. Lay emphasis on substantial results. Strengthen the top-level design of the two countries’ cooperation, both in terms of forging ahead with determination and pioneering courage, and in terms of pragmatism and efficiency, advancing in an orderly fashion, by maintaining mutual benefit and common progress, deepening the integration of interests, locomoted by finance and investment, with energy-sector cooperation as the main axis, and multiple wheels turning at the same time. Both sides should make good use of financing cooperation systems, advance mineral production, the construction of infrastructure and facilities, cooperation in science and technology, and, at an early date, the construction of agricultural demonstration parks. The Chinese side would like to increase the transfer of satellite technology to Venezuela, and encourages capable Chinese companies to actively participate in the construction of Venezuelan special economic zones.

第二,注重实效。加强两国合作顶层设计,既要锐意进取、勇于开拓,又要务实高效、循序渐进,坚持互利互惠,深化利益融合,以金融和投资为引擎,以能源合作 为主轴,多个轮子一起转。双方要用好融资合作机制,推进矿产、基础设施建设、科技合作,尽早启动农业示范园建设。中方愿加大对委方卫星技术转让,鼓励有实 力的中国企业积极参与委内瑞拉经济特区建设。

3. Expanding exchanges. With the anniversary of 40 years of diplomatic relations between the two countries as an [auspicious] moment, cultural, educational and media cooperation should enhance the Sino-Venezuelan foundations of the friendly popular will.

第三,扩大交流。要以两国建交40周年为契机,促进文化、教育、旅游、媒体合作,夯实中委友好民意基础。

4. Awareness of the overall situation. Sino-Venezuelan relations should be put into the general Sino-Latin-American relations, the united cooperation of developing countries, and the plans of global peaceful development. I appreciate President Maduros participation and important proposals in the BRIC countries’ meeting with the South American Leaders’ Forum and Sino-Latin-American Leaders’ Meeting. China wants to build the Sino-Latin-American Forum and promote comprehensive Sino-Latin-American cooperation together with Venezuela.  The two sides should strengthen and coordinate cooperation concerning global economic governance, energy security, climate change, and other international issues and deliver a stronger voice of developing countries to the international community, promoting more attention of the international order for development into a more just and reasonable direction.

第四,着眼全局。把中委关系放在中拉关系全局、发展中国家团结合作、世界和平发展大局中谋划。我赞赏马杜罗总统出席金砖国家同南美国家领导人对话会和中拉 领导人会晤并提出重要建议。中方愿意同委方一道,建设好中拉论坛,推进中拉整体合作。双方还要就全球经济治理、能源安全、气候变化等国际事务加强协调配 合,向国际社会更多传递发展中国家声音,推动国际秩序朝着更加公正合理方向发展。

Maduro is quoted by People’s Daily online as confirming the trust between Venezuela and China and agreement on many important issues (两国对许多重大问题看法一致). He is also quoted as expressing Venezuelan appreciation of Chinese long history and culture, admiration for the great achievements made by socialism with Chinese characteristics (我们欣赏中国悠久的历史文化,钦佩中国特色社会主义事业取得的伟大成就), and a firm belief that China would play a great role in promoting world peace and development.

We will firmly carry the will of Hugo Chavez forward, and strengthen security cooperation with China from a strategic height. I absolutely appreciate the proposals made by Chairman Xi Jinping, I hope to maintain a close relationship with Chairman Xi Jinping, to promote the cooperation between [our] two countries. Venezuela welcomes expanded investment by Chinese companies and their participation in the development of the petrochemical industry and projects such as special economic zones. During the meeting of Chinese and Latin American leaders a few days ago, Chairman Xi Jinping’s important proposals and motions for the strengthening of cooperation had milestone character. They will vigorously advance the common development of Latin America and China. Venezuela firmly supports the establishment of the Latin-America-China-Forum, and wants to make active contributions to Latin-American-Chinese relations.

The Essence of Big-Power Relations: the Chinese Definition in short

The BBC‘s monitoring service has a Chinese press review on the summit between U.S. president Barack Obama and Chinese party and state chairman Xi Jinping.

