Xinhua: “Trial opens on former Central Propaganda Department Deputy Director Lu Wei’s Bribery Case”

The Intermediate People’s Court in Ningbo, Zhejiang Province held a first-instance public court session on October 19, 2018 to hear the bribery case against former Central Propaganda Department Deputy Director Lu Wei.

2018年10月19日,浙江省宁波市中级人民法院一审公开开庭审理了中共中央宣传部原副部长鲁炜受贿一案。

The Ningbo People’s Procuratorate charge is that from July 2002 to the second half of 2017, the accused Lu Wei had made use of the conveniences and the authority of his posts as Xinhua party branch member, secretary and seputy agency director, as standing member of Beijing’s Municipal Party Committee, propaganda department director, vice mayor, as director of the Cyberspace Administration of China, as deputy director of the State Council’s information office, as director of the Central Cyberspace Affairs Commission, vice director of the propaganda department of the Communist Party of China, of other posts, and favorable conditions shaped by these positions, trying to gain benefits from relevant work units and individuals in internet administration, advancement, and other matters, obtaining property from relevant units or individual’s directly or through others, amounting to 32 million Yuan RMB.

浙江省宁波市人民检察院指控:2002年7月至2017年下半年,被告人鲁炜利用担任新华社党组成员、秘书长、副社长,中共北京市委常委、宣传部部长、北京市副市长,国家互联网信息办公室主任,国务院新闻办公室副主任,中央网络安全和信息化领导小组办公室主任,中共中央宣传部副部长等职务上的便利以及职权、地位形成的便利条件,为有关单位和个人在网络管理、职务晋升等事项上谋取利益,直接或者通过他人收受相关单位和个人给予的财物,共计折合人民币3200万余元。

During the trial, the prosecution brought relevant evidence, Lu Wei and his defender(s) carried out cross examinations, prosecution and defense amply expressed their opinions under the court’s presiding, and Lu Wei also made a final statement, pleaded guilty and confessed.

More than sixty people – People’s Congress members from the national, provincial and Ningbo level, members of the Chinese People’s Political Consultative Conference, People’s Courts special supervisors, news reporters and members of the masses from all walks of life – attended the trial.

庭审中,公诉机关出示了相关证据,鲁炜及其辩护人进行了质证,控辩双方在法庭的主持下充分发表了意见,鲁炜还进行了最后陈述,并当庭表示认罪、悔罪。全国和浙江省、宁波市三级人大代表、政协委员,人民法院特约监督员,新闻记者和各界群众60余人旁听了庭审。

After the court hearing, the court announced a postponement, to determine a prison term.

庭审结束后法庭宣布休庭,择期宣判。

Lu Wei “name-dropped” by State-Owned Newspaper(s)

Lu Wei (鲁炜) made his first public reappearance today after his resignation as CAC (Cyberspace Administration of China) director. He didn’t appear in person, but was mentioned in a news article as a participant in meeting of a Central Committee special working group for the prevention of juvenile deliquency. The article was published this morning by state-owned Legal Daily (法制日报 / 法制网), reports the Financial Times. Lu’s resignation in June reportedly came as a surprise. While giving way to Xu Lin (徐麟) as CAC director, Lu maintained his position as the CCP’s deputy propaganda director.

According to its “About” page, Legal Daily’s website is under direct guidance from the party’s central propaganda department and the CAC. It is published by the Central Political and Legal Affairs Commission of the Communist Party of China.

People’s Daily also published the article (or rather, its first seven paragraphs), but mentioned China Youth Daily as the original source.

Given the topic, this appears to make sense – however, China Youth online’s article, just as People’s Daily’s, is shorter than Legal Daily’s.

Anyway – who cares. The CCP, and only the CCP, is the author of those articles.

Internet Governance: “the party’s standpoints as a timely rain in a spring breeze, silently moistening all things”

If you are looking for a platform that assumes the ungrateful – but important – task of translating party documents, there it is. It comes with a national interest (not necessarily China’s), but it takes the CCP’s paperwork seriously (which we all should).

The latest there is a translation of a commentary by Zhuang Rongwen (庄荣文), newly appointed head of the “Cyberspace Administration of China” (CAC).

Xinhua: “First Tiger after 19th Party Congress under Investigation”

The CCP’s former Propaganda department deputy director Lu Wei (鲁炜), once also in charge of “internet security”, has been advertised by Xinhua newsagency as the first tiger to be investigated after the CCP’s 19th national congress.

“Trust is the Foundation of Security”: Chinese National Internet Information Office Director visits Berlin

Phoenix/Ifeng is a media company from Hong Kong. Its Chinese website (simplified characters) is read by a large constituency of mainland Chinese readers who appear to base some trust on the fact that Phoenix is a Hong Kong company.

The CAC (Cyberspace Administration of China), whose director Lu Wei visited Berlin on July 2, only published a photo showing Lu Wei and German interior minister Thomas de Maizière initially, but added a release based on the Phoenix article on July 7.

Chinese National Internet Information Office director Lu Wei arrived in Berlin for a visit on July 2, and met with German federal ministers of the interior and for economic affairs and energy. He also visited the Network Security Center established in Berlin by European companies and said that China would like to strengthen cooperation with international companies and research institutions to jointly administer China’s internet security issues.

At the ministry of the interior, interior minister Thomas de Maiziere held talks with Lu Wei. Lu Wei also met with the ministry of economic affairs and energy’s state secretary*) Matthias Machnig on the same day.

在德国内政部,内政部长德梅齐埃同鲁炜举行会谈。鲁炜当天还同德国经济能源部国务秘书马赫尼西会面。

During the talks, the German officials expressed their interest in China’s economic development, and the development of China’s internet industry in particular. and said that Germany actively revised and supervised regulations, making sure that all foreign companies in Germany were treated equally.

Lu Wei said that the internet isn’t just a techological issue, but also related to social issues of the entire humanity. China had always believed that trust is the foundation of security.

He used Nokia’s 150 years of development as an example, saying that only socially responsible multinational companies could develop in the long run.

Lu Wei said that China would update its internet security policies, with the core goal to guarantee state security, and security for the life of the people. He also said that China had always paid great attention to policies concerning foreign internet companies’ development in China because this was related to China’s policy of opening up, and China’s attitude of openness had not changed.

鲁炜说,中国还将更新互联网安全政策,核心目标是确保国家的安全,以及民众的生活安全。他还提到,中国对外国互联网企业在华发展的政策一直很重视,因为这关系到中国的开放政策,而中国对外开放的态度是不变的。

Besides meeting important members of the German government, Lu Wei visited a number of companies and research institutes, and spoke at the Third Sino-German Internet Industry Roundtable conference, explaining the development and challenges faced by China’s internet industry.

除了同德国政要会面外,鲁炜在德国访问期间,还会参观多个企业和研究院所,并在3号出席中德互联网产业圆桌会议,致辞介绍中国互联网产业的发展以及所面临的挑战。