The Xinhua review linked by the BBC review actually goes somewhat further than the BBC’s account of it: the summit had designed (or drafted) a roadmap for a new era of Sino-American relations (为新时期中美关系的发展规划了蓝图). That said, two sentences further down, the Xinhua review kind of counterbalances this with a much more vague notion that a consensus between the two leaders on making joint efforts to build a new type of relations between big powers, to show mutual respect, and to cooperate in a mutually beneficial way, thus benefitting the people of their two countries and the people of the world. China and America, facing rapid economic globalization and the objective requirements of countries being in the same boat, should be able to take a road different from the history of great powers – a new road without clashes and antagonism. The Xinhua review the notion that China is the biggest developing country, and America is the biggest developed country. Facts had shown that cooperaton was mutually beneficial. Even if the political systems and development patterns were different, countries could set a good example of  peaceful coexistence and harmonious relations. All the same,

it cannot be denied that differences in terms of societal system, development stage, history, culture and tradition do exist between China and America, which make the relationship between the two countries exceptionally complex. This is exactly why chairman Xi Jinping says that the establishment of a a new type of relations between big powers is unprecedented and for generations to come [this should be the correct translation if 后起来者 is meant – I’m not sure about the actually used term 后启来者].

不可否认,中美之间存在社会制度、发展阶段、历史文化传统等差异和政治经济上的纠纷,使得两国关系具有前所未有的复杂性。正因如此,才如习近平主席所说,中美建设新型大国关系“前无古人、后启来者”。

The talk about unprecedented (tasks) preceded the summit – Chinese ambassador Cui Tiankai was quoted with quite the same wording ahead of the summit.

The People’s Daily editorials or commentaries linked by the BBC can’t be loaded at the moment. However, there seem to bee different opinions among People’s Daily’s editorialists – one suggesting that this was the beginning of a new era, and one (in the overseas edition) suggesting that building a normal relationship among major powers wouldn’t be easy, and one without distrust would be impossible (unless the U.S. changed their ways, that is).

Chinese coverage – before and after the summit – seems to suggest that the summit was a stage in a Chinese initiative to win America over to a constructive role in building a more harmonious world. Obviously, this would mean that a “failed” summit would be a loss of face for Xi Jinping – although there would have been ways to sell this to the Chinese public reasonably successfully, as a failure of the usual American suspects.

What seems to support the perception of the summit as the result of Chinese efforts is that the Chinese side came with a “vision” – Obama came with issues, such as cyber attacks. Chinese core interests (such as Taiwan or the South China Sea) don’t feature prominently. But there would be no American-Chinese summit without such issues – that they aren’t in the headlines for the sake of “atmosphere” does not mean that they were absent in the talks. But at least to the public, they were communicated rather low-key on this occasion.

Hong Kong’s Phoenix/Ifeng television and media company quotes the Beijing News (新京报) as saying that Xi addressed the Senkaku Islands (Diaoyutai) and the South China Sea issues as well as the “Taiwan issue”, cyber security and the Korean nuclear issue. There are excerpts from a press conference (or briefing, 吹风会), too, held by former Chinese foreign minister (until March this year) and current secretary of the Foreign Affairs Leading Small Group of the Communist Party of China Yang Jiechi (Yang apparently made his statements the Hyatt Hotel, where the Chinese side stayed during the summit):

Q: What’s at the core of the new type of big-power relations between China and America?

中美新型大国关系的核心内涵是什么?努力方向是什么?

A: Yang Jiechi said that the two leaders agree to making joint efforts to build big-power relations of a new type between China and America, with mutual respect and mutually beneficial cooperation. This is an important consensus reached by both sides, with their minds set on the international situation and the future development of Sino-American relations. This represents [the fact that] the two countries don’t take the road of history, with clashes and antagonism, but initiate a new model of big-power relatoins, a historic undertaking of  political wisdom.

杨洁篪说,两国元首同意,共同努力构建中美新型大国关系,相互尊重、合作共赢。这是双方着眼世情国情以及中美关系未来发展达成的重要共识,体现了中美两国不走历史上大国冲突老路、开创大国关系新模式的政治智慧和历史担当。

Yang Jiechi said that as chairman Xi pointed out, China and America are the world’s most influential countries, and should therefore set an example of how to handle big-power relations. President Obama said that America welcomes China as a great power that continues peaceful development, and that a peaceful, stable and prosperous China isn’t only beneficial for China, but also for America, and for the world. America hopes to maintain strong cooperational relations with China, in an equal partnership.

杨洁篪说,正如习主席指出的,中美都是对世界有重要影响的国家,理应在处理大国关系方面发挥示范作用。奥巴马总统表示,美国欢迎中国作为一个大国继续和平发展;一个和平、稳定、繁荣的中国,不仅对中国有利,对美国、对世界也有利。美国希望同中国保持强有力的合作关系,做平等的伙伴。

Yang Jiechi said that three lines by chairman Xi during the summit provided an incisive summary:

杨洁篪说,关于中美新型大国关系的内涵,习主席在会晤中用三句话作了精辟概括:

1. No clashes, no confrontation. Treat each other’s strategic intentions objectively and reasonably, maintain partnership, not rivalry, handle contradictions and differences by dialog and cooperation, and not by clashes and confrontation.

一是不冲突、不对抗。就是要客观理性看待彼此战略意图,坚持做伙伴、不做对手;通过对话合作、而非对抗冲突的方式,妥善处理矛盾和分歧。

2. Mutual respect. That’s to respect each other’s chosen societal system and development path, each other’s core interests and major concerns, to seek common ground while reserving differences, show tolerance and learn from each other, and make progress together.

二是相互尊重。就是要尊重各自选择的社会制度和发展道路,尊重彼此核心利益和重大关切,求同存异,包容互鉴,共同进步。

3. Mutually beneficial cooperation. That’s to abandon zero-sum concepts, take the other’s benefit into account while seeking your own benefit, advance common development while pursuing your own development, and keep deepening the beneficial integrational pattern.

三是合作共赢。就是要摒弃零和思维,在追求自身利益时兼顾对方利益,在寻求自身发展时促进共同发展,不断深化利益交融格局。

Yang Jiechi said that concerning the implementation of the spirit of the new type of big-power relations, chairman Xi had advanced a four-point proposal:

杨洁篪说,关于如何将新型大国关系的精神贯彻到中美关系的方方面面,习主席提出了四点建议:

1. To raise the level of dialog and mutual trust, multilateral forums such as the G-20 meetings and APEC and all the other more than ninety inter-governmental forums should be used skillfully.

一要提升对话互信新水平,把两国领导人在二十国集团、亚太经合组织等多边场合会晤的做法机制化,用好现有90多个政府间对话沟通机制。

2. New fields of cooperation should be initiated. America should take active measures to ease restrictions on high-tech exports to China, to promote the structures of trade and investment between the two countries into a more balanced direction of development.

二要开创务实合作新局面,美方应在放宽对华高技术产品出口限制等问题上采取积极步骤,推动两国贸易和投资结构朝着更加平衡的方向发展。

3. To establish a new methodology of interaction between big powers, the two sides should maintain close coordination and cooperation on issues like the situation on the Korean peninsula, Afghanistan and other international and regional hotspot issues, and strengthen cooperation in combating sea piracy, transnational crime, peacekeeping, disaster relief and prevention, cybersecurity, climate change, space security and other fields of cooperaton.

三要建立大国互动新模式,双方应在朝鲜半岛局势、阿富汗等国际和地区热点问题上保持密切协调和配合,加强在打击海盗、跨国犯罪、维和、减灾防灾、网络安全、气候变化、太空安全等领域合作。

4. Explore new ways of managing and controlling differences, and actively build a new military relationship that corresponds with the new type of big-power relations. President Obama responded positively and said that America attaches great importance to American-Chinese relations, and that America wants to build a new pattern of cooperation between countries on the foundation of mutual benefit and mutual respect, and to jointly respond to global challenges.

四要探索管控分歧新办法,积极构建与中美新型大国关系相适应的新型军事关系。奥巴马总统对此作出了积极反应,表示美方高度重视美中关系,愿在互利互尊基础上与中方构建国与国之间新的合作模式,并共同应对各种全球性挑战。

Yang Jiechi said that in short, China hopes that China and America will make joint efforts to firmly and unwervingly advance the building of a new type of big-power relations, along the lines designated by the two countries’ leaders.
